52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) Paragraph (a) is modified to read as follows:
(Evaluation will be accomplished IAW FAR 13.106)
(a) This is a competitive best value source selection in which proposals will be evaluated on an integrated assessment of price and results of personal interview. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation requirements and will provide the best value to the Government in terms of the interview results and price. Subjective judgment on the part of the
Government is implicit in the evaluation procedures. The evaluation process shall proceed as follows:
(i) Initially, offers shall be ranked according to evaluated prices. The price evaluation will be made on the total price of the basic contract and option periods. The Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussion if deemed necessary.
(ii) Results of interview; The purpose of the personal interview is to ensure if the offerors meet competency of contracted personnel as specified in paragraph 1.2.2.14 of Attachment 1, PWS. Personal interview will be provided by Catholic Chaplain, Yokota AB or his designated representative. Interview result will be rated ―met‖ or ―failed.‖ The date and time and location for the personal interview will be notified to each offeror by the Contracting Officer.
(iii) The Government reserves the right to make award to other than the lowest priced offeror. Likewise, the proposal with superior credentials and/or interview results may not necessarily receive the award.
(d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
