1. PROJECT DESCRIPTION
1.1 OVERVIEW:
This is a “Design-Build” project to provide design to replace existing Aircraft Fire Trainer Facility at North Ramp. The new AFTF constructed in this contract should have an approximately 125 ft diameter wet-deck reinforced-concrete fire trainer. The new C-130-sized Corten steel aircraft mock-up will have a liquid propane-fired burner system which is controlled by a computerized electronic/pneumatic system to simulate realistic aircraft and fuel spill fires. This project shall comply with the latest criteria, all applicable codes, regulations, and specifications.
1.2 LOCATION OF WORK:
The project is located at Andersen Air Force Base (AAFB), North Ramp, Guam. See attached site map.
1.3 PERFORMANCE PERIOD:
The performance period of this project is 450 calendar days commencing on the date of contract award.
The performance period includes all required design, reviews, approval of final design, procurement of materials, construction, testing, corrections if required, final testing, acceptance, and other requirement necessary to deliver a complete and usable facility.
1.4 MOBILIZATION:
Prior to initiation of on-site activities, the Contractor shall provide a phased Work Plan that addresses all required activities and a schedule for those activities that completes the project in accordance with the Performance Period identified in paragraph 1.3 above.
2. PROJECT OBJECTIVES:
2.1 SCOPE OF WORK:
The contractor shall provide all supplies, materials, tools, equipment, permit, clearances, qualified labor, engineering services, transportation, supervision, and other incidental work required to build the Aircraft Fire Training Facility (AFTF) in accordance with this SOW and in a manner that will ensure its serviceability and operational effectiveness, see Attachment 2 (USAF Technical Order 35E1-2-13-1).
Other incidental work required includes all items and considerations necessary to ensure a complete and usable final product, including, but not limited to, the necessary design and construction considerations not specifically stated elsewhere in this statement of work. Complete and usable final product means that the completed final product is finished throughout and can be used to fully satisfy the requirements and the intended purpose of the project. The actual requirements and installation shall be developed as per manufacturer’s recommendation/instructions.
2.2 EXISTING OPERATIONS:
The construction work activities will be performed in a manner as to NOT negatively impact the existing

operational capabilities of the building occupants. Contractor shall minimize interruption to the on-going operations. Contractor shall coordinate for interruption of utility services. All other actions not involving interruption of services can be conducted during regular working hours. In the event work/project activities other than what is indicated in this project program is to occur simultaneously, contractor shall verify, coordinate, and may be required to phase such work/project activities.
2.3 DEMOLITION WORK:
Remove and dispose of the following existing elements and any other elements inconsistent with the new AFTF:
(1) Existing aircraft fire-fighting mock-up.
(2) All existing utility lines within the existing AFTF pit from the site infrastructure network of pipes, lines, and wires, vacate propane lines of fuel prior to disassembly, disconnection, removal, and disposal of any propane piping that is not re-used. Propane in the existing propane tank will be retained within that tank.
(3) Removal of existing rock within the training pit and dispersal of that rock on site.
2.3.1 EXISTING FACILITY ELEMENTS TO BE RETAINED/PROTECT/REUSED:
(1) Existing liquid propane tank and contents.
(2) Existing driving apron footing and surface to the extent possible and all access roadways
(3) Existing environmental liner(s) and fabrics in the training pit
(4) Water Supply, Drainage, and Storage Systems
2.4 SITE PREPARATION AND CIVIL WORK:
The Contractor shall provide the following site preparation activities for the new training AFTF:
(1) Clear the AFTF existing site as needed, except for the retained elements identified in paragraph
2.3.1 above, including any vegetation, as necessary.
(2) Cut, fill, and grade the entire AFTF area.
(3) Raise aircraft mock-up to ground level w/concrete surface and circling fire training area large enough for firefighting vehicles to maneuver within their turning radius.
(4) Aggregate surface at the perimeter of the Training Pit
(5) On the perimeter of the Training Pit, excavate two sites to be determined by the Contractor for a reinforced concrete vault at each site to house electrical equipment or pneumatic equipment.
(6) Construct concrete perimeter surface and wet-deck area to hold water for extended periods of fire training exercises.
(7) Footings and foundations for the new aircraft mock-up.
(8) Excavation of utility trenches for all water, LPG, power, electronic/electrical and pneumatic utilities. Utilities outside of the Training Pit the Contractor is responsible to ensure the utilities are protected.
(9) Provide and install a complete Water Management System described in Section 1.12
(10) Provide and install new electrical power and data conduits. All electrical wiring shall be in accordance with NFPA 70, National Electrical Code.
(11) Provide final grading and dressing of all driving areas in the AFTF.
2.4.1 STRUCTURES:
(1) Provide two reinforced concrete vaults appropriately sited at the edge of the Training Pit, one to house electrical equipment and one to house pneumatic equipment.
(2) Control Stand, the Contractor shall provide and install a control stand with an operable window facing the training pit so AFTF operators inside the Control Stand can communicate verbally with

personnel on the ground at the Training Pit
2.4.2 MECHANICAL:
Provide and install new electrical wiring, equipment, piping, conduit, and wiring for the following functions:
(1) Provide and install a new Liquefied Petroleum Gas (LPG) system including all new equipment but retaining the existing propane storage tank and supply piping.
(2) All exposed LPG piping shall be stainless steel.
(3) All buried LPG piping shall be coated carbon steel.
(4) All LPG equipment and piping shall be IAW the current editions of NFPA 54, National Fuel Gas
Code, and NFPA 58, Liquefied Petroleum Gas Code.
(5) Provide and install a new pneumatic system, including a new air compressor, equipment, piping, conduit, and wiring, to control LPG transmission and any other air-operated equipment.
2.4.3 ELECTRICAL:
Provide and install new electrical pumps, motors, pumps, equipment, conduit, and wiring for the following functions:
(1) Modify electrical service within the Control Stand to supply electrical service to the new system of electrical/electronic controls and the new LPG Ignition System for the new LPG fire simulation system in the Training Pit
(2) All electrical wiring at the AFTF shall be IAW NFPA 70, National Electrical Code.
2.4.4 PNEUMATIC SYSTEM:
Provide and install a new Pneumatic System including a new adequately sized air compressor, all new piping, and all new pneumatic valves required to make the AFTF fully functional.
2.4.5 WATER MANAGEMENT SYSTEM:
Provide and install a new Water Management System required to cover the new wet-deck Training Pit plus additional water for fuselage-cooling sprinklers, running fuel fires, and all other water needed at the AFTF.
(1) The Water Management System shall be controlled by the same computer system driving the LPG
Fire Management System (Section 2.5.6)
(2) New pumps, valves, filters, oil/water separators and other equipment required to move water between the existing water storage pond, the Training Pit, and subsystems within the aircraft mock-up.
(3) To the maximum extent possible, water piping shall be PVC.
2.4.6 CATHODIC PROTECTION:
Provide and install a new cathodic protection system for all new metallic piping and equipment (other than stainless steel piping and equipment), including the design, oversight, and inspection services of a registered professional corrosion engineer. The corrosion engineer shall also supervise and inspect the installation of the cathodic protection system.
(1) "Corrosion Engineer" refers to a person, who, by reason of his knowledge of the physical sciences and the principles of engineering and mathematics, acquired by professional education and related practical experience, is qualified to engage in the practice of corrosion control on underground metal pipes. Such person must be currently certified as a Corrosion Specialist by the National Association

of Corrosion Engineers (NACE).
(2) The Corrosion Engineer shall ensure that the cathodic protection system is properly installed, tested, and placed into service. The installation shall be IAW NFPA 70, National Electric Code and
UFC 3-460-01.
(3) The Contractor shall provide to Project Manager evidence of qualifications of the corrosion engineer.
2.5 AFTF TRAINING PIT:
2.5.1 WET DECK TRAINING PIT
Provide and install an approximate 125 ft diameter Training Pit with a perimeter ring of rock between the water-flooded horizontal reinforced concrete surface (6-inch minimum thickness) and the vehicle driving surface surrounding the Training Pit.
The wet deck area shall design with safety grating to sit on top of the plane stands which are flush with the top of each support stand assembly for maintenance.
2.5.2 GROUND BURNERS
Provide and install a system of at least forty (40) underwater LPG ground burners located between the recessed concrete deck and the underwater removable steel grating system that supports firefighter exercises within the Training Pit.
(1) All propane piping within the Training Pit shall be 3" stainless steel (or smaller flexible stainless-steel tubing in burner zones). Propane piping outside the Training Pit may be either stainless steel or may be resin-coated carbon steel with:
(a) A Cathodic Protection System (IAW Section 2.4.6)
(b) Isolation fittings between dissimilar metals
(2) Ground burners will be in four two-dimensional arrays in each quadrant of the mock-up, with the wings and fuselage establishing the quadrants. Nine, ten or eleven (9-11) ground burners shall be included in each quadrant, with each ground burner having its own pneumatic control valve.
(3) Each ground burner shall be comprised of 6-8 individual burner zones.
(a) Each burner zone will have flexible stainless-steel tubing in a serpentine configuration with holes drilled into the tubing.
(b) Each burner zone shall have its own electronic ignitor.
(4) Each ground burner and each burner zone shall have its own pneumatic control valve, and each pneumatic valve is individually controlled by the LPG Fire Management System (Section 2.5.6)
(5) Steel grating system shall be subdivided into sections that can be moved by two persons to conduct maintenance on equipment below such grating.
(6) In the interest of safety, the Contractor shall provide to the Project Manager documentation confirming that all personnel installing LPG equipment or handling LPG have been fully trained in proper handling and operating procedures.
2.5.3 SPECIALIZED LPG GROUND BURNER
Provide one steel mock-up of aircraft engine debris (which appears to have separated from the aircraft in a crash scenario) with an LGP ground burner identical to the ground burners described in Section 2.5.2
2.5.4 AIRCRAFT MOCK-UP MOUNTED LPG BURNERS

LPG burners mounted on or within the mock-up shall simulate the following fires for fire-fighter training in accordance with NFPA 405, Standard for the Recurring Proficiency of Airport Fire Fighters (2020 Edition):
(1) Cockpit dashboard electrical fire (inside the fuselage cockpit)
(2) Cargo fire (inside the fuselage at rear of cargo area)
(3) Compartment fire (inside the fuselage behind steel simulated passenger seat on the starboard side of the cargo bay)
(4) Engine fire in outboard engine (nacelle design) under starboard wing
(5) 3-dimensional running fuel fire in the inboard engine under starboard wing, including ground pool and spill fires below that engine
(6) Brake/wheel fire on starboard side
(7) Engine fire in high tail-mounted engine
(8) Auxiliary power unit (APU) fire
2.5.5 AIRCRAFT MOCK-UP
Provide a crude C-130 aircraft mock-up constructed of uncoated/unpainted Corten steel. The mock-up shall have an upper wing on the starboard side and a low wing on the port side. The engines on the starboard side will comply with Section 2.4, including plumbing and a dam on the inboard engine to simulate the running fuel fire. Each engine shall contain a burner assembly and two ignitors. The wiring to all ignitors on the mock-up shall be protected from the extreme heat generated by the LPG fires.
The mock-up shall include all the features identified from Figures 2, 3, and 5 of TO 35E1-2-13-1 (Change 2 - 6 February 2015):
(1) An expansion joint shall be located midway in the fuselage to allow for expansion and contraction during live fire training.
(2) Replaceable cutout panels are located on the left and right sides of the fuselage as shown in TO 35E1-2-13-1. These panels will be constructed of 0.031-inch sheet steel and are intended to simulate emergency entrances into the aircraft.
(3) Two hinged steel doors on the port side of the mock-up
(4) One hinged steel door on the starboard side of the mock-up
(5) One troop door on the port side of the mock-up near the rear of the fuselage configured as a
Pyrolance trainer in which concrete blocks and steel plating are mounted in the door area for penetration training.
2.5.6 LPG FIRE MANAGEMENT SYSTEM
Provide and install a software-driven touchscreen-controlled system that individually opens and closes every LPG-control valve and activates and deactivates every individual ignitor, providing a multitude of realistic fire scenarios.
(1) Provide and install two 40-inch or larger touchscreen monitors, either of which can control all PLCs, valves, ignitors, pneumatic equipment, pumps, and all other elements of the total system through commercially available software typical in the controls industry.
(2) These touchscreen monitors can:
(a) Function as Primary or Back-up controllers
(b) Simultaneously display/control separate sub-systems.
(c) Mirror each other
(3) The LPG Management System shall include a tutorial training system to help users learn how the system works, including troubleshooting and operational assistance.

(4) The LPG Fire Management System shall be capable of extinguishing all fires within 8 seconds (or less).
(5) A separate software-driven system will monitor flame intensity within the Training Pit and provide feedback into the LPG Fire Management System.
(a) System monitor shall be 24-inch or larger.
(b) System will use pole-mounted infrared/visual cameras that encircle the Training Pit and are functional throughout an ambient temperature range of 32°F to 120°F (or greater).
2.5.7 WIRELESS MOBILE COMPUTER
The Contractor shall also provide and integrate a ruggedized, wireless mobile computer that will operate throughout the AFTF complex to remotely operate or troubleshoot equipment, valves, etc. on the AFTF system.
2.5.8 CELLULAR MODEM
Provide and install a Cellular Modem configured for remote viewing and editing capabilities. This will enable facility maintenance personnel to monitor the systems from remote locations, which will reduce the onsite efforts currently required.
2.5.9 SPARE PARTS
The Contractor shall provide the following spare parts:
(1) Sn63 Solder
(2) Ignitor (6 each)
(3) Ignitor Pigtail (6 each)
(4) Ignitor Transformer (1 each)
(5) COAX Valve (1 each)
(6) Pilot Valve (2 each)
(7) Solenoid Valve (2 each)
(8) position ignition (off-on-momentary) (2 each)
(9) 2 position ignition switch (off-on) (2 each)
(10) Burner Control Ball Valves (2 each)
2.6 POST-CONSTRUCTION REQUIREMENTS
2.6.1 COMMISSION TESTING
The Contractor shall notify the USACE Contracting Officer when the AFTF is 45 days from being completed in order that USACE can notify AFCEC/COSM &/CXF to schedule an approximate Commission Testing date.
2.6.2 WARRANTY
The contractor shall provide a 1-year warranty covering all parts, equipment, and labor provided and installed in this project.
2.6.3 FIREFIGHTER TRAINING
The Contractor shall provide for the base fire department personnel a 8-hour training and certification session in operation and inspection of the new fire training system
(1) The Contractor shall provide complete documentation on the operation of the entire system.
(2) Documentation shall be in the form of two hard copies and one electronic copy.

2.6.4 MAINTENANCE TRAINING
The Contractor shall provide for the base civil engineering personnel an 8-hour training session on each of two days covering the inspection, testing and maintenance (ITM) of the new fire training system.
(1) The Contractor shall provide complete documentation on the ITM of the entire system.
(2) Documentation will include product cut sheets with recommended maintenance and servicing frequencies and shall be in the form of two hard copies and two DVDs.
2.6.5 AS-BUILT DRAWINGS
The Contractor shall provide to the Project Manager As-Built Drawings in the form of:
(1) Two (2) copies of half-size D drawings
(2) Two (2) copies of full-size D drawings
(3) Two (2) DVDs containing the As-Built Drawings in AutoCAD 2018 format and PDF format.
(4) Two (2) DVDs containing all Operating Instructions and all ITM Instructions
2.7 ANTITERRORISM: NOT USED.
2.8 SEISMIC REHABILITATION: NOT USED.
2.9 HAZARDOUS MATERIAL ASSESSMENT
Contractor shall perform hazardous material assessment prior to start of repair work including demolition work and submit final report to the government with recommendations for abatement and remediation.
Where repair work will impact hazardous materials, the contractor shall notify the PM and ET immediately and stop work until further direction is given by the government on how to proceed.
2.10 HAZARDOUS MATERIAL ABATEMENT
Abatement and remediation shall be done and performed by the contractor as part of the contract modification. Abate the hazardous materials that becomes friable during the construction or handling in accordance with all local and federal guidelines for safe removal and disposal. All ACP or Transited pipe materials shall be removed, stored, and disposed of in accordance with the applicable Federal and Local government requirements. Comply with all Federal and Local government safety and disposal requirements for remediation work. Coordinate abatement work with Contracting Officer via the PM well in advance to ensure proper notification to all occupants and the Command.
Contractor (KTR) shall ensure that all required permits are obtained before construction begins. KTR must abide by Occupational Safety and Health Act (ACP abatement, noise, confined space, etc.) or others as applicable. Coordinate with Contracting Officer regarding consultations with 36 CES Environmental group regarding environmental requirements.
Comply with the following requirements:
(1) Coordinate with the installation Asbestos Program Manager (APM) and Region Asbestos Program (APC) for any previous asbestos and lead based paint surveys.
(2) Coordination must be established with APM and APC for tenant notification of abatement or sampling and work schedule which may impact the tenants.
(3) Provide copies of all AHERA certifications: (asbestos worker, contractor supervisor, asbestos monitor, project designer).
(4) Provide copies and proof of medical surveillance monitoring.
(5) Provide copies of abatement plans, hazard communication plan for APM and APC approval.

(6) All asbestos samples must be taken by a certified and current AHERA asbestos inspector.
(7) All asbestos samples shall be analyzed by an accredited NVLAP lab.
(8) NESHAP notification shall be provided to GEPA and copy to the Installation APM and Region's
APC.
(9) Waste shipment records (WSR) shall be provided to GEPA and copy to installation APMs and
Region’s APC.
(10) Waste manifests with receipt signatures from permitted disposal facility must be provided to the APMs and APC.
2.11 SUBMITTALS:
In addition to the submittals required under the scope of work, submit the following:
2.11.1 RFP Bid Option:
Provide unit cost to conduct hydrostatic testing for the existing propane tank/related accessories.
Replace propane tank if testing fails and use the Option 1-unit prices to adjust the contract. See Bid Schedule for Quantities.
2.11.2 Submittal Requirements (After Award and Before Start of Construction):
(1) Activity Hazard Analysis (AHA)
(2) Design Quality Control Plan (DQC)
(3) Contractor’s Quality Control Plan (CQC)
(4) Accident Prevention Plan (APP)
(5) Construction Schedule, (AF3064 or equivalent).
(6) Hazardous Material Assessment.
(7) Design Construction Documents: Prepare, organize, and present Design Construction Documents.
Contractor will not be allowed to start construction without the Government approved documents listed below.
(8) Construction Submittals (As required by specifications)
(9) Provide mix design calculations in accordance with the requirements included in specification section 01 33 00 Submittal Procedures.
(10) Design Drawings: Prepare using AutoCAD 2016 formatted for ANSI D (22” x 34”) sheets. The
Ready for Construction submission shall be stamped and signed by the Designer of Record (DOR).
(11) Submit all CAD files for the final drawings on CD-ROM or DVD disks in AutoCAD 2016 format.
Drawing files must be full files, uncompressed and unzipped.
(12) Basis of Design: Each submission shall include a basis of design with all proposed materials including Design Analyses and Calculations to substantiate the design meets the RFP and all applicable codes.
(13) Specifications: Shall be Unified Facilities Guide specifications submitted in Construction Specification Institute (CSI) 2010 format edit with Spec Intact software in accordance with UFC 1- 300-02 Unified Facilities Guide Specifications (UFGS) Format Standard.
(14) Contractor shall submit the number of copies as requested as defined under each required submission identified below. The basis of design, design drawings and specifications shall be included on a CD-ROM in addition to the required hard copy for each submission. Each submission shall be submitted to the Contracting Officer or their representative for Government review and RFP concurrence.
(15) The Contractor shall submit a copy of the Governments review comments from each prior submission with each subsequent submission. This document shall indicate the corrective action taken for each comment and or other proposed solution. Incomplete submissions will be returned to the Contractor with no additional time added to the performance period.

(16) Electronically seal and sign all Acrobat PDF drawings, specifications, and other documents. The electronic signatures shall be printable and viewable in Adobe Acrobat Reader with no additional software.
2.11.3 Provide the following Design Submittal Packages:
(1) 60% Design Documents Submittal: 45 calendar days following the date of delivery order.
Submit three (3) hard copies and three (3) electronic PDF format copies on CD-ROMs of the following: 11” x 17” half-scale drawing sets, Specifications, Construction Schedule, and Basis of Design. Allow 21 calendar days for Government review.
(2) 100%/Pre-Final Design Documents Submittal: 21 calendar days following receipt of
Government review comments on the 60% design submittal. Submit two (2) hard copies and two
(2) electronic PDF format copies on two (2) CD-ROMs of the following: 11” x 17” half-scale drawing sets, completed specifications with cleared Section and Bracket Verification reports, Construction Schedule, Basis of
(3) Design, annotated review comments, and submittal register. Allow 21 calendar days for
Government review.
(4) FINAL “Ready for Construction” (RFC) Documents: 14 calendar days following receipt of Government review comments on the 100% design and notice to proceed with Ready for Construction documents. The RFC documents include all documents required for the Final Design Documents. Submit electronic PDF format copies on three (3) CD-ROMs of the following: Sealed and Signed 11” x 17” half-scale Drawings, Sealed and Signed.
(5) Specifications, Construction Schedule, Sealed and Signed Basis of Design, annotated Review Comments, and submittal register. Allow 7 calendar days for Government review.
(6) The following requirements apply to the CD-ROM:
1. Provide native and pdf files for all documents included on the CD-ROM.
2. A .pdf file(s) of the final documents shall be provided in the following formats: The entire document shall be provided as a single combined pdf file. The pdf file shall have bookmarks for each item identified in the document's table of contents, including tables, figures, captioned photos, and appendices. The bookmark shall use the same description as provided in the table of contents.
If the bookmark is lengthy, abbreviate as needed. Bookmark to the second level (i.e. 1.1, 1.2, 1.3, etc.). Do not bookmark signature page or the list of acronyms. Each appendix, regardless of size, shall be provided as an individual pdf file. All maps, figures, and pictures shall be provided at a useable resolution. All color maps, figures, and pictures shall be provided in color.
(7) DD-1354 Transfer and Acceptance of Military Real Property: Submit Interim DD Form 1354 to the Government for approval a minimum of 60 calendar days prior to the Beneficial Occupancy Date (BOD). If modifications to the Interim DD Form 1354 are required by the Government, the corrected version must be submitted prior to the BOD.
(8) Closeout Submittal Requirements:
(a) Submit Record Drawings to the Contracting Officer or their representative in ANSI D (22” x
34”) size sheets and two CD-ROMs containing native CADD files, electronically stamped, and signed PDF of drawings, specifications, calculations, basis of design, submittal register, Periodic Maintenance Inspection (PMI) plan and other (photos, support files, etc.) as applicable.

GIS Requirements: Site Map record drawings must be in standard coordinates system, in both Guam Geodetic Network and Universal Transverse Mercator (UTM) Zone 55 North, WGS84. All new and existing utilities, driveways, concrete curb, sidewalks, roads, paved and unpaved surfaces, buildings, structures, poles, signs, and primary features including supporting facilities of the project within the project’s limit must be accurately noted, both in AutoCAD and GIS format.

3.0 SITE ANALYSIS
3.1 EXISTING SITE CONDITIONS:
The site is located on Andersen Air Force Base.
Existing utilities include water lines, storm sewer, underground electrical and communication.
Any Government provided geotechnical data is included for the contractor’s information only, and while it is considered to represent subsurface conditions existing on the project site anticipated at this time, it is not guaranteed to fully represent all subsurface conditions. The contractor shall be responsible for providing the services of a geotechnical engineer to conduct any subsurface exploration, investigation, testing, and analysis that the Designer of Record deems necessary for the design and construction of the proposed facility and site improvements. The geotechnical engineer shall be registered as a Professional Engineer (Geotechnical Engineer where required by law) and experienced with soil conditions in the region where the project site is located. The geotechnical engineer shall prepare a report addressing any elements of the work requiring his services. The report shall be submitted to the PM accompanied by a letter from the Designer of Record certifying that the Geotechnical Engineer has reviewed the construction documents and that the design reflects the recommendations of the geotechnical report.
The Government will not provide geotechnical data for this project nor requires the contractor to perform Geotechnical subsurface explorations. The assumptions and analysis of existing subsurface information taken from Arnold Avenue indicated that the subsurface soil materials are consisting of Brown-White Silty Sandy limestone to Coralline limestone and characterized as medium to lose composition respectively. Subsurface data beyond 2.4 meters is moderately hard. No free water encountered.
3.2 SITE DEVELOPMENT:
The Contractor’s design professionals shall design the applicable supporting components to facilitate the new Aircraft Fire Training Facility (AFTF). Site development shall include the liquid propane-fired burner system which is controlled by a computerized electronic/pneumatic system to simulate realistic aircraft and fuel spill fires with all infrastructure and related site improvements. This shall include, but not be limited to, sedimentation and erosion control measures during construction, clearing and grubbing, earthwork, grading and compaction, drainage and water management, LPG, power, electronic/electrical and pneumatic utilities, any required utility relocations, and potential amenities.

The Contractor shall coordinate field verifications with 36th Civil Engineering Squadron (36 CES/CENM) Project Manager (PM) who then shall coordinate with Base Agencies and BOS Contractor in locating all existing utilities prior to any excavation work and shall make necessary provisions to avoid damage to these buried utilities during clearing, grading, excavation, pipe removal if required, pipe laying, backfilling, and paving, and other restoration.
The Contractor shall be responsible for paying the BOS Contractor (underground electrical transmission line) and respective base utility agencies for all coordination and permit costs. Contact the Contracting Officer for clarification regarding the extent of the required site work.
Before the work shall commence, the Contractor shall submit a traffic control plan for review and approval by the Contracting officer via the Project Manager (PM). Contractor shall ensure that required barricades, appropriate signage, and other protective devices are provided around the construction area. Contractor shall also ensure that required access to adjacent building is provided and alternate emergency egress routes are provided if normal routes are obstructed at any given time during construction period.
Contractor shall protect all existing construction to include but not limited to parking areas, grass/landscaping, and buildings, from potential damage that may result from construction activity. Any damage caused by construction activities shall be repaired and restored to its original condition or better by the contractor at no expense to the Government.
Grass seed and turf mix restoration shall be by hydraulic seeding and mulching with Bermuda grass in accordance with Andersen Air Force Base Architectural Compatibility and Base Design Standards
(ACBDS).
At the conclusion of construction activities, the Contractor shall ensure that all debris resulting from construction is properly removed from the project site and properly disposed and all potential hazards associated with work from the project are resolved to provide clean and safe environment.
3.3 EXPLOSIVE SAFETY SUBMISSION (ESS) REQUIREMENTS: NOT USED
3.4 HISTORICAL, ARCHAEOLOGICAL AND CULTURE RESOURCES:
In the event of historical artifacts encounter during excavation work, Contractor shall immediately suspend all excavation activity, protect the subject site, and report the incident to the Contracting Officer via the PM.
The Government will coordinate with State Historic and Preservation Officer (SHPO) for direction and guidance.
4.0 BUILDING / FACILITY REQUIREMENTS
4.1 DESIGN AND CONSTRUCTION REQUIREMENTS:
In addition to the codes and standards listed in attachment 3, the construction shall be in accordance with the latest revision/edition of applicable current codes, standards, and regulations requirements of this statement of work and include Energy Star efficiency initiatives. The term “Latest Revision/Edition" is defined as the version as of the project Task Order Award Date. In case of conflict between codes, standards, regulation, and specifications, the most stringent requirements shall apply. Contractor (KTR) shall ensure that all required permits contain in BCE Work Clearance Request are obtained before construction begins.
The contractor shall obtain a Work Clearance Request Form prior to the start of work, and any other applicable permits required for work being accomplished.

Due to age and undocumented existing conditions, Government documents and “as-built” drawings shall not be solely relied upon for project information. The contractor shall perform field reconnaissance, surveys, and field measurements to verify dimensions shown on government furnished reference documents.
The contractor’s operations shall be limited to providing minimum disruption to facility operations and mission requirements. Applicable work contingency plans shall be available in the event of a natural disaster and other related emergencies.
The contractor’s operation shall be confined to the immediate vicinity of the new work and shall not, in any way, interfere or obstruct the ingress and egress to and from adjacent property. All existing improvements shall be protected from damage.

All design drawings, specifications and calculations shall be done by/or under the direct supervision of a

Professional Engineer with current National Council of Examiners for Engineering and Surveying (NCEES) registration issued from a state within the United States of America (USA) or one of its territories who shall stamp all design drawings, specifications, and calculations. The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings and other services furnished by the Contractor under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings, and other deliveries.
Complete Architectural and Engineering Design services, signed/stamped by a Guam licensed architect and professional engineer. All design drawings, specifications, and calculations shall be prepared by/or under direct supervision of a professional engineer and/or architect with current National Council of Examiners for Engineering and Surveying (NCEES) or National Council of Architectural Registration Boards (NCARB) registration issued from a state within the United States of America, or one of its territories, for the discipline required who shall stamp the design drawings, specifications, and calculations.
The contractor shall verify all existing site conditions, dimensions, and other requirements necessary to complete the project prior to commencing construction activities. The contractor shall notify the contracting officer immediately upon discovery of any expected changes required to suit conditions not identified in the contract. Restoration of damages borne by the contractor in the performance of this contract shall be made at no cost to the Government. Contractor shall be responsible for proper handling and disposal of all materials removed and/or demolished from construction site.
Restoration of road AC/concrete pavement, concrete sidewalk, curb etc. affected by new work to original condition or better. Thickness of AC/concrete, friction course, base course, and sub-base shall be in accordance with thickness required by government or match the existing thickness on pavement areas affected by the new work, whichever is stringent.
Neither the Government review, approval or acceptance of, nor payment for the services required under this contract shall be construed to operate as a waiver of any rights under this contract of any cause of action arising out of the performance of this contract, and the Contractor shall be and remain liable to the Government and in accordance with the applicable law for all damages to the Government caused by the Contractor’s negligent performance of any services furnished under this contract.
The Contractor is required to submit a work schedule for this project in accordance with UFGS Section 01 32 17.00 20 – Cost-Loaded Network Analysis Schedule (NAS). The schedule should be developed to identify task descriptions, start and completion dates of each task, design reviews, material procurement, construction work, testing, correction if required, final testing, acceptance, utility outages if required, and other requirements necessary to deliver a complete and usable facility. The project NAS must be cost-loaded and will provide the basis for progress payments. The work under this task order requires special attention to the scheduling and conduct of work in connection with the existing facility operations. Identify on the construction schedule each factor that constitutes a potential interruption to the facility operations.
Utility outages (power, water, air conditioning, etc.) shall be approved by the Contracting Officer.
The Contractor is required to provide a project specific Construction Quality Control (CQC) Plan in accordance with Part B, Section 01 45 00.00 20, Quality Control, paragraph 1.6 for review and approval by the Contracting Officer. The Contractor shall perform no construction activity until the CQC Plan is approved.
Regular working hours shall consist of an 8-hour period established by the Contracting Officer between 7:30 a.m. and 4:30 p.m., Monday through Friday, excluding Saturday, Sunday, and Federal Holidays.
Work outside regular working hours requires Contracting Officer approval. Coordinate all work outside regular working hours with the Contracting Officer three days in advance to allow arrangement to be made by the Government for the area to be available for inspecting the work in progress. During periods of darkness, active work areas shall be lighted in a manner approved by the Contracting officer.

4.2 SUSTAINABLE DESIGN:
Contractor shall comply with UFC 1-200-02 High Performance and Sustainable Building Requirements, UFGS Section 01 33 29.05 20 Sustainability Requirements for Design-Build, and other pertinent directives.
Provide narrative describing minimum sustainable characteristics of materials and systems used in project.
Provide narrative describing sustainable goals and completed sustainability checklist. Register the project with a third-party certification organization and have the sustainability submittal documentation certified to meet the requirements.
Integrate sustainable guiding principles into the design, development, and construction of the project.
Reduce the total cost of ownership of the facility using a whole building, life-cycle approach. Provide integrated sustainable design strategies and features to minimize the energy consumption of the facilities;
conserve resources; minimize adverse effects to the environment; and improve occupant productivity, health, and comfort.
Development and implementation of a green procurement plan is required by AFI 32-7080. Contractor shall conform to applicable procurement requirements found in Section 6002 of RCRA; 40 CFR 247; Executive
Orders 13423 and 13514; and Federal Acquisition Regulation (FAR) Subparts 23.2, 23.4, and 23.7.

Prior to the start of the work, the Environmental Compliance Assessment, Training, and Tracking System (ECATTS) trained contractor is required to inspect the work area with the designer of record, and government representative to address existing potentially hazardous components as part of the work. The contractor is required to provide a list of hazardous components, locations and quantities that must be addressed as part of the work.
Private Qualified Person (PQP)
The KTR is required to hire a PQP to ensure compliance with the approved work plans and perform independent inspections, testing and verification of the hazardous components work.
Disposal
All waste materials must become the property of the Contractor and must be transported, disposed of or recycled in accordance with the applicable Federal and Local government guidelines and requirements for safe removal and disposal.

Perform a topographic survey of the project site and include it in the design drawings. Physically verify the location of all existing utilities and features. Provide copies or adequate reference to available Installation record drawings.
This project requires a Surface Water Protection Plan, SWPPP, as set forth in the Territory of Guam, CNMI and Guam storm water manual. See Part 5 for prescriptive specification G103011 TEMPORARY
EROSION & SEDIMENT CONTROL.
SITE Clearing Burning will not be allowed.
All grubbing and clearing residue, demolished material, rubbish, and debris generated by this project shall be hauled off-site and off Installation by the Contractor.
DEBRIS Disposal Dispose of grubbing and clearing residue, demolished material, rubbish, and debris generated by the project in accordance with the applicable Federal and Local government guidelines and requirements for safe removal and disposal.
SITE DEMOLITION & RELOCATIONS
Preserve the building and site elements not indicated for removal and disposal in the Scope of Work.
Remove unsuitable materials (ground cover and base course) to a depth suitable to receive the new synthetic surface, SITE EARTHWORK
Provide grading so the site will drain. Acquire and provide new materials, required more than that resulting from project excavation, from off Government property. All unsuitable material and surplus excavation shall become the property of the Contractor and shall be disposed of off Government property.
TEMPORARY EROSION & SEDIMENT CONTROL
Provide temporary erosion and sediment control per the requirements of the National Pollutant Discharge Elimination System (NPDES) General Permit for Storm water Discharges Associated with Construction Activities. Prepare Storm water Pollution Prevention Plan (SWPPP), submit Notice of Intent (NOI), and obtain coverage under the EPA Construction General Permit.
Storm Water Management (LID - Low Impact Development)
Comply with UFC 3-210-10 "LOW IMPACT DEVELOPMENT". These policies are in addition to State or Local storm water management program permit requirements. SITE DEVELOPMENT

Contractor shall grade and re-seed for any grass area disturbed by construction activities. Any existing landscaping disturbed for this project shall be replaced with like kind.

The project plans shall provide for the relocation or adjustments of any existing utilities within the project work area. Identify and obtain all permits to comply with all federal, state, and local regulatory requirements associated with this work.
WATER SUPPLY
The existing water system serving the project site is owned by Andersen Air Force Base Public Works.
The Contractor may obtain water needed for construction activities or landscaping Maintenance by arrangement with the contracting officer. Any cost for water will be According to current contracting policies.
SANITARY SEWER

STORM SEWER
The existing storm sewer system serving the project site is owned by Andersen Air Force Base Public Work.
Provide subsurface drainage system and connect it to the existing storm sewer system in accordance with UFC 3-201-01, Civil Engineering; the utility provider's requirements; and the state storm water management laws and regulations; whichever is more stringent. Ductile iron will not be used for storm sewer or culvert piping.
STORM WATER MANAGEMENT
Comply with the UFC 3-210-10 "Low-Impact Development". The Contractor shall evaluate the drainage conditions and submit sealed calculations to the Government for civil and environmental review supporting EISA Section 438 policies have been met in accordance with UFC 3-210-10. Provide a narrative stating project design goals were achieved or to what extent with the sealed calculations. The contractor shall obtain all required regulatory permits required for the proposed work. Coordinate all reports, submittals, and permit applications through the Contracting Officer.
