Question Response

1
The RFQ actually contains three line items. In addition, shouldn’t OY2 be for 1 July 2021 – 30 June 2022? This is also different than what is in Section 9.1 of the PWS – which seems to indicate a base year and 4 option years. Please confirm the base and option years that pricing should be provided for.
Pricing should be provided for:

Base: 1 July 2019 - 30 June 2020 OY1: 1 July 2020 - 30 June 2021 OY2: 1 July 2021 - 30 June 2022

2
Is a technical proposal required? If so, what else should it in addition to this draft protocol? The solicitation paperwork states “This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.” This seems to suggest that pricing only is required (along with the information indicated in ‘Additional Requirements’). Please clarify.
The newly advertised solicitation has been modified to include the requirement of a technical proposal.
3
Would the number of trapping stations and frequency checks be the same in option years?
Yes.
4
Are additional zones being considered for trapping in option years? If so, please provide details (i.e. which zones, level of trapping).
No, additional zones are not being considered in option years.
5
PWS includes black crowned night heron as an introduced species. They are indigenous to Hawaii, so should they still be targeted for removal?
Requirements specific to introduced bird species have been removed from the PWS.
6
Do methods for capturing introduced bird species need to be approved of by USFWS?
See response on question 5 above.
7
Please confirm proposal due date and time. FedBizOps says 12 noon, June 21st (which is a Friday). The solicitation document states: “(a) All quotes are due on or before 12:00 PM, Hawaii Standard Time (HST), Thursday, 21 June 2019. Submission is made via email to the Contracting Officer, Mark Barber at mark.barber.2@us.af.mil Quotes must reference the solicitation number FA5215-19-Q-0001.
Solicitation has been readvertised to correct inaccuracies in the original solicitation.
8
Can air guns be used on BAFS?
The use of air guns is not permitted on Bellows AFS.
9
Can air guns be used to shoot target bird species? Will CO approve before contract issuance or after project award?
The use of air guns is not permitted on Bellows AFS.
10
What hours can work be conducted on BAFS? It is desirable to able to work at night and early morning hours for removal of trapped cats and pigs.
Section 5 of the PWS states “The services in this PWS shall be performed between 4 am and 9 pm, Monday through Sundays, excluding federal holidays. Services around residential housing areas and guest cabins will occur after 0730. Closures deemed by the base commander concerning weather, exercises, or actual alert, may occur which may prevent the contractor to access the base. Notify the COR if access affects contract performance.”
11
Can neck snares with camlocks be used for pig control?
Given the heavy use of zones 1 and 2 by guests, neck snares are not permitted for pig control under this contract.
12
What license is required for deployment of rodenticide?
State of Hawaii Pesticide Applicator Certification for Commercial Applicators would be required if restricted use pesticides are utilized.
13
The PWS states no rodenticide can be used in the 7.8 acre Puewai wetlands. Does Zone 1 represent the entirety of the wetlands? We understand that any lands outside of the 7.8 acre wetland can have bait stations with rodenticide.
The entirety of the Puewai wetlands are included within Zone 1. However, the Puewai wetlands represents only a small portion of Zone 1.
14
Is there any reporting other than that described in Sections 3.2.3 and 3.2.4?
The monthly status reporting requirements are outlined in Sections 3.2.3 and 3.2.4. Please see PWS for other notification requirements.
15
Who is responsible for the cost of replacing traps that are damaged or that go missing?
Replacement of traps that are damaged or lost/stolen are at the expense of the contractor.
16
PWS Section 9.1 States period of performance is 12 months, with option to renew for 4 years.
PWS updated to reflect option to renew for 2 years.
17
Given the need to get passes, submit/approve Work Plan and Safety and Health Program, and trapping and euthanasia protocol, should we assume that the trapping for Year 1 will be for a duration less than 12 months (i.e. 11 months). Or will the contract be longer than one year to allow for a full year of trapping?
Once the Work Plan and Safety and Health Programs are approved trapping would be expected to commence. Specific deadlines for deliverables are provided within the PWS.
18
Will Work Plan and Safety and Health Program carry over to option years (with slight modifications as needed)? If so, should we assume that for option years there will be 12 months of trapping required?
Yes, Work Plan and Safety and Health Program would carry over to option years. Once the Work Plan and Safety and Health Programs are approved trapping would be expected to commence.
19
PWS Section 3.3. What is the timing for the submission and review of the Animal Trapping, Handling, and Euthanasia Protocol? Similar to Work Plan and Safety and Health Program?
Animal Trapping, Handling, and Euthanasia Protocol required as part of proposal package.
20
PWS Section 3 indicates that list of personnel needing access should be provided within 10 days of award. PWS Section 5 indicates that contractor should supply personnel information for those needing access 10 days prior to contract start date. Relate to issue of timing above and need to secure passes for access. Please clarify.
Contract start date and contract award date are not the same date. Contract start date is scheduled to occur after the contract award date to allow for processing of base access and review and finalization of the Work Plan and Safety and Health Program.
