About this file
This document is a Combined Synopsis/Solicitation (Request for Quotes) issued by the Department of the Air Force for the 36 EAMXS Consolidated MOCC Radios project at Andersen Air Force Base in Guam. The solicitation seeks commercial radio and telecommunications equipment, specifically hardware, software, and infrastructure for a consolidated MOCC (Mission Operations Control Center) radio system, with a one-year warranty included. The procurement is classified under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a size standard of 1,250 employees.
Key details include a response deadline of 27 August 2025 at 1300 Chamorro Standard Time, a planned delivery of 120 days after receipt of offer, and submission requirements via email to specified government contacts. The solicitation uses simplified acquisition procedures and will evaluate quotes based on lowest price and technical acceptability, with additional considerations for subcontracting plans that demonstrate commitment to small business opportunities. Offerors must be registered in the System for Award Management (SAM) and provide complete vendor information, technical descriptions, and pricing details for the two contract line items (CLINs) covering the radio system and its warranty.

a. The Government will award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, under the Lowest Price evaluation process.
The following factors shall be used to evaluate offers:
i. Price
a) The Contracting Officer shall conduct a price analysis in accordance with
FAR 12.209. Offerors are cautioned that the award may not necessarily be made to the lowest price offered. The Government is more concerned with obtaining the best value than with making an award at the lowest overall price to the Government. However, the Government will not make an award at a significantly higher overall price to obtain an offer that exceeds the minimum requirements of the solicitation and/or specifications.
ii. Acceptability in accordance with (IAW) solicitation and statement of work and subcontracting plan will be evaluated for acceptability only.
Rating Description

Unacceptable Subcontracting Plan
a) Evaluation of Subcontracting Plan
1. The Government will evaluate each subcontracting plan for compliance with FAR 19.704 and DFARS 219.704. Plans will be assessed on the extent to which the offeror demonstrates a commitment to providing subcontracting opportunities to small business concerns, including all applicable socio-economic categories.
2. The evaluation will consider:
a. The realism and attainability of the goals;
b. The methodology for identifying and soliciting small businesses;
c. The offeror’s past performance in meeting subcontracting goals (if applicable);
d. The clarity and completeness of reporting, recordkeeping, and compliance measures;
e. The qualifications and responsibilities of the individual administering the plan.
3. While the subcontracting plan will not be scored numerically, a plan determined to be unacceptable may render the offeror ineligible for award.
iii. Delivery terms.
a) Acceptable delivery period. Offers that exceed a total delivery period of
120 calendar days ARO may be deemed unacceptable.
b. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are Interchanges after its receipt, unless a written notice of withdrawal is received before award.
IX. BASIS FOR AWARD / EVALUATION PROCEDURES:
a. The Government will evaluate quotes starting from the lowest priced offer until at least two proposals are found “acceptable.” Award will then be made to the lowest priced, acceptable offeror. If only one “acceptable” offer is received, the Government will attempt to determine price to be fair and reasonable through other means than competition.
b. Award will be made on the initial evaluation of quotes received in response to this
RFQ. Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. Offerors are further advised that any affirmative response in regards to FAR 52.204-24(d) will be reviewed to determine if award is in the best interest of the government. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.
X. FAR 52.212-3, Offeror Representations and Certifications – Commercial Items are included in this solicitation. The contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) and furnish the government a completed copy of the record with its offer.
XI. FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. No addenda to this clause.
