Asbestos Management Plan Standard Operating Procedure (SOP) 1
Drilling into Asbestos Containing Textured Paint
Drilling into textured paints that contain asbestos must be performed using engineering controls. The selection depends upon the size of the work, the location, and the availability of the materials. In all instances, disposable, one time use drop plastic sheeting shall be placed on the ground level extending at minimum five feet in all directions immediately below the area to be drilled. If the work area is on a wall, the plastic sheeting shall be taped to the lower wall beneath the location being drilled or cut to prevent dust and debris from contaminating the flooring.
Size of Work: Attachment of screws or drilling small holes which are less than 2 inches in diameter.
OSHA Class: Class III.
Training: Class III (6-8 hour minimum with drilling/cutting techniques).
Abatement methods: 1. Small holes may be drilled or items screwed into walls coated with asbestos containing textured paint.
2. Drilling shall not exceed 300 revolutions per minute to help reduce the potential for ACM to be broadcast from the area being drilled.
3. A HEPA vacuum placed directly next to the point of drilling is the preferred engineering control.
4. If a HEPA vacuum is not available, the use of shaving cream applied to the site being drilled, and then thoroughly wiping and containerizing as friable asbestos.
5. Upon completion of drilling the small hole, the area will be thoroughly cleaned with either a HEPA vacuum or by wet wiping the area and removing all dust and debris.
6. All textured paint, debris, PPE, and HEPA filters and the plastic drop cloth must be placed into an asbestos waste bag for disposal as friable asbestos.
Notification requirements: Verbal and written notification to Asbestos Coordinator.
PPE: Once a NEA has been established for this work operation, no PPE or respiratory protection is required. Prior to establishing an NEA, a half face respirator with P-100 (HEPA) cartridges and disposable coveralls is required.
Air Monitoring: Personal air monitoring is required at least annually to maintain the NEA that documents exposures are below the OSHA Permissible Exposure Limits (PEL) and Excursion Limit.

Final Visual Inspection: Upon completion of all activities listed above, the area will be visually inspected prior to the area being released for general occupancy. The visual inspection shall include inspection of all surfaces within the regulated area, making certain all drilling and cutting is complete and that the cleaning is complete and no dust is present. Any remaining visual debris shall be remove by HEPA vacuum, or by wet wiping.
Disposal Requirements: Textured Paint is considered a skim coat and thus is considered friable.
All textured paint, debris, PPE, and HEPA filters and the plastic drop cloth must be placed into an asbestos waste bag for disposal as friable asbestos. A clear plastic bag, a minimum of six mil thick, and have either a Danger Asbestos warning label affixed, or is pre-printed on the bag.
Bags will be sealed using the doubled over goose-neck technique.

Drilling into Asbestos Containing Ceiling Tiles (with or without asbestos containing mastic)
Drilling into ceiling tiles that contain asbestos (with or without asbestos containing mastic) must be performed using engineering controls. The selection depends upon the size of the work, the location, and the availability of the materials. In all instances, disposable, one time use drop plastic sheeting shall be placed on the ground level extending at minimum five feet in all directions immediately below the area to be drilled
Size of Work: Attachment of screws or drilling small holes which are less than 2 inches in diameter.
OSHA Class: Class III.
Training: Class III (6-8 hour minimum with drilling/cutting techniques).

4. If a HEPA vacuum is not available, the use of shaving cream applied to the site being drilled, and then thoroughly wiping and containerizing as friable asbestos.

All asbestos containing ceiling tiles (including mastic), debris, PPE, and HEPA filters and the plastic drop cloth must be placed into an asbestos waste bag for disposal as friable asbestos. A clear plastic bag, a minimum of six mil thick, and have either a Danger Asbestos warning label affixed, or is pre-printed on the bag. Bags will be sealed using the doubled over goose-neck technique.

Drilling into wallboard, tape, and joint compound that contain asbestos must be performed using engineering controls. All asbestos containing wallboard, tape, and joint compound tiles debris produced from drilling, along with PPE, and HEPA filters and the plastic drop cloth must be placed into an asbestos waste bag for disposal as friable asbestos. A clear plastic bag, a minimum of six mil thick, and have either a Danger Asbestos warning label affixed, or is pre-printed on the bag. Bags will be sealed using the doubled over goose-neck technique.

Drilling into Vinyl Asbestos Tile (VAT), Sheet Vinyl, or Vinyl Floor Tile (VFT) with
Asbestos Containing Mastic
Drilling into Vinyl Asbestos Tile (VAT), Sheet Vinyl, or Vinyl Floor Tile (VFT) with asbestos containing mastic must be performed using engineering controls. A HEPA vacuum is the preferred method of controlling dust and debris caused from drilling into VFT with asbestos containing mastic. Alternatively, if a HEPA vacuum is not available, the use of shaving cream applied to the drill site to contain small debris or dust created from drilling may also be used.
Size of Work: Attachment of screws or drilling small holes which are less than 2 inches in diameter.
OSHA Class: Class III.
Training: Class III (6-8 hour minimum with drilling/cutting techniques).
Abatement methods: 1. Small holes may be drilled or items screwed into VAT, Sheet Vinyl, or VFT with asbestos containing mastic.
2. Drilling shall not exceed 300 revolutions per minute to help reduce the potential for ACM to be broadcast from the area being drilled.
3. A HEPA vacuum placed directly next to the point of drilling is the preferred engineering control.
4. If a HEPA vacuum is not available, the use of shaving cream applied to the site being drilled, and then thoroughly wiping and containerized as friable asbestos.

Asbestos Containing Mastic

Disposal Requirements: VAT, Sheet Vinyl, and VFT with asbestos containing mastic is considered non-friable if it has NOT been subjected to sanding, grinding, cutting, or abrading. As such any VAT, Sheet Vinyl, or VFT with asbestos containing mastic that has been drilled through must be treated as friable asbestos. All VAT, Sheet Vinyl, or VFT with asbestos containing mastic, debris, PPE, and HEPA filters must be placed into an asbestos waste bag for disposal as friable asbestos. A clear plastic bag, a minimum of six mil thick, and have either a Danger Asbestos warning label affixed, or is pre-printed on the bag. Bags will be sealed using the doubled over goose-neck technique.
