About this file

This file contains questions and answers for a Long Term Forklift Lease contract opportunity with the U.S. Air Force. The government requires six 5-ton forklifts that must meet USAF standard specifications including 72-inch forks, automatic transmission, 4WD capability, and a minimum mast height of 16 feet with 24-inch load center configuration. The forklifts must be diesel or gas powered (no electric), equipped for off-road use, and cannot be manufactured by Chinese companies. Given the Guam location, units must have corrosion protection, be tropicalized, and equipped with working air conditioning for outdoor-only operations.

This is the Air Force's first-time listing for this requirement due to current shortfalls affecting Ground Transportation's mission capability, with no incumbent contractor. Delivery is needed as soon as possible with a one-year lease term, but no later than October 1, 2025 if a specific date is required. The lease must include maintenance and tire replacement but excludes fuel. Quotes must be submitted electronically only in accordance with section VI of the RFQ, with mail and fax submissions not accepted. The government emphasizes that forklifts must meet USAF standard specifications and be suitable for rough-terrain use in Guam's climate conditions.

A: ASAP and one year from date of delivery, but if I must provide a date NLT 1 Oct 2025.

Q: Is this a normal annual listing for the Air Force to need six 5-ton forklifts or is this the first time listing this?

If this is an annual listing, I was wondering if I could ask how much the contract was awarded last year and what company provided the service if possible?

A: This is a first time listing to satisfy our forklift requirement as it is currently short falled causing Ground Transportation inability to meet mission demands.

Q: How you would like the proposal to be submitted and which documents should be included/attached for consideration?

A: In accordance with section VI of our RFQ, “The quote package must be received by the designated date and time. Quotes may only be submitted electronically. QUOTES RECEIVED BY MAIL OR BY FAX WILL NOT BE CONSIDERED FOR AWARD. The Government shall not be held liable for quotes not received.”

Q: Is there any incumbent ? If Yes, please provide the incumbent details?

A: No.

A: The forklifts must be either diesel or gas powered.

The current documentation references pneumatic tires and rough-terrain use, but does not specify the fuel type.

A: The forklifts must be either diesel or gas powered.

Q: Are there any specific transmission or powertrain requirements (e.g., automatic vs hydrostatic drive, 4WD vs 2WD)?

A: Automatic transmission, 4WD

The documents reference 10K capacity but do not provide mast height or load center specs.

A: Mast height of 16 feet at minimum and 24 inch load center.

Q: Are there any climate-related requirements (e.g., corrosion protection, tropicalized units) given Guam's weather conditions?
