About this file
This file is a Questions and Answers document for Solicitation No. FA520526R0005, a U.S. Air Force service contract for escort services at Misawa Air Base in Japan.
The contract is a Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle with a Firm-Fixed-Price structure. The primary requirement is to provide security escort services for construction sites and related activities at the installation. Escorts must be U.S. citizens possessing a valid Tier 1 investigation and must obtain a Restricted Area Badge (RAB), flightline driving privileges, and a 4EJ license. The government will not sponsor new Tier 1 investigations; contractors must conduct background checks at their own expense. The contract includes two labor categories: Cleared Escort Officials and Lead Escorts, with Lead Escorts tracked at a separate billable rate. Escort demand will be determined at the Task Order level, with an anticipated escort-to-general contractor ratio of 1:10. The anticipated contract start date is June 1, 2026, with a proposal due date of April 29, 2026 at 10:00 JST (April 28, 2026 at 21:00 EDT). Pricing must be applied at the Task Order level, with a minimum of 40 hours per week expected, not to exceed 55 hours, and should account for overlapping shifts to provide 11-hour daily coverage. Vehicle pricing must be fully burdened and include fuel, maintenance, insurance, and taxes. Mobilization costs are priced separately. A NTE (Not-To-Exceed) overtime CLIN will be added to capture hours beyond the 40-hour minimum weekly requirement. Contractors must maintain CMMC Level 2 certification by the time of award. Task Orders are anticipated quarterly at most, based on project scheduling and construction development timelines.

Number/Sec Question Government Response
1. Prime contractor clearance vs. personnel clearance: If the solicitation requires escort personnel to possess a TIER 1 investigation/eligibility and meet installation access/badging requirements, can a U.S. prime contractor submit an offer even if the company itself does not currently hold a facility clearance, provided that all personnel deployed to perform escort duties will meet the required investigation/clearance and access requirements?
The PWS does not require a facility clearance, no requirement for DD254. See PWS Appendix A.
Tier 1 clearance is for personnel performing under the resulting contract.
Evidence in proposal: If this approach is acceptable, please confirm what documentation the Government expects in the proposal to demonstrate compliance (e.g., commitment letter, staffing plan, proof of personnel eligibility at time of proposal vs. prior to performance start, etc.). We appreciate your guidance so we can structure our staffing and compliance plan.
See PWS, Table 2 and FAR 52.212-1 for proposal deliverables requirements

2.7.1 Duty Hours Section 2.7.1 references the normal working hours of the Construction Site workers are Monday to Friday 0700 to 1800 . If fully utilized this would result in a 55 hour minimum work week for each job site. Where the gov't references required FTEs per project site, does that mean full staffing of that many FTEs on site during the full eleven hour window? Or, does that mean the 11 hour period may be covered by overlapping shifts (i.e. 0700-1530 and 1000 - 1830) with some time periods only having 1 FTE on site (0700-1000 and 1530 to 1830)? What is the required number of FTEs on each site without incurring overtime?
A minimum of 40 hours of week is expected but not to exceed 55 hours. It is a possibility for overlapping shifts that would occur during scheduling with the Lead Escort after Task Order award.
Interested vendors should account for a minimum of 40 hours work week when creating pricing.

PWS: Page 11/26
2.7.1 Duty Hours The government states that "working hours will depend on the construction contractor's schedule" and that the Contracting Officer will approve all overtime and provide the security escorts 24 hours notice of alternate schedules. Will the government limit construction contractors to 40-hour work weeks with regular 8- hr shifts inside the 0700- 1800 "normal working hours"? Clarification on work hours at each project site per week to align with adequate and uninterrupted coverage.
A minimum of 40 hours of week is expected but not to exceed 55 hours. It is a possibility for overlapping shifts that would occur during scheduling with the Lead Escort after Task Order award.
Interested vendors should account for a minimum of 40 hours work week when creating pricing.

Can the Government clarify if the representations and certifications are required to be included in PART I - SUMMARY AND MISCELLANEOUS DATA?
Confirmed, they are to be submitted in Part I Attachment 2 - Pricing Sheet
Overtime Calculation The government provided 2800 hours as the baseline "Hrs per Person" in Column C.
This equates to ~54 hrs/week per employee. Is the expectation that our fully burdened rate incorporate ~14 hrs/week of overtime at 1.5 times the base rate as indicated by the note on line 36? Clarification on FBLR calculation methodology. Should overtime be included?
These hours are to cover the potential 11 hours per day coverage period. The USG will be adding a NTE CLIN for O/T to the solicitation and pricing sheet. If to occur, O/T will be directed in writing by the CO or COR.
Attachment 2 - Pricing Sheet
Annual work year hours The government provided 2800 hours as the baseline "Hrs per Person" in Column C.
The normal annual work year is 2080 hrs. Is it the government's intent to plan for 720 overtime hours per position per year? Should the additional hours be calculated into our proposed FBLR or would the government prefer to see Base and Overtime Rates separated? Presentation of Base and Overtime FBLR. Interested vendors should account for a minimum of 40 hours work week per escort when creating pricing. It is also anticipated for the potential of overlapping shifts to provided needed coverage.
General
- Will the government provide their calculations on determining estimated number of FTEs per project (i.e. estimated size of construction site, Estimated # of construction workers, duration of construction shifts, winter/summer construction seasons, etc.)
Clarification on FTE counts for recruiting and overtime calculations. The USG calculation was the estimated number of construction employees and size of site. The location of the site and weather was also considered in the minimum vehicle determination.

PWS: 5.4 Security 5.4.1 In reference to Section 5.4.1 under Section 5 (Security), "Government will not sponsor new Tier-1 investigations." In the event that prospective employees are identified for placement on the contract who do not currently possess an active Tier-1 investigation, such individuals would typically require submission for investigation. Given that new investigations are not authorized under this contract, please clarify how the contractor is expected to account for Government sponsorship in these instances as the Contractor is required to list the contract i.e Government sponsor of the Tier-1 request . Contractor required to conduct their own background check at their cost. USG will not pay for backgorunbd checks but will verify.
PWS Page 5
Section 2.2
"Warranty Calls, and FF&E" as scenarios requiring escorts, but the PWS does not define scope, frequency, duration, or scheduling notice for these events.
These could generate escort requirements outside of any scheduled construction project.
The number of escorts will be determined at the Task Order level. If additional support (plus up of escorts or longer duration) this will be handled via an additional Task Order or modification.
PWS Page 5 Section 2.3.1
How long does the RAB (Restricted Area Badge) process typically take from application to issuance? This affects our mobilization timeline planning.
See answer above
PWS Page 5 Section 2.3.1
Will the government provide any on-base parking for contractor-owned vehicles used for escort duties? Contractor may park at available parking areas adhering to local base procedures.
PWS Page 6
Section 2.3.1
2.3.2 states "Driving: Process and maintain a valid US drivers license and 4EJ license (issued locally)." If US citizens currently live and work in Japan under other non-SOFA contracts or for non-US Government contracted companies, they may not have a valid US drivers license. They would likely have a Japanese driver's license. Can they use their Japanese driver's license, just like Japanese contractors are able to?
If in possession of Japanese license, they may use it. The 4EJ is a requirement to meet USFJ SOFA requirements as international travelers to Japan must possess an internal drivers license or 4EJ license. If in possession of a Japanese license then this is not applicable.
PWS Page 6
Section 2.4.1.5
The statement that "the Contractor shall not perform work unless it is specified in the PWS unless otherwise directed by the CO ...", opens up a wide possibility of work to be specified. If this wording is going to be used, it is necessary to include a description of the specific tasks that would be expected by the CO or a description of the tasks that would not fall under this contract. Otherwise, the CO could ask pretty much anything.
This wording is included to protect the contractor from doing any work not included in their scope of requirement. If the CO determines that a task not included in the PWS is necessary for the execution of this contract, he/she may direct performance in writing after coordination with the contractor.
PWS Worker Ratio
The PWS does not define an escort to worker ratio. It is understood that escorts will have a maximum allowed number of individuals they can escort, but any more than a couple would result in diminished monitoring capabilities. Will a ratio be defined?
The number of escorts demanded for each project will be determined at the Task Order level. The anticipated escort to general contractor ratio is 1 escort to 10 GC.
PWS
Task Order Issuance
The PWS provides no minimum advance notice for Task Order issuance.
Given that escorts must have RABs, flightline licenses, 4EJ licenses, NACI investigations, and completed AT/OPSEC training before performing, there must be a minimum lead time. Attachment 3 shows one project already starting April 1, 2026, which may predate contract award.
The anticipated contract start date is 1 June 2026. The USG is factoring that after Task Order issuance there will be a mobilization period.
Per the PWS the contractor will be required to provide documentation beginning 21 days before on-site performance.
The USG understands that there will be a need for staffing, on-boarding and potential relocation will be captured at the Task Order level.
PWS Lead Escort
The PWS defines the Lead Escort role but does not specify how many escorts or concurrent projects a single Lead Escort is expected to manage. With peak demand of 31 escorts across 14 projects, please clarify: (a) is one Lead Escort expected to cover all concurrent projects; (b) may the contractor propose additional lead/supervisory personnel; and (c) is the Lead Escort position a separate billable labor category, or is it included in the Cleared Escort Official rate?
A. The number of Lead Escorts will be determined at Task Order levels. It may be required for 1 Lead Escort of cover all active projects.
B. Contractor may propose recommendation for additional Lead escorts and escorts for the USG's consideration.
C. See attached 2 - Pricing Sheet, Lead escort must meet the same requirements as the escort but rate is tracked separately.
PWS Page 8
Section 2.4.5
Hardware and digital documentation devices containing or having contained CUI/PII become USG property at contract completion. PWS §2.4.4.7 requires the contractor to supply these devices. Please clarify: (a) does this apply to all devices purchased over the life of the contract or only those in use at contract completion; (b) will the government compensate the contractor for these devices at contract end or are the costs expected to be included in the base rate; and (c) is there a government-approved list of acceptable devices? a. Over the life of the contract
b. Should be included in fully burden rate. Specifically, the Lead Escort has a requirement for reports under 2.4.4.5
c. N/A, Contractor provided/used devices will not be added to the USG's network.
PWS Page 11
Section 2.7.1
2.7.1 states that escorts may be required to work outside normal hours including weekends, evenings, overnight, and holidays, with 24-hour notice.
Please confirm: (a) whether differential/premium pay for after-hours work is anticipated and, if so, whether it should be priced as a separate labor category or included in the base rate; and (b) whether the fully-burdened labor rate must already include the cost of reasonable after-hours coverage. No after hours pricing required. If Escorts have to work outside of the normal duty hours, this will be tracked and directed in writing. If hours go beyond the minimum work hours, it will be handled via a modification.
PWS Page 12
Section 3.1
3.1 requires a mobilization plan and associated costs for each project. Please clarify whether mobilization costs are to be priced as a separate CLIN, included in fully-burdened labor rates, or structured another way, and whether de-mobilization/re-mobilization costs between projects under the same IDIQ are separately compensable.
Mobilization is priced separately. See Attachment 2.
PWS Page20
Section 5.4.1
5.4.1 requires all escort personnel to possess a valid and in-scope Tier-1 investigation prior to commencement of performance, and states that the US Government will not sponsor new investigations. Given that Tier-1 investigations can only be initiated through government sponsorship, this requirement effectively limits the eligible labor pool to individuals who currently hold or recently held a federal investigation. In an OCONUS environment at Misawa AB, Japan, this constraint is particularly acute. The contractor requests that the government: (a) clarify whether the contractor may sponsor Tier-1 investigations for otherwise-qualified candidates under the authority of this contract; (b) if not, provide any known data on the estimated size of the pre-investigated labor pool at or near Misawa AB; (c) confirm whether a candidate currently working under another federal contract with an active Tier-1 investigation would satisfy this requirement upon transfer; and (d) consider whether a supervised provisional status — where a candidate with a pending investigation works under direct supervision of a fully cleared escort — would be permissible during a defined onboarding period.

3 - Projected Construc All N/A Attachment 3 shows the "Construct Flight Simulator" project (FY28) with "0" escorts required. Can the Government confirm this project will not require escort services, or is this an error?
The number of escorts needed will be determined at the Task Order level. Attachment 3 was provided for reference purpose only. It is anticipated that no escort will be required for this project due to it being a US citizen only project.

The projection table shows peak demand of 30+ escorts in Q3/Q4 FY2027, but the Pricing Sheet shows only 24 escorts for FY27. Can the Government clarify how the Contractor should reconcile the difference between the projection and the Pricing Sheet quantities for staffing planning purposes?
The projects sheet was provided for reference only. Interested contractors should use the pricing sheet for proposal preparation. There are several variables for the variation not disclosed at this time due to ongoing planning.
Attachment 2 - Pricing Sheet
