About this file

This document is a Blanket Purchase Agreement (BPA) Terms and Conditions for onsite portable latrines and hand wash stations. The BPA is effective from 12 June 2026 to 31 July 2026 and has a master limitation of $349,999.00 USD, with individual calls capped at $349,999.00 USD unless approved by the contracting officer. Only the contracting officer and authorized personnel listed on an authorized caller list may place calls against this BPA via electronic means (email). The contractor must furnish firm pricing for a minimum of two months and shall charge prices as low as or lower than those offered to the contractor's most favored customer, plus any applicable prompt payment discounts.

The contractor is required to prepare delivery tickets (original and two copies) for each call placed, containing specific information including contractor name, BPA number, call date and number, caller identification, service descriptions, quantity, unit price, total price with discounts, service performance date, and caller identification. Invoicing occurs via summary invoice upon BPA expiration, identifying covered delivery tickets and supporting documentation. Payment is made via electronic funds transfer or government purchase card for authorized and completed calls. Partial performance of services is not accepted unless authorized by the contracting officer. The U.S. Government reserves the unilateral right to cancel this BPA with written notice, and either party may withdraw with three calendar days' written notice, though this does not relieve parties from performance of previously issued and accepted calls.
