Configuration, Hardware & Software Maintenance Support

Services for Security Systems

SECTION 1. SECURITY SYSTSEM SERVICE REQUIREMENT

1.1 Service Summary:

Detachment 2, 21st Space Operations Squadron, Andersen AFB, GU requires scheduled and unscheduled (non-critical/critical) maintenance support for all installed Security System configurations, software and hardware components to sustain and/or restore full functionality in accordance with ICD 705, AFI 31-101 and manufacturer recommended guidance. The Det 2, 21

SOPS Security system is comprised of a Video Surveillance system (aka CCTV), Access Entry

Control System (AECS) and Intrusion Detection System (IDS). The CCTV is a Bosch and FLIR vendor based system. While the AECS and IDS are both Vindicator based systems. All alarm points are routed to and monitored by the 36 Security Forces Squadron (SFS) Base Defense Operations

Center (BDOC) located on Andersen AFB via a dedicated fiber circuit. The Security system has 7 alarmed facilities (Bldg 34, 36, 39, 41, 42, 69, & 91) that report to BDOC and the 12 cameras located throughout the Det 2, 21 SOPS compound.

The Contractor will schedule and perform routine visits and non-urgent service calls required under this contract during official duty hours, Monday through Friday 0730 – 1630, except Federal holidays. The Contractor shall be reachable and available for unscheduled maintenance response actions 24 hours a day, 7 days a week. All work to be performed under this contract shall be at Det

2, 21 SOPS

The Contractor shall provide sufficient personnel trained and certified in Vindicator systems to provide competent and timely maintenance, technical troubleshooting and repair, administration, and upgrades on hardware and software comprising the Det 2, 21 SOPS Security System.

The Contractor shall provide sufficient personnel that hold a current NACLC investigation adjudicated for SECRET eligibility, when providing required service. The contractor is responsible for submitting required clearance investigation paperwork and all associated costs.

Within 45 days of contract award and each option year thereafter, the Contractor will provide to the government a recommended list of long-lead time critical system spares to keep on hand. All spares remain property of the Government, as such the Contractor shall request Government approval prior to consuming any spare parts.

The Contractor shall provide the Det 2, 21 SOPS representative documentation after each scheduled and unscheduled visit which outlines all actions conducted during the visit.

1.2 Scheduled Maintenance:

The Contractor shall develop and provide Det 2, 21 SOPS a Security system scheduled preventative maintenance plan, subject to Government concurrence, and shall perform unscheduled maintenance as required.

The Contractor shall perform and document quarterly scheduled maintenance & inspection, diagnostic tests, system upkeep, software updates and adjustments of the Det 2 Security systems.

As part of the quarterly scheduled maintenance, a documented functional test of all alarm point reporting capability to 36 SFS/BDOC will be performed.

1.3 Unscheduled Maintenance:

Non-Critical - The Contractor shall respond within 24 hours of initial notification for non-critical security system malfunctions. Non-critical malfunctions would be normal equipment related failures that do not hinder mission operations or that would not require increased manpower to provide security. Corrective maintenance shall be coordinated and initiated on an appropriate schedule as determined by the criticality of the failure. Actions may additionally require coordination with 36

SFS and 36 Communications Squadron (CS) personnel for the purpose of identifying and employing integrated maintenance response.

Critical - The Contractor shall respond within 4 hours of initial notification for critical security system malfunctions. Critical malfunctions would be failures that could or does impact performance of the unit mission or that would require increased manpower to provide security otherwise provided by the Security system. Corrective maintenance shall be coordinated and initiated on an appropriate schedule as determined by the criticality of the failure. Actions may additionally require coordination with 36 SFS and 36 CS personnel for the purpose of identifying and employing integrated maintenance response.

SECTION 2. DELIVERABLES

2.1 Preventive Maintenance Schedule

The Contractor shall generate an annual schedule that outlines when and what will be performed during the quarterly scheduled maintenance visits of the Det 2 Security systems. The scheduled maintenance plan will incorporate preventive maintenance requirements outlined in ICD 705, AFI

31-101 and vendor manuals.

2.2 Scheduled Maintenance Reports

The Contractor shall provide a summary report of findings and actions performed during the quarterly scheduled maintenance of the Det 2 Security systems within 14 days.

2.3 Unscheduled Maintenance Reports

The Contractor shall provide Det 2, 21 SOPS a written summary report prior to departing the site, outlining all inspections, maintenance, repairs, etc, the contractor performed during the visit.

2.4 Recommended Spares

The Contractor shall provide the listed of recommended government spares NLT 90 day after award and/or option year.
