1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to operate and maintain the DHA Tactical Combat Casualty Care (TCCC) Instructor Trainer Course, and additional Tier 2 and Tier 3 training courses for the 35 Medical Group (MDG) for 5 weeks.
1.1. BASIC SERVICES. Complete 1 TCCC Instructor Trainer Course, and additional Tier 2 and Tier 3 training courses for the 35 MDG and other 35 Fighter Wing (FW) unit members in Misawa Air Base (AB), Japan.
1.1.1. TRAINING SCHEDULE. The training will be held for 5 weeks; the schedule should be coordinated as soon as the contract awarded, preferably by the end of Mar 2025, but the completion date should not exceed 1 year from the award. Normal training hours is included but not limited to 0730 – 1630 Monday through Friday. Outside normal training hours, Nighttime (2000 – 0000) and Saturday training (0900 – 1300) is also provided for each week.
1.2. SPECIAL REQUIREMENTS. Create specific scenarios to improve integration for Explosive Ordinance Disposal (EOD), Fire Emergency Services Flight (FES) and MDG. DoD Instruction
1322.24 and DoDI 6040-47: Medical Readiness Training (MRT) TCCC. This course of instruction satisfies the contact hours in accordance with JROCM 031-14, JROCM 025-15 and JROCM 048-
15. To comply with these standards each student is required to complete the course curriculum consisting of classroom, didactic, practical, and field training exercises under the supervision, guidance and tutelage of DHA certified instructors with practical field experience. Additionally, Instructors are required to have experience with loading patients in AEROVAC, CASEVAC, and vehicle of opportunity to insure the training is in accordance to AIR FORCE DOCTRINE NOTE 1-21- Agile Combat Employment.
2. CONTRACTOR QUALIFICATIONS.
2.1 Contractor employee must have the following qualifications and experience:
2.1.1 Contractor must have accreditation from National Association of Emergency Medical Technicians as any Authorized Training Center and be able to instructor TCCC utilizing the Deployed Medicine curriculum through the Deployed Medicine platform as required by the Defense Health Agency.
2.1.2 Contractor must be able to provide Instructor/Trainer development within Deployed Medicine platform.
2.1.3 In addition to TCCC requirements, contractor must be able to provide scenario development in support of Agile Combat Employment (ACE) including the following.
Aircraft Familiarization (Local and Regional) Aeromedical Evacuation Operations Field Clinical Mobilization Unconventional Warfare Clinical Lab Combat Tactics and Strategies Combat Search and Rescue
Small Unit Tactics Command and Control (C2) on the Battlefield and in Garrison Centralized and decentralized command for medical emergencies
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
North Base classrooms, Davy Jones Locker, additional mannequins is available for the contractor’s use.
4. GENERAL INFORMATION.
4.1 Security Requirements.
4.1.1. The contract administrator shall complete a "Request for Identification Credential forms” for each employee of the contractor requiring access to Misawa AB. The requests shall be submitted to Pass and Registration
4.2. PHYSICAL SECURITY. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, property, and materials shall be secured.
4.5. HOURS OF OPERATION. The services are provided for Federal Holidays. The following is a list of Federal Holidays as of Jul 2024. Any additional Federal Holidays signed/approved by U.S. President during the contract lifetime will be considered as Federal Holidays although it may not be listed below:
- New Year's Day 1st of January
- Martin Luther King's Birthday 3rd Monday of January
- President's Day 3rd Monday of February
- Memorial Day Last Monday of May
- Juneteenth National Independence Day 19th of June
- Independence Day 4th of July
- Labor Day 1st Monday of September
- Columbus Day 2nd Monday of October
- Veteran's Day 11th of November
- Thanksgiving Day 4th Thursday of November
- Christmas Day 25th of December
NOTE: Any of the above holidays falling on a Saturday will be observed on the preceding Friday;
holidays falling on a Sunday will be observed on the following Monday. The Government may add additional family days in conjunction with these holidays which may result in MDG closures.
4.5.1. PACAF FAMILY DAY. The contractor employee will be required to perform on MDG closure days.
4.6. WORK SCHEDULE. The contractor is required to provide the service in accordance with the training schedule listed in para. 1.1.1. The contractor may need to set up and tear down their settings outside of the training schedule hours if needed.
5. SPECIAL SECURITY REQUIREMENTS. The contractor shall comply with all Misawa AB security requirements. The Government will provide escorts for the contractor, as required. Failure to comply with the security requirements is cause for termination.
5.1. MEDICAL INSURANCE FOR VISITORS. All visitors to Misawa AB other than Japanese national will be required to obtain health insurance coverage for medical care and aeromedical transport while in Japan, and submit a copy of the insurance, photocopy of passport and vehicle information (Japanese compulsory inspection, liability insurance, international driver’s license, etc.) if driving, to the Government for the request of the base pass.
5.2. BASE COMPUTER NETWORK ACCESS. Contractor employees are not required to have access to the Government local area network (LAN).
5.3. LOGISTICAL SUPPORT. DFARS Clause 252.225-7976 "Contractor Personnel Performing in Japan." (DEVIATION 2018-O0019) applies to this contract. Applicable references include USFJ Instruction 64-100, the full text of this clause, and USFJ Form 27.
5.4. REPORTING. During performance, report any information or circumstances observed that may pose a threat to the security of DoD personnel, contractor employee, resources, and defense information to the Security Forces. The COR will brief the contractor upon initial on-base assignment of requirements. The contractor shall comply with the requirements of Volume 1, AFI 71-101, Criminal Investigations, and paragraph 1.1 of Volume 2, Protective Security Matters.
5.5. RANDOM ANTITERRORISM MEASURES (RAM)s. RAMS are conducted on Misawa AB at varying times during a 24-hour period and may consist of measures such as spot checks of identification credentials, random vehicle searches, and site security sweeps. The contractor is subject to participating and cooperating with RAMS as directed by competent authority. Anticipate increased RAMS during implementation of elevated Force Protection Conditions (FPCONs).
5.6. REPORTING SUSPICIOUS ACTIVITY. It is the responsibility of all personnel working and residing on Misawa AB to be alert for detecting and reporting suspicious criminal or terrorist activity. The contractor shall immediately report any on-base observed suspicious activity to the 35 SFS/BDOC, Bldg. 646. All contractor employee shall be familiar with suspicious activity reporting numbers and procedures. The primary number for reporting suspicious activity on Misawa AB is 911from a base phone or 0176-53-1911 from a mobile phone or off-base.
6. CONTRACTOR EMPLOYEE.
6.1. CONFLICT OF INTEREST. Contractor shall not employ anyone who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives prior approval IAW DODDAHLTA 5500.7, Joint Ethics Regulation. The contractor shall not employ persons for the work of this contract if such employment would create a conflict of interest per AFI 64-106, Air Force Industrial Labor Relations Activities.
6.2. PERSONNEL APPEARANCE. While on duty, contractor employee shall present a neat, well groomed, clean image and be dressed in appropriate workplace attire. Clothing shall fit correctly, present a professional, modest appearance and be kept neat and clean, free from visible dirt and stains. Facial hair (including beards, mustaches, and sideburns) shall be controlled (restrained) or trimmed and shall not interfere with safe work practices nor look unkempt or unclean. Contractor employee shall comply with socially acceptable standards of personal hygiene expected of health care workers.
