“Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the

Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. FA524019Q0068, 554 RHS Material Testing Equipment Calibration Repair & Maintenance, is hereby issued as a request for quotes, IAW FAR 12.6. This solicitation and any subsequent award are conducted under the the Simplified Acquisition Procedures of FAR Part 13.

3. The following solicitation document, incorporated provisions, and clauses are in effect through

Federal Acquisition Circular 2019-03.

4. This solicitation has been set aside for 100% Small Business under the NAICS Code 541380, Testing Laboratories, with a small business size standard of $15M.

5. The government requests quotes for the following items and services for a period of 1 (one) base year and up to 4 (four) option periods for a total of 5 years. Perspective quoters must be

ISO 17025 accredited IAW the PWS pargraph 1.4 and the Technical Factor of this solicitation).

6. Delivery Address – Armadillo, Northwest Field, Andersen Air Force Base, Guam

7. FAR 52.212-1 Instruction of Offerors (Jan 2017) -- Commercial applies to this acquisition.

8. FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) applies to this acquisition. The evaluation factors are as follows;

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following three (3) factors shall be used to evaluate offers:

Rating Description

Acceptable Proposal clearly meets the minimum requirements of the solicitation, Statement of Work (SOW) & Specifications provided. The contractor, including all of it’s employees or technicians servicing the equipment, shall be ISO 17025 accredited. The contractor shall submit the proper documents as proof of their accreditation with their quotation, and must maintain the accreditation for the life of the contract.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

Perspective quoters who are not 17025 accredited or who cannot provide the appropriate documentation or proof of accreditation may be deemed technically unacceptable.

Technical Acceptability is equal to price.

(b) Contractors shall submit with their price quote a summary narrative of how they will meet the technical and delivery requirements of the SOW and this solicitation.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award

Representations and Certifications filed in the System for Award Management (SAM) or provide the government a completed copy of the record.
