RFP No. FA5209-11-R-0005

Project No. A-11-146 Multiple Award Construction Contract (MACC), U.S. Army Installations within Honshu, Japan

Date: 20 May 11

Question Answer Contractual Questions

Sec L, Proposal requires to submit Past Performance Questionnaires (Attachment #3).

The projects performed by JED(Army Corps of Engineers) were evaluated under DD Form 2626.

They never issue other evaluation sheets. In this case, could you accept DD From 2626 instead of The Past Performance Questionnaires.

Refer to Questions and Answers, Answer #5, dated 17 May 11 for the RFP.

P39/45

(3) PAST PERFORMANCE

INFORMATION (i) “Relevant contracts shall include two design-build projects performed (on-going or completed)……………”

Could you specify about “on-going” degree? Should we use any of “on-going” projects such as 10% or 30%?

The purpose of the past performance evaluation is to allow the government to assess the offeror’s ability to perform the effort described in this RFP, based on the offeror’s demonstrated present and past performance. If the offeror’s performance record (on-going or completed) is so sparse, no confidence assessment rating can be reasonably assigned in accordance with the RFP, Section M, para M-1(a)(3)(ii). If you use any on-going construction projects, request you indicate progress (%) for the projects in the Past Performance Questionnaire, Part I, in the block of Contract #, Title & performance.

P40/45

(3) PAST PERFORMANCE

INFORMATION (iv) (v), We thought that the government urges us to utilize CCASS for the evaluation.

Recently when we performed government projects of Army and Navy they issue CCASS sheets that state quality of the construction performance.

Could we use CCASS evaluation

Refer to Questions and Answers, Answer #5, dated 17 May 11 for the RFP.

sheet for the government projects instead of “Past Performance Questionaire”?

H-8 TASK ORDER ISSUANCE

PROCEDURES (2) Construction Only:

We understand that if pro jects were “35%, 65% and 95% design” that should be D-B projects.

Would you elaborate a little more please?

MACC structure allows maximum flexibility for construction requirements. Normally,, 35%, 65% and 95% of design consisting of drawings, specifications, design analysis and/or other documentation as stated at the RFP, Section H, para. H-8 are suited to smaller and /or less complex projects. Essential elements of the project goals, objectives and project requirements will be specified in each project package.

Regarding the project value of PPI

The RFP requests to submit a PPI list including 2 design-build projects and 3 construction only projects with a project value between \5,000,000 and \100,000,000. We would appreciate it if you could let us know whether or not we are allowed to include a project with a project value over \100,000,000 in the PPI list.

Relevant contract and a project value (for both design-build and construction only projects) are specified at the RFP, Section L, para.

L-1(g)(3)(i). Relevant performance information on each of offerors will be evaluated in accordance with the RFP, Section M, para. M- 1(a)(3)(ii).
