Statement of Work (SOW)

Daniel K. Inouye Asia Pacific Center For Security Studies (DKI APCSS) Mass Notification System and Fire Alarm Connections

1.0 BACKGROUND

A Mass Notification System currently does not exist at the DKI APCSS. Additionally, there are two separate building alarm systems which do not interact. Requirement is for a mass notification system with Local Operating Consoles (LOC) located in four designated areas and ensure interoperability of the alarm systems located in two wings of the building.

2.0 SCOPE OF WORK

The contractor shall furnish all labor and necessary materials to include but not limited to tools, cabling, equipment, materials, and technical expertise to plan, design and install a mass notification system at the DKI APCSS. All work shall be performed in accordance with Unified Facilities Criteria (UFC) 4-021-01 Mass Notification Systems and National Electrical Code.

3.0 SPECIFIC TASKS

3.1 The Contractor shall provide a mass notification system with audible and visual notifications accessible 24 hours/day 7 days/week at fixed locations. These audible devices shall serve as the primary means of alerting DKI APCSS personnel. The system shall provide sufficient audible and visual coverage to ensure all personnel are immediately aware of system activation.

3.1.1 Item Descriptions

3.1.2 Back-plane noise transmitted inside of occupiable buildings shall be no more than 15 dBa above ambient noise IAW UFC.

3.1.3 The Contractor shall provide four Local Operating Consoles (LOC) to access the Mass Notification System. The four LOC’s in different areas of the building shall allow the user to deliver live voice messages over the system throughout the building.

3.1.4 Installation of the LOC’s shall not obstruct walkways and doors. LOC’s to be placed readily accessable location.

3.2 The Contractor shall ensure functionality of alarm system in Wings A, B and C.

The two existing alarm systems currently installed in Wings A and B (reference Honeywell System) and in Wing C (reference GE EST3 alarm system). All work shall be performed in accordance with the Federal Fire standards and National Electrical Code.

When an alarm is pulled in any part of the building, the alarm system will be activated throughout the building.

4.0 CONTRACTOR QUALIFICATIONS

The Contractor shall provide a workforce experienced in installation of the required items and capable of meeting the contract requirements. A minimum National Institute for Certification in Engineering Technologies (NICET) Level III certification shall be required to perform work. The contractor shall provide certification and qualification information upon request by the contracting officer.

5.0 PLANNING MEETING

5.1 A planning meeting will occur after award to coordinate with stakeholders and the contractor.

5.2 An “agreed schedule” outcome, talk about notification of any change within how many days.

5.3 Identify and explain work conditions and requirements for the vendor.

5.4 Establish procedures for communication and installation updates.

5.5 Discuss specific installation criteria.

5.6 Define project timelines.

Phase I

6.0 DESIGN REVIEW (Addendum to Statement of Work dated 15 May 2018)

6.1 The vendor will submit a design and equipment proposal for Government approval after award and prior to beginning of installation.

6.2 Final design approval to be completed within 30 days of award.

6.3 After approval of final design, a notice to proceed to Phase II will be issued.

Phase II

7.0 INSTALLATION

7.1 Contracted equipment installation must be 100% complete and functional.

The customer must be notified upon completion of all approved work.

7.2 Interior “horizontal” wiring to be provided and installed by contractor. All new wiring shall be in conduit. Equipment will be provided and installed by contractor. The Government will not provide additional cabling, tools, or labor with the exception of the existing fire alarm cabling in place at the separate locations.

7.3 Installation will occur while the building is occupied, thus installation will occur according to the course of action which is least obstructive to the occupants.

7.4 The Contractor shall perform the assigned between the hours of 0630 and

1700 Monday through Friday. Afterhours and weekends work shall be coordinated and approved by the Facility Manager.

7.5 Contractor Caused Damage: At no additional cost, the contractor shall repair or replace all damages to the facility caused by the contractor’s labor.

Shipping and delivery of replacement parts or materials are at no additional cost to the government. Complete all repairs within 3 work days (72 hours) unless additional time is requested, in writing, and approved by the Contracting Officer. This includes, but is not limited to, ordering and delivery of damaged materials.

8.0 SAFETY

Performance shall be IAW Occupational Safety and Health Administration (OSHA) standards.

9.0 TESTING

The contractor shall ensure the product, including integration testing with all new and installed components, is tested prior to activation. All areas subject to any work effort under this contract shall be tested. The contractor shall notify the government at least two days in advance when they shall be ready to perform acceptance testing. The contractor shall perform system component and functionality acceptance testing during the installation phase in accordance with the manufacturer’s installation and testing procedures. The contractor shall test the system according to the manufacturer’s diagnostic and readiness test specifications and industry standards after installation activities are completed.

10.0 PERIOD/PLACE OF PERFORMANCE

10.1 Performance shall be at 2058 Maluhia Road, Honolulu, HI 96815

10.2 All Phase II work must be completed within 120 days of award
