STATEMENT OF WORK
FOR
Refurbishing of Aircraft Arresting Systems (AAS) and Mobile Aircraft Arresting Systems
(MAAS)

1.0 DESCRIPTION OF SERVICES
1.1 General. This is a non-personnel services contract to provide refurbishment of Brake/Clutch Carrier, Shuttle Valve, and Clutch Keys for Aircraft Arresting Systems (AAS) and Mobile Aircraft Arresting Systems (MAAS) equipment, in support of the 611th Civil Engineering Squadron, Barrier Depot.
1.1.1 Overview Description of Services/Introduction. Provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the services -in this Performance Work Statement.
1.2 Background. The purpose of this requirement is to support the mandatory ten year overhaul of the BAK-12 Aircraft Arresting System (AAS) and Mobile Aircraft Arresting System (MAAS). This overhaul requires the replacement or refurbishment of brake carriers, clutch carriers, shuttle valves, and clutch keys.
1.3 Objectives. Refurbish brake carriers containing 12 piston cylinders that may require boring, re-sleeving and finishing. Refurbish clutch carrier containing 8 piston cylinders that may require boring, re-sleeving and finishing. Refurbish shuttle valves and clutch keys.
1.4 Scope. This contract is to refurbish brake carriers, clutch carriers, shuttle valves, and brake keys for Aircraft Arresting System. Each task is to be completed according to instructions under 1.6.2 Specific task.
2. Applicable Documents. The publications and forms have been coded as "M" (Mandatory) or "A" (Advisory). The Contractor is obligated to follow those publications and use those forms coded as mandatory to the extent specified in this PWS. 3. Requirements.
3.1.1. Basic Services. The Contractor shall provide services for cleaning, resurfacing of brake carrier, clutch carrier, and brake keys.
3.1.2. Specific Requirements.
3.1.2.1.Clean brake carrier for foreign material and corrosion.
3.1.2.2.Inspect brake carrier according to T.O. 35E8-2-5-3, chapter 5, paragraph 5.18.16a-f, page 5-5.

3.1.2.3.Brake carrier cylinder bores that do meet T.O. 35E8-2-5-3, chapter 5, paragraph 5.18.16d, e, page 5-5. Shall be bored and re-sleeved according to paragraph 5.18.16 g (1) thru (8).
3.1.2.4.Brake carrier shall be resurfaced with corrosion resistant 0.0003 chromium six-Free or zinc, but protecting the cylinder bores from chromium six-Free or zinc.
3.1.2.5.Clean clutch carrier for foreign material and corrosion, treat carrier with mil-DTL-5541, class 1A.
3.1.2.6.Inspect clutch carrier according to T.O. 35E8-2-5-3, chapter 5, paragraph 5.18.16a-f, page 5-5.
3.1.2.7.Clutch carrier cylinder bores that do meet T.O. 35E8-2-5-3, chapter 5, paragraph 5.18.16d, e, page 5-5. Shall be bored and re-sleeved according to paragraph 5.18.16 g(1) thru (8).
3.1.2.8.Clutch carrier shall be resurfaced a chemical conversion coating per MIL-DTL-4451, Class 1A
3.1.2.9.Clean shuttle valve assembly of foreign material.
3.1.2.10. Refurbish shuttle valve assemblies to include replacement of any rubber disks and replacement of any worn parts beyond manufacturer’s tolerances, replace missing handles and discolored ball ends.
3.1.2.11. Disassemble shuttle valve assembly and inspect components, measure component to manufactures specifications.
3.1.2.12. Replace rubber disks replace any worn parts beyond manufacture’s tolerances.
3.1.2.13. Clean brake keys for foreign material and any corrosion.
3.1.2.14. Inspect brake keys according to manufactures specifications.
3.1.2.15. Resurface brake keys with 0.0003 chromium six-Free or zinc.
3.1.2.16. Provide shipping from Government facility to contractor.
3.1.2.17. After work is complete provide shipping from contractor to government facility.

4. Additional Information
4.1. The Contractor is required to follow the requirements in AFI 21-101, paragraph 1.7, “Use of Technical Orders (TO) and Supplements” and paragraph 1.8,”Publications”.
4.2. Minimum Qualifications. The Contractor shall retain maintenance personnel with the minimum qualification to perform all specific tasks in the PWS in accordance with industry standards.
4.3. The Contractor is responsible for and required to implement, and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract.
4.4. The Contractor shall be responsible for maintaining communication with the Contracting Officer (CO) and the Quality Assurance Personnel (QAP), and to immediately notify both the CO and the QAP of any problems that would prevent timely performance.
