Date: 25-Feb-2020
IFB No. F520920B0003
Project No. A-20-106, Repair Underground Storage Tank, Building 137-N at Camp Zama &
D-20-300, Repair Underground Storage Tank, Building 155-7N at SGD
Query No. Target for Question Reference Question by Offerors Gov’t Response/Clarification
1 Solicitation FAR 52.228-1 Line (c) (Solicitation, Page 24 of 27) Amount of the bid guarantee is specified as "__20 __ percent of the bid price or $__Y334,781,400__, whichever is less". However, the amount 334,781,400 JPY is more than six times the upper bound of the Government's estimate of magnitude (¥55,557,100) shown in Block 10 of the SF 1442. Is this an error?
The amount of bid guarantee stated in Japanese yen under FAR 52.228-1 is based on the maximum amount of $3 million referenced in its prescription FAR 28.101-2(b) and it does not represent the anticipated total cost beyond the magnitude of the construction shown in block 10 of the SF1442. -- (see full text of the para (b)):
28.101-2(b). The contracting officer shall determine the amount of the bid guarantee for insertion in the provision at 52.228-1(see 28.102-2(a)). The amount shall be adequate to protect the Government from loss should the successful bidder fail to execute further contractual documents and bonds as required. The bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. When the penal sum is expressed as a percentage, a maximum dollar limitation may be stated.
2 Solicitation FAR 52.228-1 Solicitation, Page 24 of 27: The bank we intend to use needs a "name and address" of the party to whom the bond is being issued (the Government.) Could the Government please advise how this information should be completed for this contract?
The Financial Institution providing the bid bond guarantee will issue a bond to the “Principal.” Your company is the Principal; therefore, name and address would be those of the bidder.
3 Solicitation I don't see a Q&A form in the solicitation package, but if there is some specific form we should use to submit the question, could you please advise?
The Government does not provide a specific form for the bidders to submit questions regarding the invitation for bids. The bidders may submit questions in writing using letterhead stationery or electronically by email. However, questions received with unreasonably short period prior to the closing date may not be answered by the Government before the due date, nor grounded an extension of the due date and/or time of this IFB.

No Specific Description for Arrangement of Temporary Waste-Oil Collection System at 155-7 in Sagami General Depot.
The one of subject bid item located at Sagami General Depot (155-7) requires to abandon existing underground waste oil collection tank, but installation of a new aboveground con-vault tank including replacement of existing waste oil collection sinks with new ones.
Then, the Government representative reveals the subject bid item includes prerequisite item to maintain the designated waste oil collection system even during field work period; however, the subject contract specification nor contract bid drawings never specify such requirement.
Furthermore, it is technically almost impossible to maintain waste oil collection system during execution period of the subject renovation work with the following reasons.
a) Existing waste oil collection sinks issue fluid to underground collection tank through underfloor pipeline.
b) Existing waste oil collection sinks issue fluid with natural gravity force to underground collection tank.
c) Thus, when existing waste oil collection sinks are going to reuse temporarily, it is then required lifting those sinks higher than temporarily prepared waste oil collection tank’s “High” level due to a consideration of “Pascal's Law”.
d) We would then presume such high-positioned sink(s) may not be a suitable condition for users in the facility.
Please clarify suitable provision for establishing a temporary waste oil collection system and the temporary day-tank arrangement in Camp Zama (137-N).
The contractor shall provide a temporary tank upon removal of the existing waste oil sink until the new collection sink and drain piping is installed.
This requirement will be added to the specification and drawings where applicable.
See Spec 01 11 02, para 1.4.
We do not request the existing system to be used as a temporary tank. Waste oil can be collected by other methods.
