Q16: Who is the tower supplier? Is the Government supplying the tower? (PWS 3.1.1.3)

A16: SEE ANSWER TO QUESTION 1

Q17: Is the awarded contractor to fully remove Platform #1 and backfill pole holes? Leaving these materials stacked next to Platform #2? (PWS 3.1.1.4) A17: Yes. The awarded contractor is to salvage all good condition wood from platform 1 and place it next to platform #2.

Q18: Is there base specific requirement for the type of ob-light? (PWS 3.2.1(b)) A18: Per UFC 3-535-01 Visual Air Navigation Facilities, section 6-8.1, the requirement for obstruction lights are as follows: Obstruction lights intended for day marking must remain on at all times and have automatically selected reduced intensity levels for night operations. Other obstruction lights must be on when the northern sky illumination falls on a vertical surface to a level of not less than 35 footcandles (350 lux), or during daytime, when visibility is restricted.

The lights may be turned off when the northern sky illuminance rises to a level of 58 footcandles (580 lux) or more. If practicable, obstruction lights should be controlled from the airfield lighting control panel. Otherwise use automatic controls and provide an auxiliary manual control (that can be locked) at ground level on the exterior of the object to be lighted

Q19: The foundation design from the tower manufacturer will specify the slab on grade concrete amount. Is the contractor to quote the 25 yards or the amount in the provided design? (PWS 3.2.1(b)) A19: The contractor shall quote the amount of necessary concrete provided in the design.
