RFI’s
• How would you like me to submit the proposal?
o Please review section XV within the solicitation.
• Is there an incumbent company for this work? If so, what is the current contract number?
o There is no incumbent.
• If there is an incumbent company, is the position currently filled?
o There is no incumbent.
• The solicitation (in the Response Date header line) states the responses are due 15 May 2023, but in Paragraph XV and sam.gov, state 09 May 2023. Please confirm the correct response due date.
o Responses are due 15 May 2023.
• PWS III 3 (c) identifies potential travel for conferences; however no travel CLIN has been included.
Please confirm how the Government would like offerors to account for travel funds, including any not to exceed limits.
o There is no requirement for travel to conferences.
• Can the Government clarify the expected amount of travel?
o There is no requirement for travel to conferences.
• PWS VI identifies Office Duty Hour as 1 hour per Service Unit. However, in the Estimated Annual Workload breakdown, Office Duty Hours X 1,040 = 598 units. If 1 hour = 1 SU, and the line item is X 1,040, this line item should read 1,040 Service Units. Can the Government please clarify and/or correct this line item?
o The line item does read 1,040.
• PWS IX Invoicing states that the contract is not to exceed 1,040 Service Units per year; however, if the Estimated Office Duty Hours is 1,040, the maximum allowable Service Units must increase to account for services other than Office Duty Hours. Can the Government please clarify and/or correct this?
o Section IX states that the estimated maximum workload is 1,081 service units. Service units to be paid under the contract will be based upon actual work performed.
• PWS V Substitution states that the contractor will provide a substitute when not performing the contracted service. Is this meant to stipulate that service must be provided 52 weeks per year, without regard to employee vacation/sickness? Or, is the Government willing to accept a nominal absence during non-critical services?
o The RE coordinator will have to work with the Catholic Chaplain to schedule vacation time.
Either way, the coordinator will be responsible for securing a suitable substitute in their absence.
• Who pays for the background check required in PWS VII?
o The military pays for the background check.
• What is the past award contract number?
o N4019219P7000 ended 31 October 2021.
• Is there a volunteer rendering service at the chapel?
o Yes, there is an unpaid volunteer.
