About this file
This document is a Product Clarification Answer sheet for RFQ FA520526QB102 regarding inflatable decoy systems for Misawa Air Base.
The procurement requires inflatable decoys designed for F-35 and F-16 training use at Misawa Air Base, which experiences mid to heavy winds and heavy snow during winter months with variable sand/soil terrain. The government has clarified specific technical requirements across multiple product lines: the SA-21 Target Engagement Launcher (5P85TE2 trailer-mounted with tractor, erected position preferred); SA-21 Fire Control Radar (fully deployed operational position); C2 vehicle configuration (associated with SA-21 system preferred); CSA-16 Target Engagement Radar (HT-233 radar preferred but not required); CSA-12 Target Acquisition Radar (no preference between Taian 8×8 or 10×10 chassis); CSA-6/HQ-6/LY-60 system (engagement radar preferred); Patriot launcher (complete tractor and launcher-trailer combination); and Patriot fire-control radar (AN/MPQ-65 in operational position). All inflatable decoys must operate within a temperature range of -10°C to 50°C and be constructed from heavy PVC tarpaulin material similar to truck-cover or heavy-duty inflatable structures. Supporting equipment must include a generator capable of supporting inflatables continuously for a minimum of 6 hours with no less than 2 hours of operation without refueling. The complete system package, including all accessories, must be transportable in a pickup truck bed. Inflatables may be deflated when not in use, and mobility and ease of use are prioritized.

Patriot fire-control radar
Confirm whether the required radar is the AN/MPQ-53 rather than the AN/MPQ-65. The term “Patriot Sentinel Radar” may create ambiguity because Sentinel may refer to a different radar family. Please also confirm the required antenna position.
AN/MPQ-65 in the operational position as if actively conducting air defense.
6 Inflatable Requirement
Mission needs and mobility inflatables may be deflated if not in use. Mobility and ease of use if important.
Blowers and generators
Confirm if any is needed:
| • | Required voltage and frequency; |
| • | Minimum generator output; |
| • | Whether the blower and generator must |
operate continuously for at least six hours;
• Whether the fuel tank must support six hours of operation without refuelling;
Generator required be able to support the inflatable continuously for a minimum of 6 hours, but no less than 2 hours without needing to be refueled.
7 Intended Use Use for F-35 and F-16 training.
Temperature range.
20°C to 50°C, -20°C to 50°C and -20°C to 60°C. Please confirm the correct minimum and maximum temperature range applicable to each decoy
