Notice ID: FA524022R0003 – Solicitation

Project Title: AJJY 21-1009 Replace Various SF6 Gas Insulated Switchgears, Andersen Air Force Base, Guam

QUESTION AND ANSWER

Question #01: To confirm that a bid bond is required at 20% of the bid amount, not to exceed $3 million for this solicitation.

Answer #01: The Government confirms that a bid bond is required. In accordance with FAR 28.101-2(b), the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. Be informed that FAR clause 52.228-1 Bid Guarantee will be incorporated in Solicitation No. FA524022R0003, Amendment #01 is forthcoming.

Question #02: Our switchgear manufacturer advised us that the lead time for the submittals is 6 weeks and production lead time is 46 weeks. May we request to have the performance period be changed from 330 calendar days to 540 calendar days?

Answer #02: Performance period is hereby extended from 330 calendar days to 540 calendar days due to long lead times for the switchgears. Solicitation No. FA524022R0003, Amendment #02 is forthcoming to reflect the change of the performance period in the statement of work.

Question #03: Is the Arc Flash and SCCS Study of this project to involve only the replacement of existing switches? Is the intent to determine the settings of the new switch only or to the next existing switch upstream?

Answer #03: Ensure coordination between new equipment design and the existing distribution system, immediately upstream and downstream of the new switches.

Question #04: The rating of the Lightning Arresters being 15kV, may we know the required surge MCOV typically used at AAFB?

Answer #04: Contractor shall determine the appropriate rating based on a 13.8kV system, code requirements, and manufacturer recommendation/industry standards.

Question #05: Please clarify if PWUC criteria requirement will also be basis for VFI protection device, e.g., fault protection relay be SCADA ready, cable fault indicators at the switch, installed at the outgoing side of the loop elbow, VFI protection device with programmable tri-phase with ground trip electronic control logic, and port for laptop connection, etc.

Answer #05: PWUC Chapter 2 Electric criteria for medium voltage systems shall apply to the project.

Should there be any discrepancies between PWUC and ACBDS requirements, ACBDS shall take precedence.

Question #06: Is the intent to provide new cable fault indicators on all cables, or only to replace where existing fault indicators exist. SOW indicates “all 15kV cables”.

Answer #06: Provide new cable fault indicators on all cables.

Question #07: SOW asks to test existing grounding system and to provide additional if 5 ohms is not achieved. Difficult to price this now since the SOW will not be defined until after the test.

As we know AAFB has high resistance grounding system, can the government define how many ground rods are needed?

Answer #07: For the grounding system, the statement of work (Section 2.4.2g) requires the contractors to provide additional ground rods to meet the ground resistance not to exceed 5 ohms.

Additional of Helical grounding system is acceptable to meet the specified ground resistance.

Question #08: Are viewing windows required? PWUC requires it but the RFP is not clear if PWUC applies to this project since it is in AAFB. Viewing windows will require two-sided switchgears which have larger footprint.

Answer #08: PWUC Chapter 2 Electric criteria for medium voltage systems shall apply to the project.

Should there be any discrepancies between PWUC and ACBDS requirements, ACBDS shall take precedence.

Question #09: RFP states, “Disconnect and remove medium voltage cables from the pad-mounted switches to manhole and replace with new. Provide in-line splice in manhole.” We assume new cabling is XLPE, MV-105, 133% insulation. We might have problem with ordering limited quantity of XLPE cables. Can we order minimum as required and the unused cables will be turned over to the Government?

Answer #09: New MV cabling shall comply with ACBDS requirements. Contractor shall order the minimum as required and any unused cables shall be turned over to the Government/BOSC- DZSP21 Annex 1601.

Question #10: RFP states, “Trace, identify, and tag all underground cables in all accessible locations such as pad mounted switches and manholes.” As worded, this means all cables including existing ones not touched by the project. Clarify if the intent is to only tag the cables the project will replace with new.

Answer #10: Intent is to tag all cables affected in switches and manholes where connections are made.

Question #11: The RFP requires submission of bid bond. Please advise if the original copy of the bid bond needs to be hand delivered to the contracting office.

Answer #11: Original copy sent electronically is acceptable. Please ensure that proof of “ORIGINAL” markings are visible on the electronic submission.

Question #12: May we request for Division 01, General Requirements specifications?

Answer #12: As this is a stand-alone project, there are no Division 01 general requirement specifications. However, the contractor shall complete a usable final product that can be used to fully satisfy the requirements and the intended purpose of this project.

Question #13: We would like to request a 2 week extension to the proposed due date of our proposal.

The reason for this request to ensure we have enough time to receive our quotes from suppliers and are able to give the government the best possible price proposal. Thank you for your consideration.

Answer #13: Amendment #01 granted a one-week extension to the proposal deadline from 21 April

2022 up to and including 28 April 2022. Amendment #02 is forthcoming to extend the proposal deadline one more week from 28 April 2022 up to including 05 May 2022.

Question #14: SOW requires 316 stainless steel for the pad mounted switch housing, please confirm if stainless steel 304 is acceptable.

Answer #14: 304L SSTL enclosure is acceptable.

Question #15: Please provide misc. detail drawing for the concrete pad.

Answer #15: Contractors shall conduct field investigations/library research as needed to collect concrete pad details.

Question #16: We would like to respectfully request for a one (1) week time extension on the bid submission date. The additional time is necessary to prepare a competitive bid and give vendors/suppliers ample time to provide their quotations.

Answer #16: Amendment #01 granted a one-week extension to the proposal deadline from 21 April

2022 up to and including 28 April 2022. Amendment #02 is forthcoming to extend the proposal deadline one more week from 28 April 2022 up to including 05 May 2022.

Question #17: Is the MEC required for this project?

Answer #17: MEC is required per RFP Part 1 SOW, section 3.3.

Question #18: Kindly identify facilities that will affect during the power outage? Are the affected facilities having its own power generator?

Answer #18: Refer to RFP Part 2, Attachment 1 for Partial AAFB One-line Diagrams. Listed below are the
