WAKE ISLAND POWER PLANT GENERATOR #3 OVERHAUL

DESIGN: REPLACE ELECTRICAL DISTRIBUTION

STATEMENT OF WORK

QUOTE REQUEST

14 May 2019

1. DESCRIPTION

1.1. The Wake Atoll consists of three islands (Wake, Peale and Wilkes) with a combined area of 2.85 square miles, set just north of the Marshall Islands. The island houses 150 contractors and government employees and supports hundreds of transpacific flights yearly. Many of the facilities on the island were constructed in the 40’s, 50’s and 60’s.

2. GENERAL

2.1. Contractor shall provide all material, equipment, labor, and transportation, as may be required to accomplish the work as follows:

2.1.1. Replace Power Plant Generator #3 with the same make and model

2.1.2. Replace 20kW backup generator for bldg. 1730 (VORTAC)

2.1.3. Replace 200kW backup generator for bldg. 1100 (Dining Facility)

2.1.4. Install 200kW backup generator for bldg. 1503 (Operations Facility)

3. SPECIFICS

3.1. The site power plant Generator #3 is approaching its operating overhaul duty hours and will require a replacement on or around October 2019, +/- dependent on actual usage hours and funding. Ensure Generator #3 replacement is the exact make and model of the existing generator and can be installed to current replacement generators location including all existing hookups such as exhaust locations, controls, electrical, etc.

3.2. Three back-up generators are approaching the end of operational duty and will require replacement on or around October 2019. Ensure buildings 1730, 1100, and 1503 are replaced with the provided generators on site. Ensure all generators can be installed to current generators location including all existing hookups such as exhaust, controls, electrical, etc.

3.2.1. Provided Generator Data:

4. POWER PLANT REPLACEMENT

PERFORMANCE REQUIREMENTS

4.1. Contractor will provide all equipment, materials, labor, supervision, and transportation for the execution of sending/delivering the new power plant generator to Wake Island. Work shall include removal of existing generator, installation of fully commissioned new generator, shipping old generator back to JBPHH and delivering to location specified on base. Quote will have a detailed breakdown of labor hours, equipment and materials used, as well as supplier quotes with a detailed parts list including all spares provided and total freight #.

4.2. Contractor is responsible for all cargo to/from Wake Island including all fees. Government rotator can be accessible upon availability for shipping generator to/from JBPHH to WI. Cargo requests on USAF-scheduled flights departing JBPHH must be processed through JBPHH Traffic Management Office at least five weeks prior to targeted arrival date. Cargo flights are scheduled to depart JBPHH to WI every other two weeks. Contractor to coordinate with government for shipment of generator from JBPHH to Wake Island.

4.3. Contractor will provide all equipment, materials, labor, supervision, and transportation for the execution of this work.

5. STANDALONE GENERATOR REPLACEMENT

PERFORMANCE REQUIREMENTS

5.1. Contractor will provide all materials, labor, and supervision. Work shall include removal of two existing generators at buildings 1730 & 1100 and the complete install at building 1503. All provided generators will be fully commissioned and tested prior to October 2019. Additionally, the contractor will ship all old generators back to JBPHH and deliver to location specified on base. Quote will have a detailed breakdown of labor hours, equipment and materials used, as well as supplier quotes with a detailed parts list including all spares provided and total freight #.

6. DECOMMISIONED GENERATOR DISPOSAL

PERFORMANCE REQUIREMENTS

6.1.1. Contractor will ship two additional decommissioned generators back to JBPHH and deliver to location specified on base. Both generators to be shipped have a model of Model # DQFAA-A054M837.

7. SUBMITTALS

7.1. Schedule timeline within 30 days of award for all major project milestones that include at a minimum: material orders, shipments, construction start, project completion, etc.

7.2. Integrated Master Schedule (IMS) on AF Form 3064 within 30 days of award.

7.3. Demonstrating timeline for all major milestones including, but not limited to material orders, shipments, construction start, project completion…etc.

7.4. Submit any changes to the approved Integrated Master Schedule on a new AF Form 3064 with the next Weekly Progress Report for approval by the 611 CES/CEOES construction manager.

7.4.1. Weekly Progress Reports (WPR) utilizing AF Form 3065 throughout duration of the performance period will include at a minimum:

7.4.1.1. Percentage of work completed that week and overall:

7.4.1.1.1. Any delays experienced that week.

7.4.1.1.2. Upcoming problems and causes for concern.

7.4.1.2. Photos of all work completed that week and any concerns noted in the WPR.

7.4.1.2.1. Photos must be taken in such a way that work being accomplished may be determined suitable. Photos must include a scale of some sort to aid in determining distance, length and sizes when possible. The correct date must appear on all photos taken.

7.5. Draft DD Form 1354, Transfer and Acceptance of Military Real Property, will be supplied within 10 days of Notice to Proceed (NTP)

7.5.1. Final DD Form 1354 Transfer and Acceptance of Military Real Property, will be supplied prior to final inspection walk through for review, and completed on the same day as the Beneficial Occupancy Date (BOD).

7.6. Manufacturer’s assembly drawings for planning and construction of the project and Material Data Sheets for all permanently installed materials prior to procurement.

7.7. All required project close-out documentation within 10 days of construction completion, including:

7.7.1. As-Built drawings demonstrating any changes to the affected facility or system

7.7.2. All project submittals will be accompanied by a completed AF Form 3000, Material Approval Submittal.

7.8. Notify 611 CES/CEOES and ASUS PM three weeks prior to project site visits, construction start and work completion. Project cannot receive inspector approval in Wide Area Workflow from 611 CES/CEOES prior to final inspection or receipt of as-built drawings.
