I. Contracting Activity.
U.S. Army International Technology Center Pacific (ITC-PAC) is the requiring activity. The 374th CONS/ LGCZ is the contracting activity. Document No: W90GQZ-62000040, Research and Development Project titled, “Neuromorphic Pattern Recognition Hardware System with Radiation Hardness”.
II. Nature and/or description of the action being processed.
This determination provides the rationale for contracting by other than full and open competition for a research and development project of study on neuromorphic system incorporating nanoscale synaptic devices and arrays.
III. Description of supplies/services required to meet agency needs.
This requirement is to provide financing in support of the research project titled “Neuromorphic Pattern Recognition Hardware System with Radiation Hardness”, led by Professor Hyunsang Hwang, Pohang University of Science and Technology (POSTECH), South Korea. This proposal is for the investigation of methods of various new analog synapse devices with radiation hardness.
To maximize computation efficiency per unit energy for matrix multiplication, cross-point synapse array device with independent memory and logic function can be adopted to maximize parallel processing in unit device level. In the project, it is focused on ion migration based synapse device with multiple conductance states (> 32-levels), scalability, and long term data retention characteristics, since charge (electron) based synapse device has limitation of radiation hardness. It develop pattern recognition hardware system which can recognize standard DB (MNIST, German Traffic Sign) with high accuracy (>90%) and speed (<1msec) on an integrating Mbit synapse array device with CMOS neuron devices.
The objective of this proposed effort is to examine the development of the new Integrating Mbit synapse array device with CMOS neuron devices. The overall goal of this project is to (1) investigate various new ion-based resistive switching devices with radiation hardness (2) develop a high density (1Mbit, > 108/ cm2) synapse array device and (3) develop neuron devices and integrated with multilayers synapse array
(4) demonstrate high speed (<1msec) and high accuracy (> 90%) pattern recognition of image database using neuromorphic hardware system.
Funding the proposed effort enables the proposed technology to be fully assessed against the Warfighter needs.
This acquisition will be a firm-fixed price purchase order in the amount of $99,970 for basic period (12 months), $99,970 for Option 1 period (12 months), $99,970 for Option 2 period (12 months), and $299,910 for all years (36 months).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
In evaluating the content of the Research and Development Program it has been determined that the research and development project will focus specifically on attainable means by which investigators from the Pacific Rim and the U.S. military research institutions may maximize collaborative effort in addressing the scientific challenges in the development of new Integrating Mbit synapse array device with CMOS neuron devices. Our endorsement and support for this project will help to attract attention to ITC-PAC's presence (and for our outreach objectives) as well as to demonstrate the interest in research within the Pacific region.
Dr. Kyungho Park, Director for Micro-System Programs, US Army ITC-PAC, is responsible for identifying potential sources with the capability for conducting basic research in his Area Of Responsibility (AOR) and has determined that the primary/lead organization for this project is Pohang University of Science and Technology (POSTECH), South Korea, which is considered the leading research institution in the area of an integrating Mbit synapse array device with CMOS neuron devices & systems engineering fields. An integrating Mbit synapse array device with CMOS neuron devices are the only source expressing interest in researching methods for Neuromorphic pattern recognition hardware system with radiation hardness.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
The ITC-PAC Director reviewed this research and development proposal and requests a contract with the primary/lead organization. ITC-PAC found the primary/lead organization of this technology is the Pohang University of Science and Technology.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
This funding is for research and development project titled “Neuromorphic Pattern Recognition Hardware System with Radiation Hardness”. Because this project will feature the latest scientific innovation in this field, there is no parallel value to be found in the commercial sector. ITC-PAC certifies the price of $299,910 is fair and reasonable for this type of project in comparison to similar projects of other Government agencies. These costs are comparable or below those for a similar scope of research in the US. This certification is based on the following facts:

The above mentioned cost is based on the following and considered to be fair and reasonable.
• PI Labor is for:
The PI, Hyunsang Hwang, is to devote 1 full month, his salary needed to be paid.
The 2015 monthly full-time pay rate for POSTECH at the Full Professor Position is KRW 13,500,000 =
USD 12,000.00
The amount for this PI Labor pay is fair and reasonable.
• Research Assistants cost is for:
Two (2) Ph.D. course graduate students will participate this project as a research assistant (RA). The 2016 monthly pay rate for POSTECH at the Ph.D. course RA position is KRW 1,453,000 (=USD 1,291).
The RA salary (=USD 1,000) will cover 75% of their salary. USD 1,000 x 12 months x 2 RAs = USD 24,000. The amount for this R. A. Labor pay is fair and reasonable.

Travel to U.S., International travel: 7 days for 2 persons (Possible target conference such as the International Electron Device Meeting.)
• Overhead Cost is for:
Pohang University of Science and Technology (POSTECH), South Korea, overhead charge for this project's administrative management is 30% of total cost. Typical overhead cost for US universities is approximately 60%. Considering the fact that the overhead cost in South Korea is lower than the one in the US, this overhead charge is considered fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
ITC-PAC program manager, Dr. Kyungho Park, became aware of this research project in March 2016, and this is a collaboration effort with the Army Research Office (ARO) on the subject. This research meshes well with the Army's sensors and electronic devices research and development programs. The proposed research will help the US Army to stay at the forefront of the future of Neuromorphic pattern recognition hardware system with radiation hardness. Pattern recognition accuracy of software neural network is close to human-level (97.5%) by adopting multilayers deep neural network. According to recent Microsoft's paper [1] on deep learning for image recognition with 152 hidden layers, 11.3 GFLOPs are required to recognize 1-image. Due to power consumption and information bottleneck between memory and CPU, conventional von Neumann architecture is not practical to solve neural network problems which require multiplication of big matrix. Although parallel (>1000s) GPUs system was developed to reduce information bottleneck issues, the power consumption of parallel GPU system is technical barrier for mobile application. To maximize computation efficiency per unit energy for matrix multiplication, cross-point synapse array device with independent memory and logic function can be adopted to maximize parallel processing in unit device level. Through a competitive selection process, this research project was selected for funding due to its potentially significant benefits to the US military. Having surveyed the state-of-the-art in technology development in the Pacific Region, it is concluded that Professor Hyunsang Hwang, Dept. of Materials Science & Eng., Pohang University of Science and Technology (POSTECH), South Korea is the leader in this area.
