About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document for a sole source acquisition valued under $10 million.

The Air Force Materiel Command (AFMC), through the 766 Enterprise Sourcing Squadron, is awarding a firm-fixed-price purchase order on a sole source basis to procure and install flightline LED lighting systems on fifteen Aircraft Sunshades at Joint Base Pearl Harbor-Hickam, Hawaii, in support of the F-22 Raptor Weapon System and the Hawaii Air National Guard. The total estimated project value is $815,250.00, funded using FY26 O&M funds provided by PACAF, with no options included. The acquisition encompasses supplies, delivery, and installation services, consisting of fifteen complete LED lighting kits (fixture assemblies, electrical conduit, junction boxes), one centralized weatherproof master electrical control and distribution panelboard, structural installation and wind-load compliant framework, and underground civil work including concrete apron pavement saw-cutting, trenching, duct bank installation, and final tie-in to the base electrical distribution grid. The justification for sole source award is based on unique qualifications and warranty preservation, as the identified contractor manufactured the existing sunshades and holds a manufacturer structural warranty that would be voided by any unauthorized source performing maintenance, service, or modifications. The requirement is time-sensitive due to a validated RAC 4 illumination hazard affecting F-22 maintenance operations during darkness, with existing portable light carts providing inadequate coverage. Upon completion of the manufacturer warranty lifecycle, all barriers to competition will be dissolved, enabling future work to be competed on a full and open basis. The contracting officer certified the acquisition on September 11, 2026, with supporting technical personnel certification dated September 9, 2026.
