Questions & Answers

Can you please provide the sign in sheet for the site visit that was held on February 13th?

Answer: The government will not be providing the sign in sheet for the site visit.

The solicitation states “the contractor shall begin performance within 10 calendar days and complete it within 90 calendar days after receiving notice to proceed.” A crash rated drop arm barrier has a lead time of 12 to 16 weeks with shipping to Hawaii after an approved submittal. 90 calendar days after NTP is not enough time for design, submittals, submittal review, procurement, manufacture time, shipping and installation of a new crash rated vehicle barrier. Can you please extend the completion calendar days to 180?

Answer: KPSTS feels most uneasy with a generic request for a 180 day PoP. We certainly understand delivery times for Hawaii are longer than CONUS delivery times however, we prefer using a construction schedule with confirmed production and delivery dates from the manufacturer.

Section 2.4 in the SOW states the new installed equipment shall meet or exceed ASTM F2656-07, M50 P(K-12) specification. For the penetration “P” requirement there should be a number associated with it, i.e. P1, P2, P3. What is the penetration requirement?

Answer: KPSTS has no design shop, F2656-07, M50 P(K-12) meets the regulations of which we are aware. That regulation standard allows various barrier designs with differing penetration standards. For example, various “drop arm” barriers that are acceptable seem to generally show a P2 standard. But, there are other barrier types cited that will work in our circumstances and we do not rule them out. This is the main gate for a site with PL2 assets.

Section 2.4 in the SOW states the new installed equipment shall meet or exceed ASTM F2656-07, M50 P(K-12) specification. Can you please provide a specification section for the required new equipment that is to be installed?

Answer: please see the previous answer (3).

How and where will the new vehicle barrier be controlled from?

Answer: Requirements remain the same as the current system. Swipe (Prox card)/key pads open the gate from either side, full controls are in building 2 and in building 10 on the Ops floor (used with the call box phone at the gate) and manual controls are included at the equipment.

Will we tie into and reuse the existing barrier controls?

Answer: The system is completely functional electronically as it exists and nothing beyond building 2 requires replacement. We expect everything at building 2 to and including the newly installed equipment to be warranted as new. A control box at the site, which includes HIRSH equipment, and controls at building 10 must continue to function. If any new interface is required to operate this system, it will need to be included in the bid.

What is the existing electrical that the new vehicle barrier will be powered by, i.e single phase, three phase, etc?

Answer: The existing system is single phase 208v tapped and transformed from 480v 3 phase power at the site. The current electrical supply operates at its limit and will need an upgrade if higher amperage is required.

Will the new vehicle barrier need to be integrated into an existing access control system? If so, what is the existing access control system?

Answer: Yes, integration is required. Also, installed equipment must not preclude the use of any DBIDS controlled system in the future. The current controls are made by HIRSH and we intend to retain that system, in the near term.

Can you provide any as-built drawings showing the existing barrier and underground utilities?

Answer: No drawings exist of the installed system and none are available. There are several underground utilities at or near the site and some drawings exist of those, the utilities can be marked for construction.

What is the finish requirements for the new vehicle barrier?

Answer: We do not understand the question, finish of what? Any finish should equate to the surroundings and the military environment present.

Does the new vehicle barrier need to be galvanized?

Answer: We expect installed materials to be highly rated under ASTM G50 - 10(2015) testing (above ground), ASTM C876-15 (below ground). Hot dipped galvanization generally meets these requirements.

The existing drop arm barrier is stated to be 19’. Does the new drop arm vehicle barrier

Answer: We will not accept a smaller access portal than what exists – the same load or vehicle that passes through the current gate must be able to pass through the new barrier; “The current aperture for traffic shall not decrease.”

Does the Government want to replace the existing Delta Scientific drop arm barrier with the same type of barrier from the same manufacture?

Answer: No, any barrier meeting current specifications is acceptable. Hydraulics have not provided acceptable environmental or duty cycle needs at this site in the past.

Is it the intent of this solicitation replace the complete existing drop arm barrier including the concrete foundation so that the new drop arm barrier will be the M50 crash rating?

Answer: Yes.

What is the model type or number of the existing drop arm barrier?

Answer: Immaterial, the technology used is currently unacceptable, the equipment and cement pads on which it rests need to be removed.

What is the crash rating of the existing drop arm barrier?

Answer: Immaterial, the technology used is currently unacceptable, the equipment and cement pads on which it rests need to be removed.

What is the existing traffic spike model type or number that is to be replaced?

Answer: Unknown.

Can you provide any pictures from the project site walk that was held on February 13th?

Answer, the Government took no pictures that day. Some were supplied with the SOW

Section 2.7 in the SOW states “include record of “signed and sealed” as-built drawings and specifications verifying that all development standards have been met.” Can you provide specifications for the traffic spike, vehicle barrier, controls, vehicle safety loops, equipment material and finish requirements, etc, so we know how to meet the project development standards.

Answer: KPSTS has no design shop and depends on the contractor to develop a viable solution to requirements specified for the main gate of a PL2 rated site. In addition to that requirement, the site has an added challenge to minimize the highly corrosive environment here. We expect an initial, preliminary design package accompanying the contractor’s bid that includes the specifications of its intended installation used as part of the selection process. Following construction, KPSTS expects a package with the DD Form 1354, Transfer and Acceptance of Real Property that includes certifications.

Is the existing loop detector for the existing vehicle barrier to be abandoned? Will a new loop detector be required?

Answer: We expect the entire system to be warranted as new. If the current equipment can be renewed and the contractor extends that certification, we have no issue.

Please verify that the electrical characteristics to be utilized for the replacement gate at Building 2 is 480V, 3-phase (as mentioned at the site visit). Based on the site visit observations, the existing panel at Building 2 was 120/240V.

Answer: As noted at during the walk through, the Government was unaware. The existing system is single phase 208v tapped and transformed from 480v 3 phase power at the site, 110v is also present. The current electrical supply operates at its limit for the transformer and will need upgrading if higher amperage is required.

Please confirm that the existing controls system infrastructure for the barrier is to be reutilized and that the new barrier will only need to be compatible to reconnect (i.e. the card readers and any remote system inside Building 2).

Answer: Integration to the current controls made by HIRSH is required. There is a control box at the site where system communications end and where the equipment interface connects. This interface may or may not interoperate with the new equipment and may require a change however, we intend to retain all other infrastructure. There are separate controls in building 2 operating the equipment locally, a function that must continue. The contractor will replace all wiring, conduit and other equipment at the site however, the keypads and arms may be reused if they function at the Government’s acceptance. (No new equipment may preclude the use of any DBIDS controlled system in the future.)

What is the maximum duration to shut down one lane at a time, while setting equipment?

Answer: There will be other major construction at KPSTS during the performance of this contract which may require added consideration however: there is no time limit to closing the road to two way traffic during the PoP. Complete road closures may be scheduled between shift changes, 0730 and 1430 for example, if opened to traffic 2 or 3 times between those hours.

SOW 2.1 States, “minimize interruptions into Mission Operations and ensure KPSTS security is maximized.”

a. What security measures are being utilized since the barrier arm is inoperable?

b. What security measures will be required by the contractor?

c.

Answer: The contractor has no security responsibility per se. The SOW was written when the barrier worked and things were more automatic unlike how they have become and will continue until a new barrier is installed. The previous answer (4) is an example. KPSTS needs the contractor to plan for the extra time and trouble involved with the limitations of our only access road, our security building and where our Defenders increase escort duties, patrols, stops and other security measures.

SOW 2.1 States, The Contractor shall assess the site and equipment and shall complete a design to optimize the Government’s security investment.

d. Please confirm that the reference to design is not referring to an engineered design but more of a written plan, product listing, location sketch and shop drawings.

Answer: You are correct, no certified, engineered design is required. KPSTS has no design shop and will rely on the contractor to choose and place equipment to fulfill the regulations. We wish to have information enough to compare and review the contractor’s plans. We also need to ensure the final installation fulfills the plan and intent of the regulations and then maintain the equipment and locate parts. Finally, we will need an as-built that will enable us to locate underground structures and that includes working dimensions.
