COMBINED SYNOPSIS SOLICITATION
FA524023R0005 – Waste Water Services
15 December 2022
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The Request for Proposal (RFP) number FA524023R0005 shall be used to reference any written quote/offer provided under this notice. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08; effective 28 October 2022.
This requirement is a 100% Small Business set-aside under North American Industry Classification System (NAICS) 562991 – Septic Tank and Related Services with a size standard of $8M.
The purpose of this notice is to establish a firm-fixed-price contract for the purchase and delivery of Electrical Services IAW the Performance Work Statement (PWS) Attachment 1, dated 12 December 2022.
The Period of Performance (POP) consists of a Base Year, plus four, 1-Year Option, and a discretionary six (6) month extension, details as follows:
Initial Base Year: 01 April 2023 – 31 March 2024 Option Year 1: 01 April 2024 – 31 March 2025 Option Year 2: 01 April 2025 – 31 March 2026 Option Year 3: 01 April 2026 – 31 March 2027 Option Year 4: 01 April 2027 – 31 March 2028 Six (6) Month Extension: 1 April 2028 – 30 September 2028 (discretionary)
Place of performance: All Andersen Air Force Base (AAFB), Guam, properties.

The following provisions and clauses apply to this acquisition and can be viewed in full text via the internet at https://www.acquisition.gov in accordance with 52.252-1, Solicitation Provisions Incorporated by Reference and 52.252-2, Clauses Incorporated by Reference. Refer to Attachment 5 for a listing of applicable provisions and clauses.
The FAR provision at 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services applies to this acquisition to include the addendum found in Attachment 4
– Additional Instructions to Offerors.
Offerors are required to include a completed copy of the provision at 52.212-3—Offeror Representations and Certifications-Commercial Products and Commercial Services, with their proposal/offer.
The FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.
The FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition.

Proposals/Offers must conform to the requirements in this announcement and that of attachment 4, Instructions to Offerors. Pursuant to FAR 12.602, contract award will be made using Simplified Acquisition Procedures IAW FAR 13.106. The Government will award a contract resulting from this notice to the responsible offeror whose proposal/offer conforming to the notice will be most advantageous to the Government, price and other factors considered. Proposals/offers will be evaluated in accordance with Attachment 5, Evaluation Criteria.

Special Contract Requirements (Required Insurance)
(a) Within fifteen (15) days after award of contract, the Contractor shall furnish a Certificate of Insurance as evidence of the existence of the following insurance coverage in amounts not less than the amount specified below in accordance with the FAR 52.228-5, "Insurance-Work on a Government Installation (Jan 1997)." This insurance must be maintained during the entire performance period. Before commencing work on this contract, the Contractor shall certify in writing that the required insurance has been obtained. The policies evidencing required insurance shall contain endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer.
Coverage Comprehensive General Liability: $500,000 per occurrence Automobile Liability: $200,000 per person; $500,000 per occurrence for bodily injury; $20,000 per occurrence for property damage.
Workman's Compensation: As required by Federal Workers' compensation.
Employer's Liability Coverage: $100,000, except in areas where workers' compensation may not be written by private carriers.
(b) Above insurance coverages are to extend to Contractor personnel operating Government owned equipment and vehicles.
(c) The Certificate of Insurance shall provide for thirty (30) days written notice to the Contracting Officer by the insurance company prior to cancellation or material change in policy coverage. Other requirements and information are contained in the aforementioned "Insurance" clause.
