STATEMENT OF WORK

for

Portable Office Space

1. GENERAL: The contractor shall provide all personnel, labor, materials, transportation, and equipment to provide seventeen (17) Portable Office Spaces (POS) and associated equipment (tables, chairs, desks, refrigerators, microwaves, and trashcans--referred to as office furniture, and power generators to multiple locations at Andersen Air Force Base (AAFB) (see attached site plan) for use by the Cope North 2025 Exercise (CN25 EX). Personnel means contractor’s employees and any sub-contractors supporting these contract requirements.

2. SUMMARY: All POS, office furniture and associated equipment shall be delivered/installed/ setup and ready for use as early as 20 January 2025 and no later than 23 January 2025. The expected POS rental period is from 23 January 2025 thru 05 March 2025. The contractor will be provided a two (2) day advance notice of date to remove units.

3. SAFETY:

a. The contractor shall provide a securing mechanism that prevents damage to surrounding areas and keeps the POS and all supplied equipment in place during sudden inclement weather or high wind conditions. As this requirement is for less than 180 calendar days, the securing mechanism for the POS must specifically meet Seismic Design Category D criteria and be able to withstand a wind velocity of 150 miles per hour (MPH), 3-second gust wind speed. Should typhoon conditions be declared, it will be the sole responsibility of the contractor to secure the POS and generators.

b. The contractor must follow all safety and traffic procedures while operating on base.

4. SET UP/TEARDOWN:

a. The contractor shall remove the units no later than two (2) days after notification to remove.

b. Frequency: The contractor may make pre-coordinated deliveries and removal.

5. REQUIREMENTS AND DETAILS:

a. The contractor shall provide:

1. POS Single-wide: 5 each

2. POS Double-wide: 12 each

b. Each structure shall include overhead lighting, power receptacles, adequate air conditioning and electrical systems, properly labeled central power breaker panel and three (3) inch weather protected cable access pass-through. Structures shall include a minimum of two (2) exterior exits with electronic keypad locks with one master key on each exit and exterior outdoor lighting and interior battery powered emergency exit signs. Structures shall have level flooring, a proper drainage system and shall be elevated to ensure no flooding.

c. Every interior section shall include locking interior access doors with electronic keypad locks, one (1) ABC fire extinguisher, a minimum of six (6) electrical power receptacles with two (2) grounded outlets each, and six (6) CAT5/CAT6 terminals with four (4) keystones per receptacles, per 640 square feet of space.

d. Delivery Timeframe: Deliveries will be made by vendor on multiple dates and times that will be confirmed at award. Delivery POCs will be given after contract award for coordination purposes. POS must be fully operational and turned over for government occupancy as early as 20 January 2025 and no later than COB 23 January 2025.

e. Generator Support: Vendor will provide generator(s) capable of supporting the above requested square footage of office space on a 24/7 basis. Contractor shall coordinate with 36 CES for generator grounding.

f. Setup/Teardown: Customer will only support airfield gate entry during mobilization and demobilization. Contractor must obtain EAL and airfield driver training from 36 OSS for unescorted access to container location. EAL information or copy of Base Pass information must be submitted to the Contracting Office NLT 3 day after task order award.

g. Additional Rental Equipment: Contractor equipment shall be clearly marked with vendor company name and contact information. Equipment must be clean upon delivery, made of quality material, and durable to withstand heavy use. Government shall return equipment in clean, fair wear and tear, and operable condition. Excessive damages and any lost or missing equipment shall be reported to Contracting Officer in writing within 10 days of demobilization. Damages, beyond fair wear and tear, must be photo documented (before and after).

h. Andersen AFB Emergency Evacuation of Contractor Equipment: At any time during the period of performance, the contractor may be directed by order of the 36 Wing Commander for 36 WG/CAT to demobilize/remove all equipment from the airfield and/or base. Reasons for evacuation may be typhoon, natural disaster or military/national security related. Contractor shall be required to remove all equipment in 48-hrs or less. Once emergency is resolved contractor will be notified to remobilize or if services are no longer required. Contractor will be entitled to submit and Request for Equitable Adjustment (REA) for emergency demobilization and remobilization cost.

i. Airfield Access and Driver Training: Contractor shall submit initial EAL as stated in the “Submittals” section below. Contractor shall update EAL as required and must notify the Government within 24 hours of employee termination. Personnel accessing the airfield must obtain airfield driver training from 36 OSS prior to performance, all restricted area badges must be returned to 36 SFS upon contract completion. Badges from any terminated employee shall be turned in within 5 calendar days.

7. SECURITY:

a. All contractor personnel or representatives entering the Government installation shall abide by all security regulations of the base installation commander. Vendor must follow all safety and traffic procedures while operating on base.

b. The contractor must have all personnel badged at the Andersen Air Force Base (AAFB) Pass and Registration Section to work on this contract. The contractor shall interface with the 36TH CONS, 36th Security Forces and the AAFB Air Field Flight Line Control personnel to ensure they have completed all requirements and have been granted unescorted access to AAFB and the area where the POS units will be emplaced and serviced. All personnel will undergo a background check (note: there is minimum 72 hours required for processing checks). The contractor may be escorted prior to passes being issued. Any persons denied entry during the background check, will be prohibited from entering AAFB. All contractor personnel who are cleared for entry will receive a contractor’s badge and are required to register all vehicles in accordance with current AAFB guidelines. The contractor’s badge will be issued to provide access and permission to AAFB and the CN25 EX POS designated area on the flight line seven days a week, 24 hours a day. Once obtained, the contractor shall maintain unescorted base and flight- line access for all its personnel requiring access to AAFB and the POS area. The contractor shall ensure that all necessary requirements are completed, and badges issued to personnel involved in the delivery, installation, checkout and turnover of POS one calendar week prior to the delivery date.

8. Other Requirements:

a. In the event of an incident that involves damage to contractor or government property, or personnel, the contractor shall immediately:

1. Inform the Contracting Officer (CO) within 24 hours after the occurrence; and

2. Provide details of the accident in writing to the CO and the command safety office within 48 hours.

b. A competent, English-speaking supervisor or superintendent, with the authority to act on behalf of the contractor, must be present at the delivery site at all times during mobilization/demobilization of latrine trailer and associated equipment.

1. Base Access Request: Updates must be submitted to the CO NLT 3 calendar days after award (as required). If contractor does not need to make any changes an email submittal stating, “no changes required” must be submitted NLT 3 calendar days after award. The Government will not be responsible for contractor delays if contractor fails to provide information on time.

2. Entry Access List: Contractor shall submit the full name and Social Security number for all employees requiring airfield access to the Contracting Office, NLT 3 calendar days after task order award or notice to proceed. Government will not be responsible for contractor delays if contractor fails to provide information on time.

3. Mobilization Schedule: Contractor shall submit mobilization schedule NLT 3 calendar days after task order award to Contracting Office. Government will not be responsible for contractor delays if contractor fails to provide information on time.

4. Demobilization Schedule: Contractor shall submit demobilization schedule to the

Contracting Office NLT 5 calendar days prior to the expiration of the period of performance. Government will not be responsible for contractor delays if contractor fails to provide information on time.

d. The contractor shall provide a 24/7 capability to repair and/or replace any items that fail during the time-period of rental.

e. The POSs shall be verified to comply with the requirements of this SOW prior to acceptance of units. Any noted defects or anomalies will be corrected prior to final acceptance of units.
