About this file
This is a Sources Sought/Request for Information (RFI) document issued by the United States Air Force for Wake Island Airfield Fiber Installation Service (Solicitation No. FA5215-26-R-9001). The Government is conducting market research to determine the availability of qualified contractors capable of engineering, furnishing, installing, and testing 12 new strands of single-mode blown fiber optic cable on Wake Island, with installation into new fiber optic distribution panels. The work includes provision of all equipment, tools, materials, supplies, transportation, labor, supervision, management, housing, food, and incidentals necessary to complete the project. The primary NAICS classification is 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a small business size standard of $45 million.
This RFI is explicitly not a solicitation and no contract awards will be made from this notice. The Government requests responses to determine the most effective acquisition strategy, including whether to conduct future solicitation as full and open, small business set-aside, or through socioeconomic classifications such as SDVOSB, HUBZone, 8(a), SDB, or WOSB. Interested parties must submit a company information chart, a capabilities package demonstrating experience and resources, and responses to five detailed questions addressing team flexibility for evolving requirements, staffing maintenance at remote locations, remote location experience, boat procurement and transportation experience, and competitive advantages over other firms. All responses must be submitted electronically in unclassified format to Jerald Belford at jerald.belford.2@us.af.mil. Participation is voluntary and all costs are the responsibility of respondents, with no reimbursement from the Government.

Description
GENERAL INFORMATION
THIS ANNOUNCEMENT IS NOT A SOLICITATION AND IS BEING USED FOR THE PURPOSE OF MARKET ANALYSIS ONLY. This notice is being published in accordance with Federal Acquisition Regulations (FAR) Part 5.101 requiring dissemination of information for proposed contract actions and FAR 10.001(a)(2)(ii) which requires conducting market research before soliciting offers for acquisitions with an estimated value in excess of the simplified acquisition threshold. The Government is seeking industry’s input to determine the availability of qualified sources with the technical capability to fulfill the Fiber Installation requirement described below. No contract awards will be made from this notice and no solicitation is available on www.sam.gov or any other bulletin board, posting room, or clearinghouse at this time.
In order to develop a sound acquisition strategy, early industry participation is highly encouraged; however, participation in this effort is strictly voluntary. All costs associated with responding to this RFI will be solely at the interested party’s expense. The Government will not reimburse costs and will not be liable for any costs associated with responses to this RFI. Respondents will not be notified of the responses to this notice. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. All RFI responses will be used in whole or in part for determining the most effective acquisition strategy for future Fiber Installation or similar requirements. Requested information will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency.
SECTION 1 – BACKGROUND
1.1 The Government is considering a contract for Wake Island Airfield (WI) Fiber Installation. WI is a coral atoll comprised of three islands surrounding a central lagoon. WI is located in the north Pacific Ocean, a few hundred miles west of the International Date Line (Coordinated Universal Time (UTC) +12), or approximately two-thirds of the way from Honolulu to Guam. It is an unorganized, unincorporated territory of the United States, administered by the Office of Insular Affairs, U.S. Department of the Interior. Access to the island is restricted, and all current activities on the island are managed by the USAF. WI lies in the tropical zone and sea surface temperatures are warm all year long, reaching above 80 degrees Fahrenheit in summer and fall. Typhoons occasionally hit the island from June through December, and periodic temperate storms hit in the winter. The most devastating recent storm was in 2006 when Category 5 Super Typhoon Loke caused major damage with winds over 185 miles per hour and a 20-foot storm surge. Due to the isolated location and potential for severe storms, it is recommended Contractor employees be in good health and physically and mentally qualified to withstand the rigors of remoteness. The largest island (Wake Island) is the center of activity on the atoll and has a 9,800 foot runway. WI’s primary missions are airfield operations and maintenance supporting the Pacific air bridge and providing the associated installation support services to tenant units.
1.2 The following description of the requirement is intended to be a summary of the required services and is not intended to be all-inclusive. The contractor shall provide professional services and equipment to successfully engineer, furnish, install and test (EFI&T) 12 new Strands (St) of Single Mode (SM) blown Fiber Optic Cable (FOC) on Wake Island (WI). These fiber strands shall be installed in the new fiber optic distribution panels (FODPs) to be installed by the Contractor. The contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, housing, food and other incidentals necessary to meet the requirements as stated in the Statement of Work (SOW).
1.3 This requirement is categorized by NAICS 541330 – Engineering Services.

SECTION 2 – PURPOSE OF SOURCES SOUGHT
The Government is seeking industry input from all sources, interested parties and unable to perform, to determine the best acquisition approach to obtain the services described in Section 1 above. If you are unable to perform this level of service, please provide information as to the reason. The intended outcome is to determine the commerciality, industry capability, and to develop acquisition strategy alternatives. The Government’s evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as full and open, utilizing a small business set-aside, or a particular socioeconomic classification (e.g. Service-Disabled Veteran-Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone), 8(a) Business Development Program, Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), etc.).
SECTION 3 – RESPONSE INSTRUCTIONS
3.1 Interested parties are asked to complete the Section 4 “Company Information Chart” using the format provided on the next page. Interested parties are also requested to submit a capabilities package (details in Section 3.3). For all other information requested, please limit the length of your capabilities document to no more than 1 page. Attachments are permitted, but please focus on relevancy to the specifics of this request. The Government will not accept company literature or marketing materials in response to this RFI. To the extent possible, please keep your response targeted to the specific requests of this RFI and refrain from generalized capability briefs.
3.2 Respondents shall provide an unclassified response to this notice. Information identified by a respondent as “Proprietary or Confidential” will not be disclosed outside of Government channels. If a respondent submits such information, respondent is responsible for clearly marking “proprietary” on every sheet containing such information and segregating proprietary information to the maximum extent practical from other portions of the response (e.g. use an attachment or exhibit).
3.3 All interested firms should submit a capabilities package that outlines the firm’s experience, resources, and capabilities in providing the required services. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided.
Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.
3.4 Please respond to the additional questions below:
3.4.1. Given that urgent changes to Government contracts are plausible, how flexible is your team to adapt to evolving requirements which require swift action?
3.4.2. How would your company plan to maintain required staffing level and experience, considering that this is a remote location?
3.4.3. What is your company’s experience with remote locations?
3.4.4. What is your company’s experience with procuring and transporting boats to remote locations?
3.4.5. The Government is considering leveraging its ability to set aside requirements for small business. What makes your company the best fit, over other companies, to meet the needs of the Government? Do you have a socio-economic status?
3.5. Submit your responses in electronic format to Jerald Belford at jerald.belford.2@us.af.mil.
