MEMORANDUM FOR ALL INTERESTED PARTIES
FROM: 36 CONS/LGCB

SUBJECT: Responses to Questions/Requests for Information Submitted FA5240-16-Q-M106:
The following questions have been submitted by interested parties. All questions and answers are included as follows:
Q: Some of the containers are of different colors. However, the majority are beige. Therefore, is it okay to paint all of them beige?
A: In regards to the olive drab ISO containers they may be painted tan to match the rest.
Q: Do we have to replace the wooden block underneath the containers?
A: No the wooden blocks are not part of the container.
Q: Can you tell me if it is okay to perform all work at the site where the containers are located?
A: The contractors are certainly allowed to come out and load the ISOs on their trailers with their equipment. 36 MUNS will not be providing equipment or personnel.
Q: Can you tell me if sandblasting is okay or not?
A: As far as sandblasting containers in general that would not be an issue.
Q: There are holes in some of the containers due to corrosion. Can you tell me if it is okay or not to weld?
A: Welding within the area would be allowed if a permit is obtained from base fire department.
Q: Can you provide a copy of the excel sheet that the site representative was using as guide?

A: This guide has been attached. That being said, the guide does not limit the amount of work/ repairs that need to be done to the ISO containers. The guide is only meant to show some of the work that has already been identified by the customer. It does not limit the work that needs to be done as all of the containers still need to meet the standards outlined in the SOW.
Q: We would like to use a forklift to perform repairs on the bottom of the container. Can you tell me if that is okay?
A: Yes the contractors can use their own forklift to perform repairs on the bottom of the container.
Q: Can a clear coat be used to protect the paint?
A:I have not uncovered any regulation preventing the use of clear-coating to protect the paint.
Q: What size are the containers? 20 ft, 40 ft, 45 ft?
A: 20 ft ISO containers
Q: During the site visit we were unable to see the bottom of the containers. Has the client or 36
CONS conducted inspections on the undercarriage of the containers? If so what were the results of those inspections and what type of repairs do we anticipate being needed with respect to this contract?
A: The entire lot has not been inspected on the bottom of container. Once an ISO is determined to be unserviceable for any criteria they fail the inspection and there would be no cause to look at the underside.
Q: Please describe the nature of the intended use of the ISO containers. Are the containers intended to be used for Sea Travel or to be maintained on island? Please confirm that the containers are subject to CSC reinspection rather than pre-loading inspection.
A: The ISO containers are to be used for IMDG munitions shipments by sea. They must be inspected to the level of standard set in MIL-HDBK-138B for hazard class 1 (IMDG) shipments as was requested in the scope of work.
Q: Would you be able to provide the weight of the ISO containers and whether there are any special restrictions with respect to local travel on roads that we must adhere to specific to these type of units?
A: The empty containers can vary slightly in weight but I have not seen a 20 foot variant exceeding 7000 lbs empty. There are no restrictions, a standard ISO container trailer can hold two 20 ft containers locked in place.
Q: If the contractor can not provide a qualified inspector to certify the containers IAW the CSC
(International Convention for Safe Containers) and the MIL-HDBK-138B standards that are outlined in the SOW can we subcontract that out?
A: Yes, the contractor will be expected to perform all inspections after the repairs and if they can not provide the proper certifications they are expected to subcontract that out to certified personell.
It is also requested that if the contractor will be subcontracting this out that this information is provided in the quote.
