About this file
This Statement of Objectives (SOO) outlines requirements for furnishing, installing, and testing a SIPR Secure Video Teleconferencing (VTC) System at Joint Base Pearl Harbor-Hickam, Building 287. The contractor must provide a fully operational solution supporting both NIPR and SIPRNET with point-to-point and multipoint functionality, including crypto device installation, network isolation switch, and secure-switch fiber optic IP switch integration.
Key requirements include integrating existing equipment (projector and Da-Lite screen) or providing new assets, installing remote control systems with security level indicators, implementing audio equipment with room-wide coverage, and ensuring DISA DVS-G compliant encryption. The project demands U.S. citizen personnel with appropriate security clearances, completion within 180 calendar days of award, and one-year warranty coverage. A site visit is scheduled for January 21, 2025, with questions due January 24, 2025. The opportunity is being managed by the Department of the Air Force Pacific Air Forces and requires integration of four existing TVs, coordination with Base Communication Squadron, and comprehensive documentation including test reports and maintenance manuals.

1.1 The objective of this SOO is for a contractor to furnish, install, and test a fully functional SIPR Secure Video Teleconferencing (VTC) System Hickam located at 1101 Long Way, Joint Base Pearl Harbor-Hickam, Building 287. This project aims to modernize the existing VTC system to meet the increasing demand for secure video conferencing and enhance mission situational awareness.
1.2 All equipment, firmware, and software must comply with the Defense Information Systems Agency (DISA) Approved Product List (APL) for Unclassified/Classified VTC or be Joint Interoperability Test Command (JITC) certified.
2. Specific Tasks and Requirements
2.1 Capabilities: The VTC system must provide classified services with the following functionalities:
2.1.1 VTC Equipment/System:
· The contractor shall provide a fully operational solution for secure VTC capabilities for both NIPR and Secure Internet Protocol Router Network (SIPRNET) with point-to-point and multipoint functionality. The solution must include one (1) NIPR and one (1) SIPR connection at the podium to support presenter workstations.
· Installation of crypto device, Network Isolation Switch, and Secure-switch Fiber Optic IP Switch in the designated conference room.
· Provide connectivity through the base network via secure IP routing and ISDN capabilities (DSU/CSU Ethernet, Video Conferencing, T1/PRI). If additional ISDN PRI/BRI circuits are required, the contractor will procure an approved IMUX DSU/CSU.
2.1.2 Overhead Projector:
· Requirement owner currently owns a PROJECTOR MAKE AND MODEL. Proposal should include an option to utilize these existing assets along with an option for the contractor to supply and install new assets.
· The system shall maintain existing projector functionalities for local presentations and remote VTC participation. It must also display and process both secure and non-secure information on the existing display wall.
2.1.3 Projector Screen:
· Requirement owner currently owns a Da-Lite ADV DLZ 164D 87X139 MW. Proposal should include an option to utilize these existing assets along with an option for the contractor to supply and install new assets.
2.1.4 Remote Control Equipment:
· Installation of a remote-control system that manages all VTC functions, including secure/non-secure switching, display configurations, and volume control.
· A sign indicator will show the security level of the ongoing VTC, connected to the output of the IP secure switch fiber optic A/B switch.
2.1.5 Audio Equipment:
· Ensure intelligible, feedback-free audio for remote participants, with muting and active control features.
· Microphone pickup must be capable to pick up any input from within the room.
· Speaker output must be clear and sized appropriately ensuring all audio is heard throughout all areas of the room.
2.1.6 Encryption Device:
· Installation of encryption device for secure VTC operations.
2.1.7 VTC ISDN Signals:
· VTC received/transmitted ISDN signals must be encrypted and routed according to DISA DVS-G standards, ensuring all equipment is JITC approved.
2.1.8 Rack and Security:
· The equipment room must accommodate a new equipment rack or utilize an existing one, allowing for secure access and operational functionality. Install physical security measures that are compliant with local regulations.
2.1.9 Room Physical Security:
· Provide door seals to prevent audio leakage and ensure the room meets all security standards for classified discussions.
2.1.10 Current Systems:
· The Contractor will assess the current NIPR and SIPR computers to ensure they can support the updates for the new room. If any systems are found to be incompatible or unable to handle the required upgrades, a technology refresh will be necessary to ensure optimal performance and compliance with network requirements.
· Currently, four (4) TVs are set up within the room and will require integration within the new VTC solution.
3. Additional Requirements
