Tactical Combat Casualty Training Service
Q1: SOW, para 1. States “shall provide all… supplies, equipment…” is the intent that the vendor will supply all class VIII medical consumables, medical training aids, and other medical consumables for the courses?
A1: Yes.
Q2: SOW para 1.1 gives the unit location of Misawa Air Base, Japan. Is this to be the location of all the courses?
A2: Yes.
Q3: Does the government intend to conduct all 5 courses either simultaneously or concurrently?
Or should the vendor be prepared to execute all courses at separate dates thus requiring multiple trips to AFB Misawa?
A3: No. The intent is for the TTT is first to create instructors. Afterwards, the contractor leads Tier 2 and 3 courses with the new instructors from the TTT, and the contractor evaluates the new instructors for certification. Per DHA policy, the new instructors must be evaluated teaching a class to be fully qualified.
Q4: RFQ 0001, 1 – 5. Is there a potential that students from any of these courses would be follow on students in another course listed here? E.g. 18 students in the Tier 3 course also go through the TTT course and the development/Instructor leadership course.
A4: Yes. Within the TTT course, it is broken up as Tier 2 instructors, and Tier 3 instructors, it depends on the AFSC of the students that have been pre-selected. Those instructors will be attending the Program Development/Instructor Leadership course to expand their capabilities from being Instructor to qualified to manage a TCCC program, and/or Instructor Trainer.
