Executive Summary This is the Performance Work Statement (PWS) to provide helicopter operations for transport of Government Sponsored Contractor (GSC) personnel and materials to remote sites located within the Joint Pacific Alaska Range Complex (JPARC). The primary tasks include:
1. Manage scheduling and providing helicopter logistics support to JPARC remote sites, including transporting maintenance, operations, and other support personnel and their equipment. Helicopter lift support will also be required to transport c GSC equipment to and from remote sites.
2. Maintain record keeping and database management of all helicopter logistics support.
3. Perform database analysis to provide reports of cost of helicopter logistics support to JPARC’s operational management team.
4. Conduct operational safety to ensure the protection of supported GSC personnel during helicopter transport to remote sites. If subcontracting work task, Prime is responsible for vetting of the helicopter company for safety and insurance liability as well as passengers being transported.
5. Ensure the minimum level of required liability insurance is obtained prior to conducting helicopter operations meeting Federal and State of Alaska requirements.
6. Limit personnel liability exposure and enhance safety
7. As a minimum, maintain cost control by:
a. Reducing helicopter logistics support costs while ensuring availability of helicopter to meet JPARC mission
b. Minimize weather-standby time of helicopter and crews
c. Conduct cost-benefit analysis of each helicopter remote site visit to obtain optimum sized aircraft for mission

1. DESCRIPTION OF SERVICES:
a. The mission of the Joint Pacific Alaska Range Complex (JPARC) is to provide highly realistic training for service, joint, and coalition combat aircrews, aviation ground crews, surface maneuver units, and command staffs. RED FLAG-Alaska (RF-A) is a primary United States Air Force (USAF) combat training exercise and a Joint National Training Capability (JNTC) accredited and certified event that is executed within the JPARC. The JPARC consists of Military Operations Areas (MOAs), Military Training Routes (MTRs), Restricted Airspaces, combat training ranges, with both live and inert weapons impact areas, electronic warfare sites, and all facilities, structures, shelters, systems, and equipment necessary to support live combat training operations. JPARC North refers to facilities/ranges/MOAs surrounding Eielson Air Force Base (AFB). JPARC South refers to facilities/MOAs used primarily by the 3rd Wing (WG) at Joint Base Elmendorf- Richardson (JBER).
Capabilities include real-time air-to-air, air-to-ground, ground-to-air, and surface maneuver mission capture, monitoring and playback for user feedback and performance self-evaluation.
b. Multiple JPARC communications and infrastructure sites are part of the JPARC program. These sites were established as part of a strategic plan to expand and enhance the JPARC while also upgrading/replacing outdated and failing systems/subsystems. These efforts focused on expanding the JPARC capability to support inter-service combat training events such as RF-A and NE which recently included the Air Force, Army, Marines, Navy forces, both United States and coalition forces. The remote site locations and severe terrain necessitates transportation primarily by helicopter
c. The contractor shall provide helicopter operations for transport of GSC personnel and light lift (internal load or external sling) of materials to ensure maintenance and sustainment of all JPARC systems and subsystems located in remote sites. These materials may include HAZMAT (POL, small generators, batteries, etc.) JPARC systems and subsystems include composite shelters, towers, associated power generation equipment, electronics, communications and a variety of other hardware and software subsystems. The systems and subsystems enable the JPARC management organization to support critical U.S. and Coalition Armed Forces Joint Service combat training exercises such as RED FLAG-Alaska (RF-A) and
NORTHERN EDGE (NE).
d. Two levels of support are required (as defined): Light—Tranport two personnel with <100# equipment/cargo internally and Medium—Four personnel with < 500# internal/external equipment/cargo. Approximately 75% of the scheduled lift will be Light.

2. PERIOD OF PERFORMANCE:
Performance period for this contract will be no more than seven days from the date of award, and will run continuously for seven months with the provision for extension of this contract up to additional six month period.
3. SPECIFIC REQUIREMENTS:
a. The Contractor shall be responsible for scheduling and providing helicopter logistics and operations support to primarily transport GSC operations and maintenance personnel and their tools/equipment/materials to and from JPARC remote sites. Contractor shall also be responsible to provide management, labor, equipment, tools, supplies and helicopter to lift or transport JPARC equipment, systems, and subsystems.
b. The Contractor shall schedule, coordinate, and cooperate with all various Government, other contractors, and external agencies. Contractor shall provide a Contractor format Request Form for Routine and Priority support for either Light or Medium airlift. Contractor must acknowledge receipt of a request for support (regardless of type) within 1 hour during a normal duty day or within one hour of the start of the next duty day if the request is made outside of the duty day.
Contractor shall provide a helicopter support plan within 2 hours of acknowledging receipt of a request and provide cancellation/change information to requestor within 1 hour of cancellation/change decision. Priority requests for support must be coordinated/approved by COR and/or PACAF/A3TW.
c. The Contractor shall be responsible for the required helicopter logistics support includes supporting the following activities:
(1) Taylor Mountain Radar Site maintenance and sustainment activities during winter months.
(2) JPARC expansion sites, legacy TIS sites, threat sites and weapons scoring sites maintenance, sustainment and operations activities.
(3) The Contractor will provide all helicopter transportation necessary to support maintenance, repair, and sustainment actions as specified within the JPARC O&M contracts.
d. The Contractor shall coordinate for the scheduling of helicopter assets to support GSC(s) performing work on other Government contracts within the JPARC.
Contractor shall provide requested support within 72 hours of request for Routine and 4 hours of request Priority. The Contractor shall also maintain close coordination with GSC(s) performing work at remote sites to ensure efficient use of helicopter support. To the maximum extent possible, this coordination includes utilizing the same helicopter asset(s) if two (2) or more GSCs require helicopter support to the same remote site during the same period to reduce costs to the

Government for said support. Conflicts in priorities will be resolved by Government COR and/or PACAF/A3TW.
e. The Contractor shall maintain records and conduct database management of all operations related to helicopter logistics support to remote sites within the JPARC.
Records will include requisition forms, associated costs for support, helicopter company rates, and other documents related to the support of the contract.
Contractor shall note exceptions when ‘right size’ airlift is not available/used (e.g.
Medium lift used for two person trip).
f. The Contractor shall conduct database analysis of helicopter logistics support in order to provide the Government with an executive summary of associated costs for helicopter support to remote sites within the JPARC.
g. The Contractor shall vet all contracted helicopter companies to ensure said companies operate in a safe and efficient manner. The Contractor shall establish and use Policy and Procedures when evaluating the operational safety and effectiveness of all helicopter companies. Contractor shall ensure helicopter providers meet all Federal and State of Alaska licensing and safety requirements.
h. The Contractor shall ensure that all parties (e.g. helicopter providers; O&M contractors) have adequate liability insurance to meet all Federal and State of Alaska requirements as applicable.
i. The Contractor shall submit a Monthly Status Report (MSR) no later than the 7th day of the following month in contractor format that is compatible with Microsoft Word or Adobe Acrobat .pdf format readers. This report shall contain:
(1) Progress of the previous period (relative to the Government approved schedule).
(2) Status of contract milestones (associated with the Government approved schedule). The Contractor shall prepare a final Status Report (including final financial data) and shall summarize project accomplishments, issues/concerns and a proposed future course of action for the Government.
(3) Services Summary items.
(4) Resource expenditures for the project.
(5) Issues/concerns and associated recommendations.
(6) Summary of monthly requests, date and site of flights, and performance metrics.
4. HOURS OF OPERATION:
Scheduling services shall be available during normal duty day (M-F, 0730-1630)l.
Helicopter operations shall be available 7 days a week and operate during boundaries of civil twilight. Concessions are made for religious holidays, at the discretion of the US, when it does not interfere with operations.

5. PLACE OF PERFORMANCE:
Place of Performance will primarily be in and around Eielson AFB, Alaska and at remote operating sites on the JPARC range. See attachment 1 for a lsit of JPARC remote sites.
Performance at other locations may be required on a case by case basis and will be directed and approved in advance by the COR and/or PACAF/A3TW.
6. TECHNICAL REPORTS:
The Contractor shall provide technical reports, briefings, action items and presentation materials in Contractor format no later than five days prior to Government review as required by the Government in a format compatible with Microsoft Office applicable applications.
7. CONTRACTOR MANPOWER REPORTING:
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.
* Reporting Period: Contractors are required to input data by 31 October of each year.
* Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
* User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for Government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
8. GENERAL INFORMATION:
a. REFERENCE: Documents and electronic files will be made available to the Contractor as needed. The Contractor will have access to JPARC facilities.
Consequently, all required reference documentation will be readily available for use during project performance. Specifically identified reference documents are listed in the following table.

b. STANDARDS OF CONDUCT: Contractor Personnel must adhere to standards of conduct as established by the Installation Commander.
c. SECURITY REQUIREMENTS:
(1) Contractor shall adhere to current installation security policies.
(2) Contractor personnel shall not release or remove system documentation, data, or reports generated by or through use of Government systems. All requests for information shall be forwarded to HQ PACAF/A3TW.
(3) The requirements for this effort are expected to be UNCLASSIFIED and should not require the contract personnel to obtain a security clearance.
(4) 353CTS/RD and/or PACAF/A3TW will assist Contractor personnel in processing the necessary DoD forms to obtain base or area badges for access to Government facilities.
(5) The Contractor shall not divulge any information regarding files, data, processing activities, functions, user IDs, passwords, or other knowledge that may be gained to anyone who is not authorized to have access to such information. Contractor personnel shall abide by all Government rules, procedures, and standard of conduct. Contractors requiring access to Government Automated Information Systems (AIS) shall have background investigations and security awareness training completed after contract award but prior to AIS access. When the period of performance is complete or Contractor personnel leave work on this project, they will have five (5) working days to terminate all of their network user accounts and to return all access cards and base identification badges.
(6) Access to Government facilities is required for Contractor to perform helicopter logistics support duties in the best interest of the Government.
d. RECORDS: The Contractor shall be responsible for creating, maintaining, and disposing of only those Government required records that are specifically cited in this PWS or required by the provisions of a mandatory directive listed in Technical Exhibit 5, Applicable Publications and Forms If requested by the Government, the Contractor shall provide the original record or a reproducible copy of any such record within five working days of receipt of the request.

9. SAFETY REQUIREMENTS:
a. The Contractor shall comply with all safety provisions, e.g., technical specifications, technical publications, Federal Occupational Safety and Health Standards (Title 29 CFR. Part 1910). If there is no applicable Occupational Safety and Health Administration (OSHA) standard, use other applicable nationally recognized sources of safety, health, and fire prevention standards referenced in the work requirements of this contract.
b. The Contractor shall protect Government property to prevent damage during the period of time the property is in the possession of the Contractor. The Contractor shall report promptly to the Administrative Contracting Officer (ACO) all available facts relating to each instance of damage to Government property.
c. The Contractor shall ensure the helicopter company has a sufficient plan for Medevac and Search and Rescue operations in the event of an accident or mishap. This plan should meet all Federal and State of Alaska requirements.
d. When a major mishap ($10,000 or more) involving Government property occurs, the Contractor shall immediately secure the accident scene and the damaged item until released by the accident investigative authority as designated by the contracting Safety Office.
e. If the Government elects to conduct an investigation of the accident, the Contractor shall cooperate fully and assist Government personnel until the investigation is completed.
f. The Contractor shall include a clause in each of its subcontracts requiring subcontractor cooperation and assistance in accident reporting and investigation.
10. ENVIRONMENTAL COMPLIANCE:
All chemical and material products shall meet performance specifications and shall not violate the environmental requirements of any applicable local, state or federal entity. It shall be the Contractor's responsibility to ensure project compliance with all environmental regulations, ordinances and/or statutes of any sovereign governing the Contractor or as identified by specific Task Order. Furthermore, it shall be the Contractor's responsibility to ensure that all waste products generated in assigned efforts are disposed of in a safe manner, complying with all applicable regulations. In no event shall the Government be liable for the Contractor's failure to comply with applicable environmental requirements.
The Contractor agrees to hold harmless the United States should the Contractor violate any environmental regulation, ordinance or statute. In the case where more than one environmental requirement is present, the Contractor shall comply with the stricter requirement. Should there be a conflict between environmental regulations /ordinances/ statutes and the contract's specifications, the Contractor shall, in writing, contact the contracting officer for a written resolution. Any adjustment in the specifications or contract terms by the Contractor without such a resolution shall be at the Contractor’s risk and
FA5215-16-C-0001 Page 10 expense. Environmental testing shall be conducted in accordance with approved procedures and as dictated by individual task order.
11. SPECIAL QUALIFICATIONS:
All Contractor personnel must meet any/all Federal and State of Alaska licensing and certification requirements for providing helicopter operations.

13. GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES:
The US Government will not provide any equipment, fuel, personnel, utilities or facilities to the Contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency.
14. HAZARDOUS WASTE DISPOSAL:
Contractor is responsible for Hazardous Waste disposal. Government will not provide any disposal service.

15. MEDICAL SUPPORT:
a. EMERGENCY MEDICAL SUPPORT: The Government will provide emergency medical care within the capabilities of Government personnel, equipment, facilities, personnel, and medications currently available. "Emergency" is defined as that situation which, if untreated, will result in death, permanent disfigurement or impairment of faculties, undue pain or suffering, or serious bodily harm, such as permanent loss of the use of a limb, as determined by the reasonable judgment of the attending medical personnel. The Contractor agrees to assume responsibility for providing or enforcing the acquisition of reasonably required follow-on care. The Government will bill the Contractor for all emergency medical services provided to Contractor employees. The Government will keep the Contractor informed of the disposition of any Contractor employee removed from the ranges for emergency medical reasons.
b. LIMITATION OF LIABILITY: The Contractor shall defend, indemnify and hold harmless the Government from any judgment or settlement of a claim by any Contractor employee that is based on medical treatment received from Government personnel under this contract.
16. TRAVEL REQUIREMENTS:
a. ANTICIPATED TRAVEL: It is anticipated that travel will be required to perform the tasks outlined in the PWS will be infrequent, but necessary. Travel to remote locations will be required in support of JPARC maintenance, repair, update, and refueling actions. It is expected that the Contractor will provide their own transportation to these sites which will occur year round.
b. PRIOR APPROVAL: If travel is required beyond the sites identified for maintenance or outside of Alaska, the Contractor must obtain government technical point of contact approval. The Contractor shall make their own travel arrangements as necessary to support the task after receiving government approval for specific travel requirements.
Travel shall be reimbursed IAW Federal Travel Regulations.
