Solicitation Questions

1. Is there an incumbent or is this a new requirement? If there is an incumbent, who is it and is there an associated contract number?

There is an incumbent. Contractor – A2M Consulting. Contract Number – FA521519PA036.

2. Will the contractor be required to retrieve the equipment from AGE or will AGE deliver the equipment to the wash facility?

PWS Reference - 5.6 Aerospace Ground Equipment (AGE).

The government will make available AGE equipment identified in Appendix B of this PWS, which shall be used jointly by the government and the contractor personnel. Contractor use of AGE shall be specifically for aircraft cleaning and corrosion control activities. AGE will be returned to the government upon the completion of every wash. In cases of conflict, the 15 AMXS Production Superintendent will determine the precedence of usage based on the urgency of need.

Powered AGE will be delivered to the wash rack when requested via use of radio provided by the government. Non-powered AGE will need to be towed to the wash rack. Stands and other equipment are usually already pre-positioned in the area. See PWS reference regarding contractor provided vehicle:

6.1 Vehicles. The contractor shall furnish a minimum of one vehicle to meet the contract requirements during all hours of operation. The vehicle shall be capable of towing rolling support equipment. The contractor is responsible for installation and removal of pintle hooks and related towing equipment on their vehicle.

3. While not specifically addressed, will the government provide the industry standard scrubbers Melamine Sponges 4.5" x 10" x 1" (magic erasers) and brush heads? If not provided, what is the government’s NSN/TO directed required items?

PWS Reference - 6.5 Materials.

The contractor shall provide any additional materials/consumables that are required to meet the requirements of the PWS, and which are not specified as being provided by the government, such as sponges, rags, and shop towels.

Those items will be the contractor’s responsibility to provide per the PWS. See attached equipment/supplies list from T.O. 1-1-691 Cleaning and Corrosion Prevention and Control, Aerospace and Non-aerospace Equipment (only up to Item number 23 in the attachment).

4. Will the government confirm if a Facility Clearance Letter DD254 is not required? Additionally, if required, will the government require the Prime or Sub carry the FCL?

PWS Reference - 9.1 Employee clearance requirements.

The contractor’s employees shall possess a Secret clearance and shall provide proof of this information upon request with copies provided to both Security Forces Squadron, 766th ESS Squadron and the COR within 30 days of contractor award. The contractor will be responsible for all aspects involved in providing their employees such clearance (required for government issued ID/CAC and flight line badge).

All employees on the contract will require a secret clearance so a CAC card and Flightline badge can be issued.

5. Will the government provide the TO General Maintenance Input Conditions section for the applicable task(s) referenced in throughout the PWS under CFE?

PWS Reference - 6.4 Equipment.

The contractor shall provide any additional equipment that is required to meet the requirements of the PWS, and which is not specified as being provided by the government, such as buckets, vacuum cleaners, ladders, explosion-proof flashlights, mops, brushes, brooms, creepers, wash poles, and extension cords. Required equipment is listed in the TO General Maintenance Input Conditions section for the applicable task(s). All items will be marked to readily identify them as contractor property.

See attached equipment/supplies list from T.O. 1-1-691 Cleaning and Corrosion Prevention and Control, Aerospace and Non-aerospace Equipment (only up to item number 23 in the attachment).

6. Is it the government’s intent for the contractor to staff this position as an FTE?

PWS Reference - 10.1 Designation of Contract Site Manager.

The contractor shall designate a Site Manager with 24/7 contact capability that shall be responsible for ensuring services are accomplished in accordance with this PWS. The Site manager shall have previous aircraft maintenance experience with a working knowledge of heavy aircraft ground handling and aircraft scheduled maintenance. The Site Manager shall be designated in writing to the Contracting Officer within 30 days after contract award. The contractor shall provide telephone number at which the manager may be contacted outside of normal duty hours.

The intent is to have the Site Manager available via phone or text for last minute scheduling changes or other issues that may come up after duty hours. It’s up to the contractor which way he/she staffs the position to meet the intent.

7. SAM.gov shows the due date to be Sep 06, 2024 02:00 pm HST. The solicitation has the due date as Sep 16, 2024 11:00 AM. Can the Government confirm the Offer Due Date?

The solicitation due date is 06 September 2024 - 1400 HST.

8. The solicitation does not provide specific instructions for submitting the past performance, price, and contract documents. Could the government please clarify how many volumes contractors are expected to submit?

Based on our understanding, the submission should consist of the following:

1. A Price Volume, which we believe should include a cover detailing the items specified in FAR 52.212-1 (referencing RFP pages 37-38), the completed Supplies or Services & Prices or Costs matrix (RFP page 3 of 41), a completed SF 1449, and acknowledgment of any solicitation amendments.

2. A Technical Capability Volume, including a 2-page staffing plan and a 2-page phase-in plan.

3. A Past Performance Volume.

Could the government please confirm whether our understanding of the required submission is accurate? Additionally, could you specify if the Reps and Certs and required fill-ins should be submitted with the price volume, or if a statement confirming that our Reps and Certs are up to date in SAM.gov is sufficient?

Yes, your understanding of the requirements is accurate, but the submission does not have to be on a completed 1449. You can submit on leader head stationary.

A statement confirming Reps and Certs is sufficient.

9. There appears to be confusion stemming from the NAICS code. The 1448 lists code 488190; however, page 37 (52.212-1 Instructions) specifies code 541519. Can the government please confirm the correct code?

The NAICS code for this solicitation is 448190. The questioned FAR reference (52.212-1) is referring to a small business size standard for any information technology value-added resellers that fall under the specific NAICS code 541519.
