Addenda to the following paragraphs of 52.212-1 are:

(a) All quotes are due on or before 11:59 PM Japan Standard Time (JST), Wednesday, 04 Sep 2019. Electronic quotes are highly encouraged. Submission may be made via either email to yuri.takashima.jp@us.af.mil and sonomi.yoshihashi.jp@us.af.mil or fax at 042-530-3319. Quotes must reference the solicitation number. It is the responsibility of the Offeror to confirm receipt of quote by the Government.

(b) All firms must be registered in the System for Award Management (SAM) database at www.sam.gov upon submission of request for quote (RFQ) to be considered responsive. If confirmation of SAM is not providing with the quote submission by the closing date of the RFQ, the offer shall be considered nonresponsive and ineligible for contract award.

FAR 52.212-2 Evaluation – Commercial Items (Oct 2014).

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Price;

(ii) Technical Acceptability: Technical Acceptability is achieved when either the offeror provides the exact items or equal items with a proof that the products meet the GMCII stated in the Attachment 1, (i.e., products brochures and/or products data and other information shall be attached to Attachment 4, Pricing Schedule & Technical Quote) when submitting equal items.

Initially, quotes shall be ranked according to evaluated prices. Incomplete quotes shall be rejected and eliminated from further consideration.

Next, the Government will evaluate technical information as referenced in paragraph 2 above. Technical Acceptability for all offerors will be rated as ‘acceptable” or “unacceptable” by the Government.

Purchase Order will be awarded to the lowest and technically acceptable offeror.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Addendum to FAR 52.212, Evaluation - Commercial Items

The following is inserted as new paragraph (d) of the provision:

“(d) BASIS FOR CONTRACT AWARD: This is a competitive Lowest Price Technically Acceptable (LPTA) source selection conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. By submission of its offer in accordance with the instructions provided in clause FAR 52.212-1, Instructions to Offerors –Commercial Items, the offeror accedes to the terms of this model contract.
