About this file
This document is a Questions and Answers (Q&A) file for a federal contract opportunity (Solicitation Number FA524025Q0042) for ISO Containers for Firefighter Housing with the Department of the Air Force Pacific Air Forces. The Q&A addresses critical technical specifications for the containers, including interior layout, construction requirements, and delivery expectations. Key details include: containers must be 250-300 sq. ft., have a movable divider to split the interior space in half, use neutral colors (white, beige, light gray), include UL-listed fire-rated assemblies, have a 100A electrical panel per unit, and comply with UFC 1-200-01 and UFC 3-600-01 standards. The containers will be delivered only (no on-site installation), and the contractor is responsible for customs clearance upon arrival in Guam.
The government specified that no furnishings are required, and the containers should have corrosion-resistant finishes, easily movable privacy dividers, and manufacturer's engineering certification for wind resistance. Color and finish requirements are minimal, allowing flexibility for neutral-toned, durable, and cleanable surfaces. The containers must have two weather-sealed lockable doors on the front side at each end, and the interior should be wide open with the capability to be divided in the middle by a movable divider. The solicitation emphasizes functional, adaptable housing units for firefighters with straightforward technical specifications.

Questions and Answers
LINE QUESTION/ INQUIRY GOVERNMENT RESPONSE REFERENCE
1 The document specifies a divider for sleeping areas but doesn’t mention bathrooms or living spaces. Should these be:
• Included (required for compliance)?
• Optional (nice-to-have for pricing)?
• Excluded (to streamline costs)?
Excluded.
2 Are there preferred layouts (e.g., bunk arrangements, storage configurations) beyond the 250–300
sq. ft. minimum?
The government prefers to have the capability to divide the unit interior space in half.
4.3(b)
3 Can you please confirm if there are any on-site requirements for this solicitation, or is this for the delivery of the containers only?
This will be for delivery of the units only.
4 Are any furnishings required for the interior of the containers?
No furnishings required.
5 Can you confirm whether a 100A panel is required per unit or shared between both units?
Per unit.
6 Are there any preferences or restrictions on the type of room divider used (e.g., fire-rated materials, soundproofing)?
The divider would be used only for privacy purposes. It should be easily movable. It would be preferred for the divider to extend from floor to ceiling to allow for air flow but not required.
7 Will third-party certification for 150mph wind resistance be required, or is a manufacturer’s engineering stamp sufficient?
The manufacturer’s engineering stamp is sufficient.
8 Are there specific color or finish requirements for the exterior and interior beyond "durable and cleanable"? Please specify finishes to include entry/exit points and windows.
Any neutral colors (i.e., shade of white, beige, light gray) are acceptable for interior and exterior. Corrosion resistant finishes per salient characteristics are required.
4.2 & 4.3
The document states that all structures must comply with UFC 1- 200-01 and UFC 3-600-01. Does this require the container to include fire-rated construction materials such as UL-listed assemblies?
Yes, UL listed assemblies.
10 It is mentioned that the sleeping areas shall have the capability to be split in half with a portable divider.
Does this mean the entire interior of the unit should be divided in half, or only the sleeping quarters?
The inside of each unit should be wide open and should be separated in the middle by the movable divider.
11 Will the Air Force assist with customs clearance for the containers upon arrival in Guam, or is the contractor responsible for managing that process?
Contractor is responsible.
