About this file
This document contains requests for information (RFIs) related to a Request for Quote (RFQ) for the procurement, installation, calibration, and certification of a Cambridge Model 770-AW axle weigher scale. The government is seeking to add a third scale platform that will couple with two existing scale modules at Joint Base Pearl Harbor Hickam in Honolulu, HI.
The RFIs clarify that this is a new requirement and not a continuation of any previous contract. The government provided details on the existing scales, including that a prior contract was responsible for installing and calibrating those scales. Vendors requested pictures of the existing scales, which the government provided. The RFQ specifies the required scale characteristics, including a 10' x 5' x 6" size and 30,000 lb load capacity. Responses to the solicitation are due by 12:00 PM (HST) on 13 September 2024.

Requests for Information on the Combined Synopsis/Solicitation (FA521524Q0013).
Vendor RFI #1:
“We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
If not brand new, could you please provide the current / previous contract number?”
Government Response to RFI #1:
“Thank you for your interest. To clarify, there are not ongoing services for this proposed action or any previous contracts relating to these scales. What is being solicited is the delivery, initial install, and calibration/certification of the scale and other components included in the solicitation. We are soliciting for a product with one-time incidental services.
Annual calibrations are paid for by the requirement owner and are not part of any contract. They choose who comes to perform the yearly certification of their scales and we in contracting do not have control over that.
With that being said, there was a previous contract which was responsible for installing and initially calibrating the 2 existing Cambridge scales that are in use currently. The new scale that is the subject of the current solicitation will need to pair with these existing modules to weigh 3 axle vehicles. The 2 existing scales are the exact same model and specifications as listed in the solicitation.”
Vendor RFI #2:
“Kindly provide us a picture of the existing scale that we are attaching this module to.
Kindly provide us a picture of the existing serial plate(s) on the scales.”
Government Response to RFI #2:
