About this file

This document is a Questions and Answers (Q&A) memorandum from the 766th Enterprise Sourcing Squadron for the Antarctic Armor solicitation (FA521525Q0021). The Q&A addresses three key vendor inquiries: (1) multiple bid submissions are permitted and encouraged in accordance with FAR guidelines, with each offer to be evaluated separately; (2) cold-weather boots must have a fully removable interior lining to facilitate ease of cleaning and replacement; and (3) a detailed explanation of boot design options, comparing tactical-style boots with removable quick-drying insoles against fully lined arctic boots with a more substantial profile. The document is dated 27 June 2025 and is part of a solicitation for procuring 450 units each of jackets, bibs, and boots for extreme cold weather (ECW) conditions, with delivery specified to the National Science Foundation facility in Christchurch, New Zealand.

MEMORANDUM FROM 766 ENTERPRISE SOURCING SQUADRON

SUBJECT: Questions and Answers for FA521525Q0021 – Antarctic Armor

1. Regarding the submission of multiple bids, does the contracting office prefer individual submissions via separate email correspondence, or a consolidated spreadsheet detailing a breakdown of available items?

a. Vendors are permitted to submit multiple bids in accordance with Federal Acquisition Regulation (FAR) 52.212-1(e), which states: “Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with FAR subpart 4.10), or alternative commercial products or commercial services for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.”

2. Regarding cold-weather boots, is the requirement for removable, quick-drying insoles or a fully removable interior lining?

a. IAW salient characteristics, a fully removable interior lining is required. This feature will facilitate ease of cleaning and simplified replacement when necessary.

3. Is the vendor authorized to conduct a personal delivery to the designated site?

a. Regarding cold-weather boots, is the requirement for removable, quick-drying insoles or a fully removable interior lining? Removable, quick-drying insoles would be characteristic of a more tactical style boot, affording enhanced flexibility and mobility.

Conversely, a fully lined arctic boot would be designed akin to a high-grade snow shoe, potentially offering reduced mobility and a less tactical, more substantial profile. I can provide either option or offer both for your consideration.
