About this file
This document is a Request for Information (RFI) for a 36 WG Command Post CCTV Maintenance Support and Labor contract (FA524025Q0045). The RFI includes a detailed Questions and Answers (Q&A) section that provides critical information about the existing security systems. The current infrastructure includes a Vindicator Intrusion Detection System (IDS) running Windows 7, version 3.2 from January 2017, with both Motion and BMS sensors. The CCTV equipment is Bosch-branded, with an unknown number of cameras. The system operates on a fiber network connecting multiple buildings, with a centralized server and System Automated Workstation.
Key contract requirements include personnel with at least a Secret Security Clearance. The government will pay for replacement parts, and there is an existing IDS layout diagram available. The network topology connects Buildings 21007, 20011, 23028, and BDOC via fiber patch-through with media converters. The system currently has one account for 36 WG/CP at Building 21007, managed by 36 SFS and overseeing 108 accounts. The current system status is operational, with components including Vindicator and Honeywell systems for access control, and Bosch equipment for CCTV and network infrastructure.

Unclassified/For Official Use Only Section 889 Prohibited VSE Inventory - Template v7.2
"Secure Space" means any space to which access has been restricted for national security reasons or has been limited to official business only, including government work space (whether the space contains classified information or not) and; critical infrastructure and operational facilities;
including but not limited to: armories, arms rooms, and ready-for-issue locations; ammunition storage points; production facilities; flight lines;
aircraft aprons, hangars, and support facilities (such as air traffic control towers), public safety centers, such as police facilities, 911/Emergency Communication Centers, Fire /EMS stations, entry control points, communication facilities, bulk fuel facilities, and military medical facilities;
hospitals and clinics.
This data call only requires that you report on Covered VSE within your Component (whether in use or in storage). If your inventory shows that your Component has no Covered VSE please respond to the data call stating so but do not complete this spreadsheet.
- This report does not need to be broken down by individual facility or location. An optional "Location / Region / MAJCOM" field has been provided for your convenience if you choose to break your report down, but there is no requirement to do so. If you do break the report down, do not list individual addresses or building names/numbers.
- One row is required for each model of Covered VSE within your Component.
- You do not need to report VSE that is NOT Covered.
- If the same model of Covered VSE is in use at multiple locations within your Component, you may add them together and submit them as a single combined row.
- Components and agencies that reside in spaces where VSE equipment is provided by another component should defer reporting to the responsible component/agency.
Tab 2, "DATA ENTRY" contains the template for this data call, with 13 columns and as many rows as you require based on the make/models of Covered VSE within your Component.
PLEASE DO NOT UNLOCK ANY LOCKED FIELDS OR DROPDOWNS.
Column (c), "MANUFACTURER" is restricted to the five prime companies as listed in the NDAA.
Column (d) "MAKE" is restricted based on your selected manufacturer in Column (c). Each company's and OEMs' subsidiaries and affiliates can be selected using the drop-down. The "Other OEM" list contains only U.S.-based VSE providers that have acknowledged that some or all of their equipment contains essential components prohibited by the NDAA ban.
Column (e) "Model" is a free-text field allowing you to enter the specific model of Covered VSE found in your Component.
For each model of Covered VSE within your Component, please separately report the total number of cameras and recorders that are networked (see definitions below) or standalone, in public space (see definitions below) or secure space. Please use only numeric input - do not enter "n/a" or "none" or any other text. Please use only whole numbers - list five thousand as "5000", not as "5k" or "5,000".
"Networked" means any camera or recorder that is accessible via NIPRNet, SIPRNet, JWICS, your agency's equivalents of those networks, or any other network that itself is connected to one of those networks or your agency's equivalents. It does not include cameras or recorders that are connected to completely standalone, isolated networks that have no connection to NIPRNet, SIPRNet, JWICS, or your agency's equivalents of those networks.
"Public Space" means any space that is accessible to the public without any special permission once they have been authorized base access and either have priviliges or are authorized to be there for personal reasons rather than official purposes. Examples include roads and parking lots;
excercise and parade fields; commissaries and exchanges; restaurants, bars, and clubs; housing areas; and lobbies of buildings before security and access control points.
A list of all companies, subsidiaries, and affiliates that produce VSE or components can be found on Tab 4.
INSTRUCTIONS
Section 889 of the 2019 NDAA applies to the following five companies and their subsidiaries and affiliates.
1) Huawei Technologies Company,
2) ZTE Corporation,
3) Hytera Communications Corporation,
4) Hangzhou Hikvision Digital Technology Company, or
5) Dahua Technology Company.
- Other manufacturers that have declared that their products include substantial or essential components products by these five manufacturers are listed in a sixth category: Other OEM.
USI070330-19
Purpose: Section 889 of the National Defense Authorization Act for Fiscal Year 2019 prohibits Federal agencies from purchasing video surveillance equipment (VSE) either: a) produced by certain "Covered" manufacturers or their subsidiaries or affiliates, or b) containing substantial or essential components produced by those manufacturers, or their subsidiaries or affiliates. Referred to as "Covered VSE" hereafter.
OUSD(I), as the Defense Security Executive, is conducting a DoD-wide inventory of existing VSE covered by Section 889 to aid and prioritize their potential risk-informed replacement. Timelines for potentially replacing Covered VSE will be developed in collaboration with the Under Secretary of Defense for Acquisition and Sustainment, U.S. Cyber Command, and the individual Components. The accurate and timely reporting of the requested information will inform future actions and provide the Secretary of Defense with a snapshot of where the DoD and its sub-components are today, as well as the amount of risk being assumed at DoD facilities using Covered VSE.
Scope: This query and its questions apply to all DoD facilities , not just installations. All installations, posts, camps, stations, off-installation facilities, leased space (including space leased through GSA and space leased directly by DoD) of all types (including rooms / suites in commercial buildings, floors in commercial buildings, entire commercial buildings, complexes containing multiple commercial buildings, storefronts in strip and enclosed malls), and all other types of DoD facilities are to be included in this data call.

MEMORANDUM FOR DISTRIBUTION
FROM: AFLCMC/HBU
3 Eglin St, Bldg. 1612 Hanscom AFB MA 01731
SUBJECT: Non-Nuclear Configuration Management Database (CMD) Equipment Approval
1. Attached are the current CMD equipment lists approved for use when employed in the tested PL-1 (non nuclear) through PL-4 applications and configurations. Information on the tested configuration can be obtained from AFLCMC/HBU upon request.
2. Attachment 1 identifies equipment approved for new procurements and installs, or for upgrading existing equipment to the latest configuration. Attachment 2 identifies previously-approved equipment that is still approved for use and sustainment in existing installs; however, the equipment in Attachment 2 is not approved for new procurements or new installs, even if the item is still available from the Original Equipment Manufacturer. It is recommended systems get updated to the most current software and firmware versions identified in Attachment 1 as soon as practical, subject to available funding.
Yellow highlight indicates correction, change, and/or addition.
3. All equipment was determined to meet all applicable TAA/BAA/NDAA requirements at the time of approval. Manufacturers could change place of origin over time. Installation agents should verify place of origin of all components prior to installation.
4. A listing of equipment approved for use in PL-1 Nuclear applications is available in a separate letter maintained by the POC listed below.
5. For additional inquiries, the POC for this effort is Lt. Morgan Huang, AFLCMC/HBUA, morgan.huang.1@us.af.mil.
