About this file

The document is a Salient Characteristics file for procuring two ISO containers to serve as temporary housing for firefighters at Andersen Air Force Base in Guam. The containers will be used during a facility renovation project, with each 250-300 square foot unit capable of housing up to four personnel on rotating shifts. Key requirements include wind resistance to 150 mph, full insulation for tropical environments, corrosion-resistant materials, and compliance with various building and safety codes including UFC 1-200-01, UFC 3-600-01, and NFPA 101.

Technical specifications mandate each container include a 16,000 BTU air conditioning unit, 100 amp breaker panel, four duplex 120V outlets, storm-rated windows, and relocatable features like forklift pockets and crane lifting points. The containers must be commercially manufactured, weather-sealed, and adaptable for future storage use. Delivery is required within 120 days to Andersen AFB, Guam, with the contractor providing standard commercial warranty. The procurement is managed by the 36th Civil Engineer Squadron (36 CES) and aligns with Department of Defense and Air Force instructions on relocatable facilities.

Upon completion of that project, the structures will be repurposed for general storage. This acquisition aligns with DoD Instruction (DoDI) 4165.56 and Air Force Instruction (DAFI) 32-1020 governing Relocatable Facilities (RLFs).

2.0 BACKGROUND

As part of a facility renovation effort at multiple fire stations, temporary lodging is needed to accommodate fire protection personnel. Structures must be rapidly deployable, resistant to tropical and typhoon conditions, and constructed for future relocation and reuse. To comply with Air Force policy, structures procured under this effort shall be classified and treated as Temporary Relocatable Facilities (RLFs).

3.0 SCOPE OF WORK

The contractor shall furnish and deliver two (2) RLF-compliant ISO containers suitable for occupancy by firefighting personnel in a tropical, typhoon-prone environment. Each structure shall support up to four (4) personnel on rotating shifts and be installable on prepared surfaces.

b. Fabrication methods of the containers shall align with industry standards for containerized systems intended for temporary human occupancy.

c. Design shall incorporate relocatability features such as forklift pockets, crane lifting points, modular assembly, or features that enable the units to be readily relocated (as opposed to built real property).

d. All structures must comply with applicable codes including UFC 1-200-01 (Building Requirements) and UFC 3-600-01 (Fire Protection).

4.2 Structural and Environmental Requirements

a. Structures must be rated for minimum 150 mph wind resistance to withstand typhoon conditions.

b. Acceptable construction includes steel-frame, aluminum panel, or ISO container-based systems with corrosion-resistant finishes.

c. Structures must be fully insulated for tropical environments. Walls and roof must be insulated with foam or fiberglass with drywall.

d. Interior finishes shall be durable and cleanable, such as FRP, vinyl, or sealed plywood.

4.4 Environmental Controls and Power Support

a. Units shall be equipped with a minimum of one 16,000 BTU air conditioning split unit.

b. Each unit shall be equipped with an air conditioning power disconnect switch.

c. Include internal conduit or raceways to support 240V power distribution.

d. Electrical wiring will be 12 AWG for branch security

e. Each container shall include a minimum of four (4) duplex 120 volt outlets.
