15 Can the Government kindly confirm if there is a page limit requirement for the Past Performance Fact Sheet?
The Past Performance Fact Sheet is provided as a two-page document. Offerors should complete and submit the form as provided.
Attachment 7 - Past Performance Fact Sheet
We respectfully recommend that the Government revise the solicitation to more clearly define the relevant scope, size, and complexity of work required under this contract. As currently written, the solicitation does not provide sufficient detail to ensure that Offerors’ experience can be appropriately evaluated in relation to the scale and complexity of the work anticipated. To reduce risk to the Government and promote successful contract execution, we suggest the Government consider establishing more representative past performance criteria such as, projects valued at over $2 million per year, work performed at secured military installations, and projects executed in Guam. This adjustment would help ensure that Offerors possess proven capabilities in performing projects with comparable size, risk, and resource/access coordination challenges and be in the best interest of the Government and taxpayer.
The Government acknowledges the offeror's concern regarding the level of detail in the solicitation and the suggestion to revise the past performance criteria. The Government has evaluated this feedback and determined that the current solicitation provides sufficient information for offerors to prepare proposals. Therefore, no revisions will be made at this time.

Each Past Performance Fact Sheet should have a corresponding PPQ." Can the government kindly confirm that final CPARs are acceptable to submit in lieu of the PPQ provided as Attachment 8?
The Past Performance Questionnaire (PPQ) is the primary source of information for evaluating past performance. Contractor Performance Assessment Reporting System (CPARS) reports will not be accepted in its place; however, the Government may review them to supplement the information provided in the PPQ.
