I. Contracting Activity.

U.S. Army International Technology Center Pacific (ITC-PAC) is the requiring activity. 374th CONS/ LGCZ is the contracting activity. Document number W90GQZ-61240032 for Research and Development Project “Solar Fuel”.

II. Nature and/or description of the action being processed.

This determination provides the rationale for contracting by other than full and open competition for research and development project “Solar Fuel”. This action is to be a new, firm-fixed-price contract with

, . Performance period shall start on .

III. Description of supplies/services required to meet agency needs.

This requirement is to provide financing in support of the research project titled “Solar Fuel” led by Dr.

The project is to characterize and optimize a new photo-catalyst structure of for hydrogen production from water and subsequent hydrocarbon synthesis. Such catalysts are expected to be more efficient and lower cost than current platinum-based photocatalysts.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

In evaluating the content of the Research and Development Program it has been determined that the research and development project will focus specifically on attainable means by which investigators from the Pacific Rim and the U.S. military research institutions may maximize collaborative effort in addressing the scientific challenges inherent in the topic.

Our endorsement and support for this project will help to attract attention to ITC-PAC's presence (and for our outreach objectives) as well as to demonstrate the interest.

ITC-PAC Director of Material Science, Dr. , found this project while searching areas of expertise for potential sources of basic research. He searched for all sources that they identified as technically capable and promising. He found that the primary/lead organization for this project is Dr.

, who is considered a leading research scientist in the area of such methods. is the only source expressing interest in developing on this research and development project and the only source with both the ideas and expertise.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The ITC-PAC Director reviewed this research and development proposal and requests a contract with the primary/lead organization. ITC-PAC found the primary/lead organization of this technology is

. Technical literature was reviewed and no other sources were identified. Further, consolation with experts at Army Research Lab also concurred that the expertise and knowledge of the proposed contractor is uniquely suited for this project.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Travel for 1 trip for 1 person for 2 weeks between and the . This cost is comparable to similar travel of government employees booked in DTS.

ITC-PAC Director of Material Science, Dr. , identified this project while reviewing current research in the region. has great experience with the technique at the center of this project necessary to conduct the experiments. Therefore, they are uniquely suited to perform this work. This research was the only direct source associated with a completed collaboration effort among ITC-PAC, NSRDEC, and Chemicals and Pharmaceuticals in the area of .
