Requirement Description
This is a Request for Information (RFI), NOT a Request for Quote (RFQ) or Request for Proposal
(RFP). This RFI will be utilized for market research purposes to assist with the planning and potential procurement of Secure Internet Protocol Router Network (SIPRNet) Management Support services; as well as, Global Command and Control System (GCCS) Management Support services in accordance with (IAW) FAR 52.215-3, Request for Information of Solicitation for Planning
Purposes. The aforementioned services may provide support to multiple locations across the Pacific to include the following:
Joint Base Pearl Harbor-Hickam (JBPH-H), Hawaii
Eielson AFB, Alaska
Joint Region Marianas, Guam
Osan Air Base, Republic of Korea
Kunsan Air Base, Republic of Korea
Misawa Air Base, Japan
Kadena Air Base, Japan
Yokota Air Base, Japan
Diego Garcia, British Indian Ocean Territory (B.I.O.T.)

The information provided in the RFI is subject to change and is not binding on the Government.
Responses to these notices are not offers and cannot/will not be accepted by the Government to form a binding contract. All submissions become Government property and will not be returned.

Purpose
The purpose of this notice is to conduct additional market research for a known agency requirement.
The Government seeks industry comments in response to specific questions listed below.
The responses/feedback received in response to this notice will be used to identify and resolve concerns regarding the acquisition strategy to include; feasibility of the requirement, commerciality, and industry standards.
IAW FAR 15.201(c) (4), the Contracting Officer may host one-on-one meetings with any or all potential Offerors who provide an adequate response to the RFI/SS, without further public notice
NAICS Code
Tentative North American Industrial Classification System (NAICS) Code is 541512, Computer
Systems Design Services, with a size standard of $30.0 million. Please note: this is a tentative
NAICS code and has not been concurred by the Small Business Representative to date.
Anticipated Contract Type/Period of Performance
The anticipated contract will be a Firm-Fixed Price contract. Period of Performance: one (1) 12 month Base Period with four (4) subsequent 12 month Option Periods. The resultant contract award will include FAR clause 52.217-8, Option to Extend Services for a period of performance not to exceed a six (6) month extension of services. The total period of performance shall not exceed five
(5) years excluding the additional six (6) months if FAR 52.217-8, Option to Extend Services is exercised.
Projected Contract Award Date
On/about 01 December 2020
Subcontracting Opportunities
To increase participation by small businesses and other socioeconomic programs and to meet established subcontracting plan goals, the Contracting Officer will use the responses received from this notice to determine if subcontracting opportunities exist (FAR 5.206).
Information Requested
Potential offerors shall provide responses in the same numerical order as listed below. At minimum, potential offerors shall provide complete/sufficient responses to questions below. The Contracting
Officer will deem incomplete/insufficient responses received from potential offerors as unacceptable.
DO NOT SUBMIT CAPABILITIES STATEMENT/BRIEF. Specific responses to the questions below are requested.
1. COMPANY INFORMATION: Name, address, telephone number, point of contact name(s), e-mail address(es), DUNS and CAGE code, business size large or small. If small business identify the following: type of small business and/or socio economic class. If
8(a)/SDB firm, please include 8(a) program graduation/exit date.
2. BUSINESS SIZE STANDARD: Interested sources shall identify its business size standard based on the primary NAICS code of 541512 for Computer Systems Design Services, with a Size Standard of $30.0 million. Responses may be used to develop and/or determine if small business prime and subcontracting opportunities exist for this requirement IAW FAR
Part 19.501.

3. IAW FAR 15.201, the Draft PWS has been provided to improve the understanding of the requirement and enhance the ability of the Government to obtain quality services. The
Government requests that industry carefully review the attachment and offer comments or suggestions, with specific references to the attachments (e.g. section, paragraph number, page number). Any changes to the Draft PWS will be at the discretion of the Contracting
Officer.
Provide answers and/or feedback concerning the questions below:
1) Is it possible to obtain support services for SIPRNet management services and GCCS support services under the same contract?
2) Are there any trends in labor costs that will impact recruitment & retention in the following locations: Misawa AB, Japan; Kadena AB, Japan; Yokota AB, Japan; Osan AB, ROK; Kunsan AB, ROK;
Andersen AFB, Guam; and Diego Garcia, BIOT? If so, please explain.
3) What benefits are commonly offered to employees in hard to fill positions that should be considered?
4) What type of compensation plans are offered/required for employees? Are schools offered as part of any compensation packages?
5) Are the workload estimates provided in para 1.6 of the attached sufficient for a solid proposal to be developed? If not, what other data would you require?
6) Are there additional costs that have not been considered? If so, what?

7) The Contracting Officer intends to award using procedures identified in FAR 15.101-2 – Lowest Price Technically Acceptable Source
Selection Process. Provide feedback/comments (if any) concerning this approach.
8) Do the paragraphs as written in the Performance Work Statement
(PWS) provide clear and concise instructions for the tasks to be performed? Provide any questions.
9) What is your experience working with SOFA compliance procedures in ROK and Japan? What authorized Government Services are desired and why?
10) Are you on any Governmentwide Acquisition Contracts (GWACs)?
If so, which one(s)?
The Contracting Officer will review and consider all responses and/or questions received.
However, the Contracting Officer is not required to implement any of the feedback and/or suggestions received. The Contracting Officer will not provide a written and/or verbal response to any questions received.
