About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity involving Portable Office Spaces (POS) at Antonio B. Won Pat Airport in Guam. The Q&A addresses ten key questions from potential contractors regarding the Statement of Work (SOW), covering critical details such as installation requirements, office configurations, and placement specifications. Key responses include confirmation that interior offices are acceptable, 8' x 40' spaces will suffice instead of the originally specified 10' x 40', and generators can power multiple units as long as all POSs remain fully operational. The contract involves deploying 19 portable office spaces across multiple locations, including groups at Won Pat Airport, NWF, and Andersen, with installation on paved airport surfaces between 01 July 2025 and 10 August 2025.

Question # Reference Question/Comment Government Response

1 SOW What will be the minimum elevated height to ensure no flooding? will there be a sight visit?

The POS’s will be placed on a paved ramp within airport boundaries. I recommend leaving it up to the contractors to determine height requirements to prevent flooding.

2 SOW Will POS with interior offices be accepted? Yes, we can accept interior offices.

3 SOW Will this be an open floor plan POS requirement? No open floor plan required, but it is desired.

4 SOW Installation Surface: Will the POSs be installed on concrete or comparable surface? POS’s will be installed on a paved airport surface

5 SOW Is the contractor to prepare the surface before installation?

POS’s will be installed on a paved surface. Over to the contractor if that requires surface prep or not, but I suspect not

6 SOW Will these interior offices need an electronic keypad per office as well?

Interior offices do not require keypads. Request is there are locks on the exterior door(s) into the office spaces.

7 SOW 10ft by 40ft minimum. there is no 10' x 40'. only 8' x 40' will this suffice? Yes

8 SOW

Generators can usually power a couple to several units based on the power needs and generator size.

Can we propose our plan to use the generators based on your SOW?

Yes, as long as all POSs are fully operational and have power (example: having two POSs use one generator is acceptable as long as they meet all the requirements to be fully functioning).

9 SOW will the POS be placed in close vicinity of each other?

Yes: Ten in a group at Won Pat, Nine in a group at Won Pat, Two together in a group at NWF, Three together in a group at Andersen and Four together at Andersen in a group.

10 SOW Can a placement location plan for the POSs be provided? After Award, will a laydown map be provided.
