About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity related to Intrusion Detection Systems (IDS) and closed-circuit television (CCTV) maintenance at U.S. Army Garrison Japan Installations. The Q&A provides critical technical details about the existing infrastructure, including equipment status and system specifications. Key technical insights include: some PTZ cameras have limited functionality and operate as fixed cameras, most Pelco DVRs have been replaced with Bosch DVRs, and the Intrusion Detection Systems vary by location (ICIDS in Okinawa, Spectrum LX in Kure). The Video Management Systems are predominantly Bosch, with three Kanto area sites using Japanese systems from Mitsubishi, Panasonic, and TOA.

The document also clarifies personnel requirements, specifically noting that contractors must provide US citizenship for work in classified areas, with the government providing SCIF personnel to escort Secret Cleared personnel as needed. The contract opportunity is being managed by the Department of the Air Force Pacific Air Forces, with the work to be performed entirely in Japan, subject to the Status of Forces Agreement (SOFA). Important administrative notes indicate that funds are not currently available, and no award will be made until funding is secured.

Q: Ref: Appendix A1 & A2 – List of Equipment, Can the government confirm that all equipment under this contract is fully operational?

A: No. There are minor faults on some equipment. (e.g. some PTZ cameras have lost the ability to remotely pan, tilt, and zoom, but are in use as fixed cameras. Rare repositioning of these cameras must be done manually at the camera.)

Q: Ref: Appendix A2 – What specific software and version are running on the Pelco DVRs?

A: Most of the Pelco DVRs have been replaced by Bosch DVRs. There is one Pelco DVR still in use, but the software and version is not known. The Bosch Divar 5000 Hybrid is a typical DVR used throughout our areas.

Q: Section 2.1.2 of the PWS states that the contractor is required to provide employees with US Citizenship for all work inside classified areas and that IDS installation and testing shall be performed by US Top Secret Personnel or US Secret escorted by SCIF personnel.

Will the Government provide the SCIF Personnel to escort Secret Cleared personnel or should the contractor provide TS SCI Cleared personnel?

A: Yes, the government will provide the SCIF personnel to escort Secret Cleared personnel as needed to service equipment within SCIF areas.

Q: What are the vendor specific systems utilized at the US Army Garrison Japan location listed on Appendix 1 and 2? Specifically, what is the Video Management System and Intrusion Detection System control software based?

A: The IDS in the Okinawa area is the Army’s “Integrated Commercial Intrusion Detection System” (ICIDS). The IDS in the Kure area is “Spectrum LX” which uses a Windows 7 OS.

The Video Management System for most systems are Bosch, however three sites in the Kanto area have Japanese installed Video Management Systems due to new Installation Access Control Point (IACP) construction. One site has Mitsubishi, another has Panasonic, and the third has TOA.
