About this file
This is a Determination & Findings document authorizing single-source procurement for Hickam Air Force Base. The 647 Logistics Readiness Squadron and 766 Enterprise Support Squadron are procuring land mobile radio (LMR) equipment and accessories valued at $348,000.00 through the 2nd Generation Information Technology (2GIT) contract vehicle. The procurement includes one APX Consolette fixed base station, one roof-mounted antenna, 44 portable LMRs, eight multi-unit charging stations, six remote speaker microphones, and 16 spare high-capacity LMR batteries.
The contracting officer justified sole-source award to Motorola under RFO 11.204(a)(2)(ii) (brand name justification) and RFO 13.101(b) (noncommercial products), determining that Motorola APX-series radios are the only equipment capable of integrating with Hickam AFB's existing Motorola Enhanced Land Mobile Radio (ELMR) trunking system while maintaining Project 25 (P25) compliance, encryption standards, and Over-the-Air Programming (OTAP) capability. Alternative manufacturers such as Harris or Kenwood would require duplicate infrastructure, separate cryptographic key-loading equipment, and independent base stations, substantially increasing lifecycle costs and fragmenting command-and-control architecture. The determination was approved and digitally signed by Contracting Officer Scott Aiyana, SSgt, USAF on September 14, 2026.

DETERMINATION & FINDINGS
Authority to Solicit from a Single Source (at or below the SAT)
1. Agency and Contracting Activity: 647 LRS & 766 ESS
2. Nature and/or Description of the Action: $348,000.00
(1) APX Consolette (Fixed Base Station), (1) Roof-Mounted Antenna , (44) Portable Land Mobile Radios (LMRs), (8) Multi-Unit Charging Stations, (6) Remote Speaker Microphones (RSMs), and
(16) Spare High-Capacity LMR Batteries
3. Citation to the Appropriate Regulation:
(Contracting Officer Instruction: Select the applicable authority for this acquisition)
RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.
RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.
RFO 12.102(a) (Commercial Products and Services): Only one source is available,.
RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.
4. Findings:
Land Mobile Radios (LMRs) are Information Technology Asset Management (ITAM) assets and are required to be acquired through the 2nd Generation Information Technology (2GIT) contract vehicle. Although multiple manufacturers offer LMR products through 2GIT, Motorola is the only identified source that provides radios compatible with Hickam AFB’s existing Motorola Enhanced Land Mobile Radio (ELMR) trunking system and its associated capabilities.
Project 25 (P25) is a suite of digital radio communications standards used by federal, state, and local public-safety organizations to support interoperable communications and mutual-aid response. Federal radio equipment is required to meet applicable P25 standards; therefore, U.S. Air Force LMR trunking systems must be P25 compliant. Trunking systems are integral to LMR operations because they allow users to share communications channels or frequencies rather than requiring dedicated frequencies for individual users.
While other manufacturers produce P25-compliant radios, P25 compliance alone does not ensure full compatibility with the existing ELMR system. Motorola radios are required to retain Over-the-Air Programming (OTAP) capability, which is currently supported only for Motorola LMRs within the existing system. Alternative radios may provide basic voice communications but would result in a loss of OTAP functionality and other system-specific capabilities.
The Motorola APX series is the only equipment verified to securely integrate with the existing base network architecture while meeting required encryption and P25 compliance standards. Procuring an alternative brand, such as Harris or Kenwood, would require additional or parallel network infrastructure, separate cryptographic key-loading equipment, and independent base stations. These requirements would duplicate existing Government investments, increase lifecycle and sustainment costs, and fragment the installation’s command-and-control architecture.
Accordingly, Motorola APX-series radios are the only radios identified that can meet Hickam AFB’s minimum requirements without a loss of operational capability or substantial duplication of infrastructure and cost.
5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
