About this file
This performance work statement outlines the requirements for replacing the Ground Air Transmit Receive (GATR) Platform #1 at Eareckson Air Station in Alaska. The selected contractor shall supply all materials, equipment, labor, and transportation to remove the existing three wooden pole structure supporting Platform #1 and install a new self-supporting 50-foot steel lattice tower with an 8-by-8 foot platform. The contractor will also assist with installing existing government-furnished antennas and associated cabling. The contractor must submit project schedules, material data sheets, weekly progress reports, and closeout documents. The work must be completed by early 2021 and is being procured under solicitation number FA521520Q9001 by the Department of the Air Force Pacific Air Forces.

VNMH190005:
GATR Platform #1
Replacement
Eareckson AS
611th Civil Engineer Squadron July 27, 2020
VNMH190005: GATR Platform #1 Replacement
1. Scope: This Performance Work Statement defines the effort required to replace the Ground Air Transmit Receive (GATR) Platform #1 located at Eareckson Air Station (EAS). The Government desires to replace the current three wooden pole arrangement with a one 50’ high steel lattice tower that will support an 8’ by 8’ platform for mounting the antennas. The new platform will have the capability to install lock-in, retractable mounting antenna brackets with approximately 3’-4’ extending ability. 611 ASUS is purchasing new antennas with lock-in, retractable mounting brackets embedded within the unit. In the event that the 611 ASUS purchases and ships the antennas to the site prior to the contractor installing the old antennas, the contractor shall install the new antennas.
1.1. Background: EAS is located on Shemya Island, a windswept island at the Western end of the Aleutian Island chain, approximately 1500 air miles south west of Anchorage, Alaska. Fog, blowing rain and/or snow with temperatures ranging from twenty to forty degrees are common throughout most of the year. These conditions can lead to the rapid deterioration of most building materials and facilities, in this case the GATR Tower.
The communication antennas at the GATR facility (Bldg. 629) are supported on two wooden platforms; each of them is lifted by 40’ tall three wooden poles (Utility Poles each) arranged in a triangular pattern structure. This project only focusses on the replacement of the Platform #1. The variable high winds common at this site have caused racking of the Platform #1 resulting in deterioration to the point of hazardous conditions for personnel maintaining the antennas. The Government desires the replacement of the GATR Platform #1 with one 50’ steel lattice tower supporting an 8' by 8' platform for mounting of the antennas. The 8’by 8’ platform will be fitted with locking retractable arms for additional frequency separation for antennas and radio systems.
1.2. Government Furnished Property (GFP): The Omni antennas are currently in use on top of the GATR Tower and will be made available for Contractor modification and installation upon contract award.
Antennas information: 6 TACO Brand MULDIPOLTM Antenna Model D2241 VHF/UHF Air Traffic Control MULDIPOL™ Omni Military Antenna.
2. Applicable Documents:
2.1. TIA-222-G/H Standard. Telecommunications Industry Association (TIA) standards shall be followed by the contractor and can be found at https://www.tiaonline.org.
3. Requirements:
3.1. General Requirements:
3.1.1. The Contractor shall provide all material, equipment, labor and transportation required to accomplish the requirements of this PWS as follows:
1. Supply and construct necessary concrete foundations.
2. Transport tower and appurtenances (Government Furnished Equipment) to EAS.
3. Assist Tower Supplier in erection of the tower.
4. Salvage all the wood possible from Platform #1 to be used to fortify Platform #2 (NOTE:
Platform #2 is out of scope for this project).
3.1.2. The Contractor shall be responsible for all personnel and material transportation to and from the job site.
3.2. Specific Requirements:
3.2.1. GATR Tower requirements
a) The 50’ tower shall be self-supporting/free-standing (no guy wires) with at least one obstruction light “Ob-light” installed where required to prevent aerial accidents.
b) Procure and transport necessary concrete (Approximately 25 yd.).
c) Construct Tower leg foundations, climbing ladder pad and ice bridge posts (2) where required.
Foundation shall be designed with integral footing and epoxy coated rebar reinforcement as required.
All concrete shall be fiber reinforced with minimum 28 day concrete strength of 3,000 psi.
d) Government will furnish detailed foundation location drawings, within 10 days of award.
e) The waveguide ladder and the climbing ladder shall be integrated in the tower design as two separated ladders.
https://www.tiaonline.org/
f) All six antennas associated cabling/conduit hardware from bldg. 629 to the platform needs to be rolled-in as part of the construction and installation.
g) The tower shall withstand wind rating for a maximum of 120 mph w/ 0.25” of ice accumulation; also, it shall be designed to resist the seismic activity at EAS.
h) Install 2 each, 4" wall entry tubes. Wall entry tubes to be supplied by tower supplier.
i) Install tower light circuit from breaker panel to J Box mounted below building entry.
j) Install a coax ladder on tower and 4” conduit. The type of coax is:
2000’½” Heliax with 12 ea. ¼” Pig Tails, 6-8’ in length.
k) Supply the antenna system Bill of Materials (BOM).
4. Submittals:
4.1. The Contractor shall submit to the Contracting Officer for Government approval the following:
4.1.1. For Government TDY budgeting purposes, provide an informal schedule timeline within 30 days of award for all major project milestones that include at a minimum: material orders, shipments, construction start and project completion.
4.1.2. Provide all Manufacturer’s assembly drawings for planning and construction of the project and Material Data Sheets for all permanently installed materials prior to procurement.
4.1.3. Submit any significant changes of the Schedule to the CO as soon as possible. Significant changes are defined as changes resulting in a 15 day change in either direction.
4.2. All project submittals will be accompanied by a completed AF Form 3000, Material Approval Submittal.
4.3. Weekly Progress Reports (WPR) utilizing AF Form 3065 will be submitted throughout duration of the performance period. Weekly Performance Reports will include at a minimum:
a. Percentage of work completed that week and overall.
b. Any delays experienced that week.
c. Upcoming problems or cause for concern.
d. Proposed changes to the IMS on a new AF Form 3064.
e. Photos of all work completed that week and any concerns noted in the WPR.
4.4. All required project close-out documentation shall be provided NLT 10 days after construction completion, including:
4.4.1. Wide Area Workflow project invoice
4.4.2. Draft DD Form 1354, Transfer and Acceptance of Military Real Property.
4.4.3. As-Built drawings demonstrating any changes to the affected facility or system.
4.5. Prior to any digging, an AF Form 103 Work Clearance Request must be completed and approved.
4.6. Notify 766 ESS CO, 611 CES/CEN, and ACOMS PM three weeks prior to project site visits, construction start and construction completion. Project cannot receive inspector approval in Wide Area Workflow from 611 CES/CEN prior to final inspection or receipt of as-built drawings.
