7. FAR 52.212-1, Instructions to Offerors--Commercial Products and Commercial Services applies to this acquisition.
a. Provide pricing utilizing CLIN breakout under Paragraph 3 of this combined synopsis/solicitation.
b. Provide vendor information specified in Paragraph 4 of this combined synopsis/solicitation.
c. Provide a technical description of the services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include literature, catalog cuts, or other documents as necessary.
8. FAR 52.212-2, Evaluation--Commercial Items applies to this acquisition.
a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
i. Acceptability in accordance with (IAW) this solicitation.
Rating Description
Acceptable Offer clearly meets the minimum requirements of the solicitation.
Unacceptable Offer does not clearly meet the minimum requirements of the solicitation.
ii. Price
The Contracting Officer shall conduct a price analysis in accordance with FAR 12.209.
Offerors are cautioned that the award may not necessarily be made to the lowest price offered. The Government is more concerned with obtaining the best value than with making an award at the lowest overall price to the Government. However, the Government will not make an award at a significantly higher overall price to obtain an offer that exceeds the minimum requirements of the solicitation and/or specifications.
The Unit Price proposed for the Base Year through Option Year Four will also be extrapolated for the potential Option to Extend Services POP of up to six (6) months in order to ascertain a Total Evaluated Price.
b. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
c. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
d. BASIS FOR AWARD / EVALUATION PROCEDURES:
i. The Government will first evaluate offers for acceptability. Offers will then be evaluated based on price. Award will then be made to the technically acceptable offer determined to represent the best value to the Government. If only one “Acceptable” offer is received, the Government will attempt to determine price to be fair and reasonable through means other than competition.
ii. Award will be made on the initial evaluation of quotes received in response to this
RFQ. Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. Offerors are further advised that any affirmative response in regards to FAR 52.204-24(d) will be reviewed to determine if award is in the best interest of the government. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.
9. FAR 52.212-3, Offeror Representations and Certifications – Commercial Items is included in this solicitation. This means that the contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) and/or furnish the government a completed copy of the record with its offer.

Commercial Items applies to this solicitation and resulting award are listed in Attachment 3 – Provisions and Clauses.
12. FAR 52.217-8, Option to Extend Services applies to this acquisition.
This option may be exercised to extend services after the Base Period or any of the Option Periods. In the event that exercising this option becomes necessary, the unit price of the performance period immediately preceding the extension period as evaluated in accordance with Paragraph 8(a)(ii) will be applied for the extension period of up to six (6) months.
