“Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
2. F1C7D59142AW02 for DET 2 IDS Sustainment is hereby issued as a request for quotation.
3. The following solicitation document incorporated provisions and clauses are in effect through
Federal Acquisition Circular 2019-02.
4. This solicitation has been set aside for 100% Small Business under the 561621 NAICS Code, with a small business size standard of $20.5M.

The period of performance for this contract is 1 July 2019 through 30 June 2020, with four 12-month option years.
6. FAR 52.212-1 Instruction of Offerors (Jan 2017) -- Commercial applies to this acquisition.
7. FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) applies to this acquisition. The evaluation factors are as follows;
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will provide the best value to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1) Price
2) Technical Acceptability
Rating Description
Acceptable Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
Technical acceptability is equally as important as price.
8. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (Jan
2017) applies to this acquisition. This means that the contractor must have a valid
Representations and Certifications filed in the System for Award Management (SAM) or provide the government a completed copy of the record.

11. FAR 52.232-18 -- Availability of Funds. Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer
