WAKE ISLAND POWER PLANT GENERATOR #3 REPLACEMENT

AND BACKUP GENERATOR INSTALLATION

STATEMENT OF WORK

QUOTE REQUEST

17 May 2019

1. SCOPE: This Statement of Work (SOW) defines the effort required to replace/install generators located at Wake Island Airfield.

BACKGROUND:

1.1. The Wake Atoll consists of three islands (Wake, Peale and Wilkes) with a combined area of 2.85 square miles, set just north of the Marshall Islands. The island houses 150 contractors and government employees and supports hundreds of transpacific flights yearly. Many of the facilities on the island were constructed in the 40’s, 50’s and 60’s.

1.2. The site power plant Generator #3 is approaching its operating overhaul duty hours and will require a replacement on or around October 2019, +/- dependent on actual usage hours and funding. Ensure Generator #3 replacement is the exact make and model of the existing generator and can be installed to current replacement generators location including all existing hookups such as exhaust locations, controls, electrical/bonding feeders, fuel supply, cooling lines, etc.

1.3. Three back-up generators are approaching the end of operational duty and will require replacement on or around October 2019. Ensure backup generators for buildings 1730, 1100, and 1503 are replaced with the provided generators on site.

2. GENERAL:

2.1. ALL CHANGES to this statement of work must be approved by the Contracting Officer.

2.2. Unless otherwise noted in writing by the Contracting Officer, the Contracting Officer is the only person with the authority to change, modify, deny or approve any part and has the sole authority for all aspects of contract, SOW’s, contract changes, approvals, payments and project changes.

2.3. The Contractor shall provide all management, tools, equipment, transportation, materials, supervision and labor as may be required to accomplish the work as follows:

2.3.1. Replace Power Plant Generator #3 with the same make and model

2.3.2. Replace 20kW backup generator for bldg. 1730 (VORTAC)

2.3.3. Replace 200kW backup generator for bldg. 1100 (Dining Facility)

2.3.4. Install 200kW backup generator for bldg. 1503 (Operations Facility)

2.4. The Contractor shall perform all work in accordance with this Statement of Work (SOW). The Contractor shall coordinate all work with the Contracting Officer.

2.5. Contractor will follow all NEC codes and OSHA regulations.

3. STATEMENT OF WORK:

BUILDING 1190; POWER PLANT GENERATOR #3 REPLACEMENT

PERFORMANCE REQUIREMENTS

3.1. Contractor will provide all equipment, materials, labor, supervision, and transportation for the execution of sending/delivering the new power plant generator to Wake Island.

3.2. Work shall include removal of existing generator and installation of new generator defined below:

3.3. Contractor will ensure generator is fully commissioned and tested by licensed Cummins personnel.

3.4. Contractor will utilize existing hookups such as exhaust locations, controls, electrical/bonding feeders, fuel supplies, cooling lines, etc.

3.5. Quote will have a detailed breakdown of labor hours, equipment and materials used, as well as supplier quotes with a detailed parts list including all spares and total freight.

3.6. TRANSPORTATION: Contractor is responsible for all cargo to/from Wake Island including all fees. Government rotator can be accessible upon availability for shipping generator to/from JBPHH to WI. Cargo requests on USAF-scheduled flights departing JBPHH must be processed through JBPHH Traffic Management Office (TMO) at least five weeks prior to targeted arrival date. Contact TMO for cargo flights schedules for departure from JBPHH to WI. Contractor to coordinate with government for shipment of generator from JBPHH to Wake Island.

STANDALONE GENERATOR REPLACEMENT

3.7. BUILDING 1100 PERFORMANCE REQUIREMENTS

3.7.1. Contractor will provide all management, tools, equipment, transportation, materials as necessary to replace building backup generator.

3.7.2. Work shall include the removal of existing generator and replaced with provided Cummins generator on site: 200kW Model # DSGAE-1884251 S/N: L180463759

3.7.3. Generators shall be installed to current generators location utilizing all existing hookups such as exhaust locations, controls, electrical/bonding feeders, fuel supplies, etc.

3.7.4. Generators will be fully commissioned and tested by licensed Cummins personnel.

3.7.5. The contractor will ship removed generator back to Joint Base Pearl Harbor Hickam, Hawaii and deliver to location specified on base.

3.7.6. Quote will have a detailed breakdown of labor hours, equipment and materials used, as well as supplier quotes with a detailed parts list including all spares and total freight.

3.7.7. Reference section 6.1 for photos of existing generator and facility.

3.8. BUILDING 1730 PERFORMANCE REQUIREMENTS

3.8.1. Contractor will provide all management, tools, equipment, transportation, materials as necessary to replace building backup generator.

3.8.2. Work shall include the removal of existing generator and replaced with provided Cummins generator on site: 20kW Model # C20D6 - S/N: K180458618

3.8.3. Contractor will upgrade existing Automatic Transfer Switch with provided 125 AMP

OTPC 4P 208V Cummins (Model 0500-4896) that is on site.

3.8.4. Generators shall be installed to current generators location utilizing all existing hookups such as exhaust locations, controls, electrical/bonding feeders, fuel supplies, etc.

3.8.5. Generators will be fully commissioned and tested by licensed Cummins personnel.

3.8.6. The contractor will ship removed generator back to Joint Base Pearl Harbor Hickam, Hawaii and deliver to location specified on base.

3.8.7. Quote will have a detailed breakdown of labor hours, equipment and materials used, as well as supplier quotes with a detailed parts list including all spares provided and total freight.

3.8.8. Reference section 6.2 for photos of existing generator and facility.

3.9. BUILDING 1503 PERFORMANCE REQUIREMENTS

3.9.1. Contractor will provide all management, tools, equipment, transportation, materials as necessary to install new building backup generator.

3.9.2. Work will be the installation of provided Cummins generator on site: 200kW Model # DSGAE-1875262 S/N: K180456674

3.9.3. Contractor will install provided 800 AMP Automatic Transfer Switch OTPC 4P 208V Cummins (Model 0310-0449).

3.9.4. Contractor will install all according generator hookups such as exhaust, controls, electrical feeders, bonding feeders, and fuel supply to ensure generator functions according to manufactures specifications.

3.9.5. Generators will be fully commissioned and tested by licensed Cummins personnel.

3.9.6. The contractor will ship removed generator back to Joint Base Pearl Harbor Hickam, Hawaii and deliver to location specified on base.

3.9.7. Quote will have a detailed breakdown of labor hours, equipment and materials used, as well as supplier quotes with a detailed parts list including all spares and total freight.

3.9.8. Reference section 6.3 for photos of existing generator and facility.

4. DECOMMISIONED GENERATOR DISPOSAL

PERFORMANCE REQUIREMENTS

4.1.1. Contractor will ship three additional decommissioned generators back to JBPHH and deliver to location specified on base. These three generators to be shipped have a model of Model # DQFAA-A054M837.

5. SUBMITTALS

5.1. Schedule timeline within 30 days of award for all major project milestones that include at a minimum: material orders, shipments, construction start, project completion, etc.

5.2. Integrated Master Schedule (IMS) on AF Form 3064 within 30 days of award.

5.3. Demonstrating timeline for all major milestones including, but not limited to material orders, shipments, construction start, project completion, etc.

5.4. Submit any changes to the approved Integrated Master Schedule on a new AF Form 3064 with the next Weekly Progress Report for approval by the 611 CES/CEOES construction manager.

5.4.1. Weekly Progress Reports (WPR) utilizing AF Form 3065 throughout duration of the performance period will include at a minimum:

5.4.1.1. Percentage of work completed that week and overall:

5.4.1.1.1. Any delays experienced that week.

5.4.1.1.2. Upcoming problems and causes for concern.

5.4.1.2. Photos of all work completed that week and any concerns noted in the WPR.

5.4.1.2.1. Photos must be taken in such a way that work being accomplished may be determined suitable. Photos must include a scale of some sort to aid in determining distance, length and sizes when possible. The correct date must appear on all photos taken.

5.5. Draft DD Form 1354, Transfer and Acceptance of Military Real Property, will be supplied within 10 days of Notice to Proceed (NTP)

5.5.1. Final DD Form 1354 Transfer and Acceptance of Military Real Property, will be supplied prior to final inspection walk through for review, and completed on the same day as the Beneficial Occupancy Date (BOD).

5.6. Manufacturer’s assembly drawings for planning and construction of the project and Safety Data Sheets for all permanently installed materials prior to procurement.

5.7. All required project close-out documentation within 10 days of construction completion, including:

5.7.1. As-Built drawings demonstrating any changes to the affected facility or system

5.7.2. All project submittals will be accompanied by a completed AF Form 3000, Material

Approval Submittal.

5.7.3. Notify 611 CES/CEOES and ASUS PM three weeks prior to project site visits, construction start and work completion. Project cannot receive inspector approval in Wide Area Workflow from 611 CES/CEOES prior to final inspection or receipt of as-built drawings.
