About this file
This document is a Question and Government Response file for a federal contract opportunity related to personal property movement services in Japan. The contract covers service areas including Camp Zama, Yokosuka Naval Base, and NAF Atsugi, with services based on Service Members' residential addresses and commute routes. Key details include government-initiated services using DD Form 1299, contractor responsibilities for coordinating pre-move surveys and movement schedules, and storage guidelines prioritizing government facilities (Building 5013) with contractor warehouse as an overflow option.
The document addresses multiple technical and administrative aspects, such as port and airport operations managed by the 836th Transportation Battalion and Army Aerial Port Liaison Office, subcontracting requirements requiring prior written approval, and specific terms for third-party services under Item AB. Additional noteworthy points include a flexible notice period designed to support the Department of Defense's Defense Personal Property Program (DP3), data deliverables not separately priced, and no cost estimate required for crane usage at this stage. The contract appears to be structured to provide flexible, short-notice personal property movement services for military personnel in Japan.

# Question Government Response
We want to confirm that this contract will only service Camp Zama, Yokosuka Naval Base, and NAF Atsugi. It does not include services for Yokohama, correct?
Services are based on the Service Member's residential address and extend to all areas the Service Member may commute to and from work.
All the wording in the PWS lead us to believe that the work will be coordinated entirely by the government and the contractor will work accordingly. In talking with other contractors performing these services, they work directly with the customer to schedule delivery or pickup, whereas the government only tells them that the services are ready to be performed. Which is correct?
Services will be initiated by the government utilizing the DD Form 1299, Application for Shipment of Personal Property, which includes the specified requested dates. The contractor will then progressively coordinate the pre-move survey and finalize the movement schedule.
According to the PWS and Price Schedule, it looks like the only use of a contractor warehouse facility is for very temporary storage of containerized items, less than six work days from containerization, and for empty containers as there is no storage requirement. Will all storage of empty containers and containerized items be at government facilities?
Generally, storage of empty containers and containerized items will be at government facilities, specifically Building 5013. If there is overflow due to limitations at the government facility, the contractor may utilize their own warehouse. However, utilizing the government warehouse is advantageous due to its proximity to the Defense Logistics Agency (DLA) Consolidation and Containerization Point (CCP)."
Notice Period While the contract allows for a minimum notice period of one (1) day, preparing within such a short timeframe is, in practice, very challenging.
As a best-effort guideline, is there a usual or recommended lead time the Government anticipates when circumstances allow?
Service notice timelines may vary, especially with the onset of peak season, which typically runs from May 15 through September 30. Generally speaking, the Direct Procurement Method (DPM) is designed to supplement the Department of Defense’s Defense Personal Property Program (DP3) and to provide services on short notice.
Port and / or Airport For operational planning purposes, please advise the port and/or airport to be used under this contract.
The 836th Transportation Battalion (Terminals) is an active U.S. Army unit headquartered at Yokohama North Dock, Japan, and is responsible for all U.S.
port operations and strategic cargo movement into and out of Japan (excluding Okinawa). // Army Aerial Port Liaison Office (AAPLO) at Yokota Air Base falls under the Logistics Readiness Center (LRC)-Honshu's Transportation Division, which is headquartered at Camp Zama, Japan. The office is responsible for managing the movement of cargo and personnel at the primary U.S. military aerial port on mainland Japan.
Locations of DLAY Yokosuka and DDYJ Please clarify the physical locations of DLAY Yokosuka and DDYJ.

Item A014 – Additional Services Regarding Item A014 (Additional Services), please confirm whether additional services required for satisfactory completion are:
a) Considered part of the priced scope, or b) Subject to separate authorization and compensation when identified.
Please confirm whether Item A014 is intended to address unforeseen or unlisted services through an appropriate contractual mechanism, rather than requiring unlimited additional services at no cost.
b) Subject to separate authorization and compensation when identified. Note:
Accessorial services must be approved by the Government Transportation Agent prior to the execution of the service.
Item AB – Use of Subcontractors Regarding Item AB, “Services Performed by Third Party,” does this solicitation allow the Contractor to perform the services primarily or entirely through subcontractors, provided that the Prime Contractor remains fully responsible for performance, compliance, and contract management?
There is nothing in the solicitation that dictates the means to meet and deliver requirements in regard to subcontracting/teaming arrangements, however, please note the following.
Per the PWS page 14, "Subcontracting. The contractor shall not subcontract without the prior written approval of the contracting officer. The facilities of any approved subcontractor shall meet the minimum standards required by this contract." Per the PWS page 19 under "General Requirements": "Subcontracting.
The contractor shall not subcontract without prior written approval of the Contracting Officer. The subcontractors shall meet the standards required by this contract to perform the service and to provide facilities. The prime contractor is responsible for the performance of the subcontractors." Per the solicitation page 27, Instructions, Conditions, & Notices to Offerors or Quoters: "(e) If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner. If this is a first time joint effort, each party to the arrangement must provide a list of past contracts of relevance.
(d) Subcontractor Consent: Past performance information pertaining to a subcontractor cannot be disclosed to the prime quoter without the subcontractor's consent.
If subcontractor past performance will be used, the quoter shall provide with the quotation a letter from each subcontractor that will perform major or critical aspects of the requirement, consenting to the release of its past performance information to the prime contractor."
Item AB – Invoice and Receipt Disclosure Requirements The note under Item AB states that third-party services must be billed as a separate charge, supported by two (2) copies of the paid receipt/invoice from the third party.
Please clarify whether this requirement applies:a) Only to specifically requested or Government-directed third-party services under Item AB, or b) To all subcontracted services, including those forming part of the Contractor’s standard operating model.
If subcontractors are used for the entirety of the work, please advise whether: a) All subcontractor invoices must be disclosed, or b) Disclosure is limited to third-party services explicitly ordered under Item AB, with other subcontractor costs incorporated into the Contractor’s priced rates.
To answer your question, this requirement for Item AB applies:
a) Only to specifically requested or Government directed third-party services under Item AB, please refer to PWS page 5 (1) Items of unusual nature may require disassembly service by a third party. The contractor will not arrange for third-party servicing without the authorization of the ordering officer . The charges for third-party service will be billed by the contractor as a separate charge on the invoice and supported with two (2) copies of the third-party company’s invoice. Examples of such items are shranks, wall units, grandfather clocks, and grand pianos.
PWS, page 8 (6) Appliance Servicing and Unservicing. The contractor will service and unservice appliances IAW manufacturer’s specifications. If third-party servicing or unservicing is required and approved by the ordering officer, the contractor will bill the services as prescribed in Paragraph A.4.b.(1).
PWS, page 14 (b) Appliance Servicing and Unservicing. The contractor will service and unservice appliances IAW manufacturer’s specifications. If third-party servicing or unservicing is required and approved by the ordering officer, the contractor will bill the services as prescribed in Paragraph A.4.b.(1).
If subcontractors are used for the entirety of the work: b) Disclosure is limited to third-party services explicitly ordered under Item AB, with other subcontractor costs incorporated into the Contractor's priced rates.
Please note, there are instances where cost and pricing data would be required, please see DFARS 252.215-7008 Only One Offeror
Crane Use Cost Estimate The cost estimate for crane use is currently to be determined and not sufficiently defined.
Please confirm whether no cost estimate is required to be provided at this stage.
Please do not include cost estimate at this time, this was a decision based on market response that these costs were too difficult to estimate previously. Any item marked TBD, does not required the offeror to complete.
DD Form 1423 – Data Deliverables (NSP) Please confirm whether the following note means that the data deliverables listed on the DD Form 1423 are required but not separately priced, with associated costs included in the overall contract pricing, rather than billed as separate line items: “All data deliverables specified on the DD 1423 will be provided not separately priced (NSP).”
Yes, this is the correct assumption. DD Form 1423 Data Deliverables are not separately priced deliverables.
