MEMORANDUM FOR ALL PROSPECTIVE QUOTERS

SUBJECT: Question and Answer (Q&A) for Request for Quotation (RFQ) No. FA520922Q0015, Tree Removal and Trimming at Yokota Air Base and Geographically Separated Units (GSUs), Japan

1. We received questions from prospective quoters for the referenced RFQ, and hereby provide the responses as follows:

No. Question Answer from the government

What is the difference between Basic ordering period (5 years) and Option ordering period?

The basic ordering period is for 5 years (11 Sep 2023 to 10 Sep 2028). Prior to expiration of the basic ordering period, the Government may exercise the option ordering period in accordance with contract clause FAR 52.217-9, extending the ordering period for another 5 years until 10 Sep 2033. We used to include annual options on our IDIQs, but we have changed our IDIQ contract structure to use 5-year ordering periods (and 5-year option ordering periods) instead to streamline contract administration for all parties.

During the term of the contract period of 10 years, are there any possibilities of consideration or consultation on revision to the fixed priced items in the event of an unexpected surge in market prices due to sudden changes in the social conditions, etc.?

The contracting officer has determined a Firm Fixed Price (FFP) contract to be the pricing structure utilized for this requirement and has been solicited as such. Per FAR 16.202-1, FFP contracts are not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract, so revision to the exhibit prices established at contract award will not be considered post-award.

However, please note that just because the government is utilizing 5-year ordering periods, this does not preclude contractors from establishing annual pricing in their price quote that considers future economic conditions for each year.

There was a missing formula in Atch2 Tree IDIQ Price Exhibit on sheets Exhibit D thru K at cell No. F40 and F44.

The formula for those cells on each sheet exhibit has been inserted. New Atch2 posted.

2. If you have any questions regarding this matter, please contact Mrs. LaShae E. Snider or the undersigned at 042-552-3014.
