About this file
This is a Memorandum for Record documenting the Department of the Air Force's official responses to industry Requests for Information regarding technical requirements for a Frequency Converter procurement. The 766th Enterprise Sourcing Squadron at Joint Base Pearl Harbor-Hickam, Hawaii issued clarifications on four RFI questions submitted by potential contractors.
The Government confirmed the following requirements for the frequency converter: output capability of 90 kVA, 400 Hz, with 208 VAC, 3-phase configuration; mobile cart configuration with both input and output cables (400 Hz output cable essential, input cable ideal for mobile unit operation); no aircraft safety interlock circuit required; and no 270 VDC components needed. The converter will be used to power building outlets supplying 3-phase 400 Hz AC voltage to test sets and aircraft parts (refrigerator and oven) for repair operations, with all assets operating on 115/200 VAC, 400 Hz. The memorandum dated 23 June 2026 was signed by SSGT Dominick Dockery, Contracting Officer for the 766th Enterprise Sourcing Squadron, and serves as official guidance for contractors preparing bids upon contract issuance.

MEMORANDUM FOR RECORD
FROM: 766 ESS/PKI
SUBJECT: Request for Information (RFI) Responses – Frequency Converter Requirements
PURPOSE: This memorandum documents the Government’s official responses to industry RFIs regarding the technical requirements for the Frequency Converter procurement.
2. RFI QUESTIONS AND GOVERNMENT RESPONSES:
a. RFI 1: The output requirement is confusing as 270 VDC and 90-kVA are two totally different outputs, although the real power rating on both is 72-kW. We believed the 90-kVA, 400 HZ is all that is needed for the C-17, where the 270 VDC is used on the F-35 and F-22. We have offered both models. Please confirm which is needed for the application upon contract issuance.
Response: 90 kVA, 400 Hz. We just need it to be able to output 208 VAC, 3 phase, 400 Hz.
b. RFI 2: The mobility requirement is confusing as you have stated the input and output will be hardwired, and you stated standalone versus mobile. We believe the emphasis is more on being mobile, so we our offering cart models. Please confirm if you want mobile or a fixed power unit.
A fixed unit will require a bid update.
Response: Mobile is ideal, we’ll stick with our original request.
c. RFI 3: The requirement calls for a 15 m output cable but in the same bullet point it says the cable is not needed and will be hardwired. Can you confirm neither an input nor an output cable is needed? We have offered both a 400 HZ and 270 VDC output cable with the power cart, if needed.
Response: 400 Hz output cable would be ideal. As for input, a cable would be ideal, since we are requesting a mobile unit.
d. RFI 4: In order to provide the correct output configuration, please advise if the converter is being used to power an aircraft directly or supplying power to building receptacles for other 400 HZ or 270 VDC equipment to be plugged into. We are offering a standard aircraft output setup with an aircraft safety interlock circuit. Please confirm if the interlock is needed for the application upon contract issuance.
Response: The converter will not be used for aircraft. It will primarily be used to power building outlets, to supply 3 phase 400 Hz AC voltage to test sets and aircraft parts (refrigerator and oven). The interlock should not be required. We do not need any 270VDC components since the assets we will be using the frequency converter to repair all run off 115/200 VAC, 400 Hz.
